The annual public comments hearing of the Maryland State Commission on Criminal Sentencing Policy (MSCCSP or Commission) is scheduled for Tuesday, December 2, 2025, at 5:00 p.m. The MSCCSP invites public comment regarding criminal sentencing policy related issues. To accommodate all who wish to participate in the meeting, the Commission requests that each speaker limit his or her comments to five minutes. All who are interested in speaking at the meeting are asked to register and submit a written version of their testimony in advance but not later than November 26, 2025. Registration is necessary only for those who wish to speak at the public hearing. If participants cannot present testimony in-person, a videoconference option can be made available upon request. Learn more about Alicia Gibson: I currently serve as the Senior Supervisor of Court Operations, overseeing the daily functions of all court positions across civil, criminal/traffic, and courtroom operations, including managing facility maintenance and providing support to District Court in Snow Hill. Though one of the smallest court locations in the state, Ocean City becomes the second busiest court location during the summer months June through December, requiring coverage across all roles at any given time. This dynamic environment presents both challenges and rewards, fostering resilience and adaptability. My career in court operations has been deeply fulfilling, 17 years of service, offering numerous opportunities for professional growth and development. I am innovative, positive, and a critical thinker—qualities that help me lead effectively and adapt to shifting demands. I take pride in serving the public, collaborating with judicial partners, mentoring staff, and navigating the ever-evolving landscape of court administration. I am a Court Certified Professional, a current candidate for the Institute for Court Management (ICM) graduation in 2026, and nearing completion of my Associate of Arts in General Studies at Wor-Wic Community College with plans to transfer to Stevenson University to pursue a degree in Business Administration. I received recognition from Bobby Warnken for completing “Supervisor Core” 2023 training and a letter from Chief Judge Barbera for “Bright Ideas Campaign”, creating the envelope component in Odyssey. Outside of work, I serve as a board member of the Worcester County Historical Society and enjoy lifelong learning, practicing yoga, seafood, archeology and traveling.
