Jackson Walker attorneys Chuck Campbell and Alyca Riley Garrison recently spoke at the 2025 TLFFRA Education Conference in Abilene, where they presented “Legal Issues Impacting TLFFRA Funds.” Their session provided valuable insights into pension legislation from the 89th Texas Legislative Session, open government fundamentals, and current fiduciary issues affecting TLFFRA funds—topics essential to Texas local fire fighter retirement systems. The day concluded with a lively evening of classic Texas two-stepping, bringing a fun and spirited close to a productive conference. #JacksonWalker #TexasLaw #PublicPensions #LegalEducation

Jackson Walker attorneys Valery Piedra and Shannon Teicher explain how the expansion of Texas’s “mini-TCPA” law adds registration and bonding obligations for certain outbound calls and texts. Violations can carry steep penalties, including fines and potential criminal charges. With exemptions that are fact-specific and enforcement expected to increase, businesses should review their marketing practices to ensure compliance with both federal and state laws. In her latest article, Jackson Walker attorney Greta Cowart outlines why group health plans must maintain pediatric vaccine coverage levels consistent with those in place as of May 1, 1993, to remain compliant with COBRA. She also explains how the Affordable Care Act’s preventive care mandates interact with these longstanding rules—and why recent vaccine headlines don’t necessarily mean immediate changes for your plan. Before making any updates, employers should carefully assess all applicable legal requirements and the broader HR implications. The ongoing U.S. immigration shutdown is creating major challenges for employers, HR teams, and legal departments—especially those relying on foreign talent. With key government functions suspended or delayed, hiring, onboarding, and compliance processes are at risk. Major Impacts: 👉 Labor Certifications Frozen: DOL has halted LCAs, PERM filings, and wage determinations. 👉 E-Verify Offline: Complete Form I-9s within three days and document good-faith compliance. 👉 USCIS Delays: Most applications are processed, but expect slowdowns. 👉 Consular Services & Border Processing: Still open, but may scale back or slow down. 👉 Worksite Enforcement Up: ICE is increasing audits and enforcement. 👉 Immigration Courts: Detained cases proceed, but non-detained cases may be postponed. 👉 Legal Exposure High: Shutdown delays don’t excuse noncompliance.
