Navigating AI Policy with Stateside: Maryland just moved from small-scale pilots to system-level AI modernization. Governor Wes Moore has launched a landmark partnership with Anthropic and Percepta to embed AI directly into the state’s core operations, from benefits access to permitting and housing development. This reflects a growing comfort with AI at the executive level: a governor looking at how AI can increase efficiency without eliminating jobs, helping more people with the state’s existing resources. Here’s why it’s significant: • From test case to service infrastructure. Maryland’s Claude Sonnet chatbot already helped more than 600,000 residents access $72.5M in SUN Bucks food benefits — the largest summer anti-hunger investment in state history. • Now the state is scaling. Anthropic will provide Claude across agencies, including a new Claude-powered virtual assistant to help residents apply for benefits, track applications, update information, and discover additional programs they may qualify for. • AI for permitting + housing. Percepta’s Mosaic platform and embedded engineering teams will work inside agencies to improve permitting and licensing timelines and support housing development. • Not a one-off effort. Multiple agencies, multiple use cases, a coordinated model of responsible deployment that other states will be watching closely. 🔹 Navigating Health Care Policy With Stateside Associates🔹 Every month, our team of analysts dives deep into emerging state-level trends shaping the health care landscape. Damian Walsh, one of the key contributors to our Prescription Drug Affordability Board (PDAB) Report, has been closely following how affordability continues to drive policy conversations across the country. Here’s his latest insight: Affordability was the key concept underscoring the 2025 off-year elections. Many analysts are suggesting it was the decisive factor in key races. Cost of living is a theme that has been developing over the past several years with legislators and regulators exploring options affecting a range of everyday expenses from grocery prices, to rent and especially prescription drugs. In the world of health care policy, drug pricing is a contentious and highly fluid issue. Politicians and state agencies are eager to explore novel policy tools to increase affordability for consumers. In October, the Colorado Prescription Drug Affordability Board (PDAB) adopted a first-in-the-nation regulation to cap the price of the prescription drug Enbrel (Etanercept). It’s unclear how this regulation will impact consumers or the prescription drug supply chain, but at Stateside we’re closely monitoring drug affordability policy across all 50 states. Our PDAB Report tracks these developments in real time, helping clients anticipate policy shifts before they happen.
