This past September marked the completion of construction for an exciting project the TOR team supported in service of APS Generation. This site serves as a 500kV interconnection point for a new Solar Generation plant in Southern Arizona. This was a great experience that allowed us to further demonstrate our commitment to our clients and to help do our part to proudly power the future.

About us
TOR Engineering was founded by the late Thomas O. Radnoti (TOR) in 1985, with headquarters in Phoenix, Arizona. Tom instilled a great sense of pride and professionalism in our engineering services and these qualities continue in our firm to this day. Our primary area of expertise is electrical engineering. Since the beginning, we have focused on serving the utility related electrical community. We specialize in substation, transmission, and distribution design. Our substation design experience ranges from additions to rebuilds to complete new stations. These stations are at all voltage levels, up to 500kV. Our transmission line design expertise includes all voltage levels. We also have an extensive distribution design background, both overhead and underground. These projects include underground conversions of existing overhead lines, relocations, upgrades, new lines, equipment, services, and street lighting. TOR Engineering has also performed short circuit, powerflow, coordination, and capacitor application studies for our clients. More recently we have included the additional services of commercial, institutional, and residential electrical and structural design to our team.

Earlier this month, the TOR Engineering team was fortunate enough to participate in the inaugural ceremonies for the Valley Metro Rail South Central Extension. The grand opening of the new 5.5 miles of the Valley Metro Light Rail extension is from the Downtown Hub (CityScape) to Baseline/Central Ave Park-and-Ride. This represents the culmination of years of interdisciplinary work for multiple clients from our Distribution Engineering & Design teams. TOR contributed to the design of the project through overhead removals, underground conversions, streetlight and new service installs, and coordinated with several companies including Valley Metro Rail, City of Phoenix, Arizona Public Service, Salt River Project, Southwest Gas, Cox Communications, and CenturyLink. Beginning with the Partner Reception on June 5, stakeholders and contributors throughout the lifecycle of the design process were invited to break bread and kick off the festivities followed by music, speeches, and a tour of the new site. On June 7, 2025, more than 5,000 community members, along with federal, state and local officials, gathered to celebrate the opening of the South Central Extension/Downtown Hub light rail expansion in Phoenix. The extension represents a historic milestone for Valley Metro Rail marking the system’s evolution to a 35-mile two-line rail system. The extension will add more than 8,000 daily riders to the light rail system, which currently serves an average of 32,000 boardings per day.
