The Surplus Line Association of California serves as the statutory surplus line advisory organization to the California Department of Insurance (CDI) and facilitates the state’s capacity to monitor and direct surplus line brokers’ placements of insurance with eligible surplus line insurers. Working with its members and the CDI, the Association assists its members’ compliance with California laws and regulations; helps maintain a healthy, fair, and competitive surplus line marketplace in California; and strives to protect the interests of California insurance consumers.

California has become the world’s largest regulated surplus lines market, with premiums surpassing $20 billion in 2024. This growth represents a systemic change in how coverage is maintained in catastrophe-exposed states. As admitted carriers face mounting pressures—catastrophic risk, regulatory constraints on rates, inflation-driven rebuilding costs and emerging exposures like autonomous vehicles and trucking litigation—many have scaled back. Surplus lines insurers, with the flexibility to address risks individually and adapt quickly to emerging exposures, have stepped in to safeguard access to coverage for businesses and homeowners. What was once viewed as a temporary relief valve during hard market cycles has become an integral part of California’s coverage market. As I shared in this month’s edition of AM Best's Best’s Review: “Without surplus lines in California, businesses and homeowners would face higher costs, delays—or no coverage at all.” This reality underscores the critical role surplus lines play in protecting Californians and responding to the growing challenges we face today.
