- Human resources touches your most important asset your people. The human resources function of the value chain is typically responsible for recruiting, hiring, promotion, appraisals, firing, training, payroll, and personnel actions. That's a lot to cover. Typical efficiency and effectiveness measures include things like recruiting costs and yields. These tell you how much you're spending per candidate and per hire. Your yields measure the percentage of candidates who ultimately become employees. These metrics let you know if you're getting a good return on your investment in recruiting. HR manages the performance appraisal process. Measure if appraisals are being completed on time and to standard.
