Government proposal for national legislation complementing the EU Data Act in Finland (HE 128/2025 vp) published today. Enforcement under the draft Act on the Supervision of Data Governance and Sharing: – Traficom would serve as the national data coordinator (single contact point) and as the main enforcement authority for the Data Act – including dawn raid inspection rights! – Additional competences would also be assigned to the Finnish Competition and Consumer Authority and the Consumer Ombudsman. The Data Protection Ombudsman would be responsible for overseeing the application of the Act in matters concerning the protection of personal data. – Traficom could impose administrative fines for most breaches of the Data Act, while for B2C pre-contract information obligations under arts 3(2)–(3) the Consumer Ombudsman would apply to the Market Court for a fine. Fine levels: general cap up to 2% of the preceding financial year’s turnover (or, for natural persons, a maximum of €2,000); core obligations (eg key user access and sharing duties, certain user/gatekeeper/third-party prohibitions) up to 4% (natural persons max €4,000). No double jeopardy (no fine if the same act is already subject to criminal proceedings or has been finally adjudicated) and a 5-year limitation period (from the act, or for continuous infringements, from when it ended) apply. Liability for fines may transfer in the event of a business transfer. The legislative package is scheduled to enter into force on 1 January 2026. #krogerusfinland

Ireland Moves Forward with Mandatory E-Invoicing and Real-Time Reporting Big news from Ireland’s Revenue – mandatory e-invoicing will be introduced in three phases, targeting different taxpayer groups at each stage: - Large corporates must adopt e-invoicing and real-time reporting for domestic B2B transactions by November 2028; - All VAT-registered businesses involved in intra-EU trade by November 2029; - Full ViDA compliance will be required by July 2030 for all cross-border EU B2B transactions. Additionally, it is noted that all businesses must be able to receive supplier e-invoices from November 2028. in the cybernetic orgnisation, root of authority must remain human. I've thought about this a little more and i think we need mandate, authority and limits delegation for the general problem of working in agentic models not only payments, but for any human/agent hybrid team model where authority is delegated _and may be further delegated_ between agents. just as it is in the human organisation domain, the line of authority and accountability must remain clear. this way, any actions taken are taken with clear (and provable) root of authority.
oke this was indeed an necessary and somewhat expected evolution of the agentic auth/z and (now) mandate protocol. good to see solid actionable progress in standards
