Early Warning Systems that focus on single hazards often fail to capture the full range of risks communities face, leading to fragmented and inefficient response efforts. The Zurich Climate Resilience Alliance is working with communities around the world to close these gaps through the development of multi-hazard approaches.

The Zurich Climate Resilience Alliance is a collaboration between humanitarian, NGO, research and private sector partners, working to build resilience to climate hazards in rural and urban contexts. Formerly the Zurich Flood Resilience Alliance, we have over a decade of experience in generating evidence of communities’ current levels of climate resilience and identifying appropriate solutions. Through long-term community programmes, new research and stakeholder influencing, we strive to deliver systemic change at scale and realize our vision of a world in which communities are more resilient to climate hazards, and able to thrive. The Alliance is powered by the Z Zurich Foundation.

Communities around the world are suffering devasting - sometimes even fatal - consequences from climate disasters, that's why reducing risk is a key part of our work. Previously in Kenya, disaster-related budget allocations were not specific and could be drawn to respond to any form of disaster, meaning that there was often little, or no money left over following flood disasters. Through community advocacy work in Tana River County, Concern Worldwide influenced the Tana River County government to increase its budget allocation for Disaster Risk Reduction from 2% to 10%. During the 2023 floods in Tana River County, these allocated funds supported better preparedness, response and community recovery. Pictured is Fatuma Wario, with a newly constructed bridge in Handaraku village in Kenya. She said was born and raised in Handaraku. This bridge has been welcomed as a symbol of progress and safety as the old one was makeshift and there were dangers of falling into crocodile-infested waters or farms being flooded previously. In Gia Lai (formerly Binh Dinh) province, Vietnam, many communities receive flood early warnings but don’t always know what actions to take or how to evacuate. In one ward, we partnered with local and provincial authorities to co-develop evacuation maps and response plans with the community. Using a combination of a budget study to illustrate the lack of spending on resilience, effective messaging around Disaster Risk Reduction investment, and community resilience data to highlight community needs, Mercy Corps and UNDP influenced the adoption and disbursement of a 5% budget provision for resilience activities in Sudurpaschim province, Nepal. Following a review of the 2020 floods caused by Cyclone Amphan, Practical Action in Bangladesh identified significant gaps in the capacity of Union Parishads to manage disaster risk, with a key drive being the lack of local-level financing for Disaster Risk Reduction (DRR). In collaboration with Concern Worldwide, Practical Action combined evidence from this review and other local-level work that showed the effects of limited financial resources, and then developed targeted written materials and workshops on improving local allocations for DRR. As a result of these combined efforts, the government welcomed the idea of establishing special budgets for char areas, and allocated money from a national programme to Union Parishads for DRR for the first time.
