We continued day two of the #2025TEAWestSummit with a forward-looking conversation on one of the hottest topics facing the West today - the seams that come with the creation of multiple new markets. At our California Happy Hour session, TEA’s Jaclyn Harr, Account Director, and Christopher Weber, Portfolio Manager, walked the audience through how California’s energy markets are getting a makeover, one hour at a time. From the recent shift to “Slice-of-Day” resource adequacy (RA) to the planned move toward hourly greenhouse gas (GHG) accounting and potential of hourly renewable energy credit (REC) tracking on the horizon, the state is doubling down on granularity (and acronyms!). They explained the drivers of the coming regulatory changes, and how these issues fit into the on-going discussions of the CPUC's Reliable and Clean Power Procurement Program. These changes may feel uniquely Californian for now, but they offer a glimpse into where Western market design could be headed. What do you think this will mean for market participants? From navigating regulatory frameworks and evaluating energy infrastructure to building long-term community and economic development partnerships, the conversation shed light on the complexity behind these high-impact decisions. With load growth from data centers at the forefront of every utility planning conversation, this session helped our clients understand the complex factors that drive growth—and how we as an industry can prepare. In a time when the stakes have never been higher, Rick Desimone of Desimone Consulting Group delivered a thought-provoking session yesterday on the political headwinds facing community-owned utilities in the clean energy transition. As Rick explained, these utilities are now caught between misaligned federal and state mandates, conflicting incentives, and evolving policy priorities. The result? A growing challenge to reliably and affordably serve customers while pursuing ambitious decarbonization goals. Rick offered a candid look at the current policy landscape and shared valuable insights on what utilities should watch for as the regulatory environment continues to shift and how to take advantage of the opportunity to solve these new problems. A timely and important discussion for anyone navigating energy, policy, and public power.
