#LCFR is proud to announce the graduation of eight fire and rescue personnel from the 10th Annual LCFR Officer Development School. 🎉 These senior firefighters and technicians attended the comprehensive, three-week program at the Oliver Robert Dubé Fire & Rescue Training Academy in Leesburg, in preparation for their future position as an officer within LCFR. Members of LCFR’s Training Academy personnel worked with senior staff and seasoned company officers to deliver this program that was developed to aid firefighters making the transition to the rank of Lieutenant. This intensive, hands-on, training program focuses on developing all aspects of a company officer’s role through a combination of lectures and practical exercises. Graduates refine their ability to lead and manage their staff and learn effective methods to mentor, cultivate, and grow our department’s personnel. The program utilizes various internal instructors, as well as presenters from outside agencies, to deliver dynamic presentations and conduct realistic exercises. A graduation ceremony on Wednesday, September 24, 2025, culminated the completion of the immersive training program. Acting Systemwide Fire Chief Travis Preau praised the hard work and commitment of the graduates as they were presented with their certificates. Deputy County Administrator Joe Kroboth offered congratulations for achieving this career milestone and offered both his and County Administrator Tim Hemstreet’s support for the organization and these future leaders. This morning, members of the Loudoun County Combined Fire and Rescue System, Loudoun County administration, and Loudoun County Board of Supervisors, along with countless family and friends, gathered to celebrate the official Swearing-In Ceremony for Systemwide Fire Chief James Williams. The ceremony took place in the Loudoun County Board Room, with remarks given by Chair At-Large Phyllis Randall and Senior Deputy County Administrator Erin McLellan. Clerk of the Circuit Court Gary Clemens was on hand to swear in Chief Williams as the newest Systemwide Fire Chief of the Loudoun County Combined Fire and Rescue System. Chief Williams began his service with Loudoun County in 2001 as a Firefighter recruit and has risen through the ranks as a Captain, Battalion Chief and Deputy Chief, serving as Assistant Chief of Operations since 2018. As Assistant Chief of Operations, Williams was primarily responsible for day-to-day management and administration of fire and rescue services as well as emergency medical services, training and special operations. Williams is a staunch advocate for first responder health, safety, and wellness; his advocacy and efforts led to the development of the System’s Center for Fitness, Wellness, and Support Services and the start of the System’s Behavioral Health Program. Fire Chief Williams and his wife Heather have two children, Luke and Emma. Congratulations to Systemwide Fire Chief Williams! 🎉 Loudoun County Government
