About us
The Division of Employment and Independence for People with Disabilities (EIPD) helps North Carolinians with disabilities achieve their goals for employment and independence. EIPD provides services on programming for vocational rehabilitation, independent living, assistive technology and other resources that support those with disabilities. EIPD also works with businesses statewide to help employers recruit and retain talented candidates with disabilities. EIPD provides training and consultation on disability awareness, workplace accessibility and accommodations, as well as onboarding services that support a more disability-inclusive workforce. Led by Director Kathie B. Smith, with additional oversight by Assistant Secretary for Employment and Inclusion Chris Egan, the Division has over 70 offices located across the state. EIPD is a division of the North Carolina Department of Health and Human Services (NCDHHS).

Last Friday NCDHHS and the NC Council on Developmental Disabilities along with members of the community celebrated NDEAM at the governor's mansion in Raleigh with an official proclamation signing by the governor – in English and in Braille – proclaiming October as National Disability Employment Awareness Month in North Carolina. Last week we celebrated Direct Support Professionals Recognition Week in North Carolina to help show our appreciation for the great work they do for the individuals and communities of our state. But did you know there are efforts being made to help strengthen our DSP workforce? NCDHHS has partnered with the NC Community College System to offer an Advanced Training Certificate program for current DSPs and those interested in seeking a career in human services. The certificate program is part of NCDHHS’ commitment to address the critical shortage of DSPs who provide in-home care and community-based services for individuals with I/DD. As part of the Department’s Direct Support Professional Workforce Plan, $3 million in grants were awarded to more than 140 provider agencies and employers. These funds went to recruit, support, train and retain DSPs through hiring and retention bonuses, on-the-job training and childcare assistance. 👮♂️Day 21 of #100Stories100Days 👮♀️ From officer to professor, Thomas Duty III’s journey is a powerful reminder that resilience and education can transform even the greatest challenges into new opportunities. With support from the NC Division of Employment and Independence for People with Disabilities, he found a new path in higher education. He earned a master’s degree and graduate certificates in criminal justice education and public management. In May 2024, he graduated — and just three months later, he began teaching in the Criminal Justice & Criminology Department at East Carolina University. Full Story (Slide 2 Copy) A catastrophic boating accident left Thomas Duty III unable to walk and with limited use of his arms. The sudden change ended his career in law enforcement, but with the support of the Division of Employment and Independence for People with Disabilities (@nceipd), Thomas began to see new possibilities. Vocational rehabilitation services encouraged him to pursue education and channel his background in criminal justice into a new path. Before his accident, Thomas served as an officer with the Emerald Isle Police Department. Afterward, with determination and support, he earned his master’s degree along with graduate certificates in criminal justice education and in public management and leadership. In May 2024, Thomas graduated, and just three months later, he stepped into the classroom as an adjunct instructor. Today, he teaches in the Criminal Justice & Criminology Department at East Carolina University. His story proves that resilience and education can transform even the greatest challenges into new opportunities.
