🚀 64% and Rising: States Enroll More Seniors & People with Disabilities in Medicaid Managed Care The shift to Comprehensive Managed Care (CMC) for Medicaid-enrolled seniors and people with disabilities is gaining momentum. Nationally, participation has climbed from 57% in 2019 to 64% in 2023, adding 1.6 million more enrollees—a testament to states' confidence in CMC to improve care coordination, quality, and budget predictability. What's driving this growth? ✅ Integrated Models: States are leveraging Dual Special Needs Plans (D-SNPs) to better serve dual eligibles, combining benefits across Medicare and Medicaid. ✅ Home and Community-Based Care: Expanding long-term services and supports (LTSS) in home-based settings. ✅ Targeted Programs: Specialized care for complex needs, like children with special health care needs. From state to state, enrollment varies widely—from 2% to nearly 100% in certain states. But the trend is clear: every state with a CMC program now enrolls some seniors and people with disabilities. Eight states have seen participation jump by at least 10 percentage points. Looking ahead, Indiana's new LTSS program and Ohio's statewide MyCare expansion in 2026 signal continued growth. Medicaid is the primary health insurer for children and youth in foster care (CYFC), who often experience a wide range of physical and behavioral health conditions. A new report commissioned by the Elevance Health Public Policy Institute, and conducted by KNG Health Consulting, LLC, examines Medicaid care delivery models for CYFC, comparing fee-for-service (FFS), general managed care, and specialized managed care organizations. Researchers found that managed care outperformed FFS across all quality measures, even while serving more complex populations. The study also showed that specialized managed care plans delivered the highest performance related to behavioral health needs. These findings demonstrate that Medicaid managed care delivers significantly better access and quality of care for CYFC with unique health challenges.
