In Gia Lai (formerly Binh Dinh) province, Vietnam, many communities receive flood early warnings but don’t always know what actions to take or how to evacuate. In one ward, we partnered with local and provincial authorities to co-develop evacuation maps and response plans with the community. OUR MISSION Facilitate adaptation to dynamic social-environmental changes, for a more equitable and resilient future. We believe in challenging linear, top-down paradigms in favor of shared learning dialogues across geographic and governance scales, from the local to international levels. We connect science, policy and practitioner communities to bridge efforts in developing effective solutions to complex social-environmental issues. We address these environmental and development challenges as an interlinked set of human, physical and legal/cultural systems and adapt our work to meet the dynamic nature of these systems. Our work is applicable to such challenges as climate change, disaster risk reduction and post disaster assessment. ISET’s projects create a platform for dialogue by combining physical and social science research with implementation in the field. Addressing global challenges requires multiple perspectives and a cross-cutting knowledge base. Too often, decision-making and actions are disconnected - activities unfold without coordination between local, national and international levels. Macro policies are forced upon local level realities with shortsighted regard for local context. To catalyze equal collaboration we partner with local organization embedded within their community and work to enhance our mutual capacities.

Back in 2018, the Alliance committed to build the resilience of 2 million people and increase investment towards resilience by USD 1 billion. As of the end of 2023, the Alliance surpassed these goals: our community programs and advocacy have beneficially impacted 3.14 million people and influenced USD 1.26 billion of funding towards resilience. The Alliance’s Phase II impact report highlights the impact and change that the Alliance achieved as a result of its community engagement, learning, research, and advocacy work during this phase. Flooding in Can Tho City, Viet Nam is becoming more complex due to climate change, putting lives and livelihoods at risk. As part of the Climate Resilience Measurement for Communities (CRMC) program, ISET is working with the Mekong Institute in Can Tho to strengthen community resilience to climate change. One simple but effective action has been the installation of flood depth gauges in Binh Thuy Ward. During the prolonged floods this September, these gauges proved their effectiveness, giving residents clear, real-time information to adapt daily routines, share updates with one another, move safely, protect belongings, and reduce damage. These gauges are part of the project’s efforts to connect science with everyday life, enabling residents to take an active role in monitoring and sharing flood information, instead of relying only on technical data from specialized agencies that can be difficult to access. At-risk communities rarely face just one hazard, floods, landslides, heatwaves, and droughts often intersect. Yet most early warning systems are designed for only a single hazard. To truly protect people, early warning systems must be multi-hazard and people-centered, accounting for differences in age, gender, disability, livelihood, language, mobility, social status, and location. From vision to reality: making early warnings ‘truly’ multi-hazard. At risk communities frequently face hazards such as floods, landslides, heat waves, and droughts, and this is only getting worse as global temperatures rise. People rarely face just one hazard at one time, but most early warning systems focus on just one hazard. We believe that early warning systems must be people‑centred and combine multiple hazards. They must take different vulnerabilities and capabilities into account, especially looking at how age, gender, disability, livelihood, language, mobility, social status, and location shapes whether people can receive, trust, and act on a warning. Flood forecasting depends on reliable data, but in Hue, Vietnam, older river gauging stations have often failed during heavy rains, slowing down warnings and risking community safety. To close the gap, ISET worked closely with city's Disaster Risk Management office to install 2 automatic water level gauges in 2024. After proving their effectiveness, 2 more automatic river gauges were added in Huế this year, now 4 in total. These gauges provide reliable, real-time flood data, even when older stations fail, helping local authorities issue faster warnings and keep communities safe. When considering the role of the private sector in contributing to reducing the adaptation finance gap, we must make the distinction between who finances the adaptation (i.e. how the money is made available) and who funds the adaptation (i.e. who pays for the adaptation). A new report from the Zurich Climate Resilience Alliance finds that the private sector has a substantial and important role to play in providing upfront financing for adaptation, but it may not necessarily reduce the adaptation funding gap, i.e. developing country governments, or communities themselves, may ultimately end up paying for adaptation. Though communities in Binh Dinh (now Gia Lai province) receive flood early warnings, evacuation plans, if they exist, are often of poor quality or not communicated clearly. Many residents, especially in urban and peri-urban areas, don’t know how, when, or where to evacuate. On top of that, rapid infrastructure changes are shifting flood patterns, leaving people even less prepared for unusual or extreme floods. To tackle this, ISET worked with the provincial Climate Change Coordination Office (CCCO) and DRM Office to co-develop the first detailed digital flood evacuation map for Nhon Phu Ward. Covering multiple flood scenarios, the map provides clear evacuation routes, emergency contacts, and details on vulnerable households and infrastructure. Understanding and building resilience at the community level is critical, but it requires tools that are both scientifically sound and practical to use. A recent open-access study in the International Journal of Disaster Risk Science validates the Flood Resilience Measurement for Communities (FRMC) framework and tool. Field-tested in over 320 communities across 20 countries, this shorter 44-indicator version, compared to the earlier Flood Resilience Measurement Tool (FRMT), has proven its validity, reliability, and usefulness, making it "one of the most advanced resilience measurement validation endeavors currently being undertaken, supporting a universally applicable and standardized approach". Following an extensive peer review and framework redesign, the FRMC has since evolved into the Climate Resilience Measurement for Communities (CRMC), expanded focus on multiple hazards builds on over ten years’ experience in flood resilience.
