Stable Funding Fuels High-Speed Rail for California Communities The California High-Speed Rail Program has secured long-term funding to continue building the nation’s first high-speed rail line. Backed by $1B in annual funding through 2045 from the state’s cap-and-trade program, California is ensuring steady progress, long-term certainty, and a solid foundation to invite private investment. Harris is proud to contribute to this transformative effort through our work on Construction Package 1 (CP1). These 32 miles of grade separations, viaducts, and corridor improvements will provide the backbone for high-speed service and deliver the first-of-its-kind project in North America.
