Established in 1967, Penquis is a not-for-profit organization offering a variety of services to help individuals and families be safe, healthy, connected and financially secure. Efforts focus on increasing school readiness, health and well-being, safe housing, reliable transportation and financial stability.

Our CEO, Kara Hay, joined fellow leaders from NeighborWorks America in Washington, D.C. for a series of Hill visits and leadership events focused on strengthening federal partnerships that support housing development, economic opportunity, and thriving communities. In the first photo, Kara and Betsy Bieman, CEO of Coastal Enterprise, met with Congresswoman Chellie Pingree to highlight the critical impact of federal investments in Maine families. The second photo was taken during a NeighborWorks leadership reception, where Senator Susan Collins served as the keynote speaker and was introduced by Kara. Through these conversations and events, Kara joined fellow NeighborWorks leaders in emphasizing the power of collaboration to build resilient communities nationwide, especially through strategic investments in affordable housing. This winter brought some of the coldest temperatures in the past decade. So far this season, Penquis Home Energy Assistance Program (HEAP) has processed over 10,000 applications and helped 7,812 qualifying households across Penobscot, Piscataquis, and Knox counties stay warm. Penquis remains committed to the thousands of Maine households that rely on HEAP, a vital lifeline for older adults on fixed incomes, individuals with disabilities and low-income families with young children.

This Women’s History Month, we’re spotlighting the leaders transforming lives through affordable housing and community development. Dee Williams, director of MaineStream Finance, a subsidiary of Penquis CAP a NeighborWorks network organization, is one of them. With nearly 20 years in the finance industry, Dee is expanding access to homeownership for low- to moderate-income residents. Her latest initiative, the Manufactured Turnkey Loan, is helping Mainers secure affordable homes, complete with land, a well, septic system and more, for far below the state’s median price. Her leadership is creating real change.
