This initiative was acknowledged with an Award of Merit in the Resident and Client Services category — a testament to the care, coordination, and dedication behind this transformational project. 🏆 Leased Housing has earned recognition in the Administrative Innovation category for “A Strategic Path from 91% to 101% Voucher Utilization.” This outstanding accomplishment has led to increased access to housing for more residents. The Leased Housing department also received a 2025 Award of Merit for their efforts. The National Association of Housing and Redevelopment Officials (NAHRO) Community Innovation Awards honor standout achievements in housing and community development across the nation, and we’re honored to have both of these projects recognized at this level. About us
Since its inception in 1938, the Raleigh Housing Authority (RHA) has become one of the largest providers of affordable housing in Wake County. Currently, RHA owns and manages nearly 2,000 affordable housing units and administers more than 4,000 Housing Choice (Section 8) Vouchers. The occupancy rate for public housing averages 99% and the voucher program is 100% utilized, as of March 2025. There is a waiting list for both programs. RHA has a nine-member Board of Commissioners that provides oversight for the Authority. Under HUD’s report card called the Public Housing Assessment System, RHA has been consistently rated as a “High Performer.” The mission of the Raleigh Housing Authority is to provide safe, quality, affordable housing to low and moderate income families in the greater Raleigh community, and to promote personal responsibility and self-sufficiency of residents while maintaining the fiscal integrity of the agency.

It was an honor to be a part of this dynamic event. The NC Affordable Housing Conference brought together 1,500+ attendees and sponsors to celebrate our successes and find ways to tackle the obstacles. Together, we can achieve so much!
This week, our team had the privilege of attending the NC Affordable Housing Conference in Raleigh, hosted by our client, NCHFA , alongside the North Carolina Housing Coalition and Centrant Community Capital With a record-breaking 1,400+ attendees, the conference showcased the urgency and the momentum behind affordable housing in North Carolina. From sessions on rural development, fair housing, and community land trusts, to heartfelt recognition of the resilience shown after Hurricane Helene, it was a powerful reminder of how much this work matters. One message was clear: collaboration is key. Partnerships across nonprofits, government agencies, and private organizations are how real progress happens. As one keynote speaker put it: “We are building for growth. We are building for the next generations.” This sentiment was echoed throughout the event and reminded us that housing work is not just about structures, it’s about people. Our communities all deserve safe, affordable homes where they can thrive. RHA is excited to share that Heritage Park is one of only 30 developments across N.C. to receive a competitive 9% Low-Income Housing Tax Credit (LIHTC) award from the North Carolina Housing Finance Agency (NCHFA)! 🏡 Heritage Park – Phase 1B will offer 51 affordable senior apartment homes in the downtown Raleigh area. This award will provide $1.3 million in housing credits each year for 10 years, plus $500,000 in gap financing through their Workforce Housing Loan Program (WHLP) funding. This funding is one of many pieces needed to create safe, affordable, accessible housing for our recently relocated residents and for up to 1,000 other families seeking housing. Heritage Park will also help to fill the gaps in housing needs for working families and seniors in the Wake County area. The Heritage Park redevelopment project is in partnership with Brinshore Development, LLC, Raleigh Raised Development, Torti Gallas + Partners, Moseley Architects, Kimley-Horn, BLWall Consulting, the City of Raleigh Municipal Government, Wake County and many more. #affordablehousing #workforcehousing Terrell Midgett
