The updated Statutory Guidance for Anti-Social Behaviour was released last week. Its focus is to deliver a more victim-centred framework for tackling anti-social behaviour (ASB). Key updates include: ✔️Victims must be invited to participate in ASB case reviews. ✔️ Independent chairs are recommended for ASB case reviews. ✔️ Expanded restorative justice options. ✔️ Clearer guidance for assessing exploitation and abuse in ASB cases and safeguarding referrals being encouraged. ✔️ Stronger emphasis on early action through informal interventions. ✔️ Updated guidance on enforcement powers with a victim-first approach. ✔️ Referrals for victim support are mandatory when the incident meets the criminal threshold. ‘What’s the point of the NRM?’ Common question, 4 go to answers: 🔍IDENTIFY: identifying child victims of modern slavery/exploitation. We need to see children as children and identify the harm and abuse they are victim of. This informs our approach to effective intervention/support. 🔑 SAFEGUARDING: The NRM referral will trigger a safeguarding response. Meaning the NRM sits alongside a safeguarding response and should NEVER be in silo. ⛔️DISRUPTION: At the point of NRM referral being received by relevant police force a crime of modern slavery with the child listed as the victim is recorded and SHOULD be investigated. ‼️SAFEGUARDING/DISRUPTION VS CRIMINAL JUSTICE: Support in the court arena under the section 45 modern slavery act defence. This is a critical stage that we need to get right as a different response equals different trajectories for children. 🧩 In short the NRM in isolation won’t mitigate risk, thats also the job of the systems that should kick in after a referral is made, put them together and that’s the point of the NRM. #NRM #ModernSlavery #ChildExploitation

Safeguarding Adults Means Confronting Domestic & Economic Abuse At the recent Adult Safeguarding Conference 2025, Nicki Clarke, Head of Housing & Criminal Justice at Standing Together Against Domestic Abuse, delivered a vital presentation that every professional in our sector needs to hear. The stark reality she shared frames our collective challenge: 🔸 An estimated 2.3 million people experience domestic abuse each year. 🔸 Disabled women are twice as likely to experience abuse. 🔸 Economic abuse affects 95% of domestic abuse survivors. Nicki, who brings both professional expertise and a survivor’s perspective, stated: “For me it is essential that DA is understood and considered by all staff working with safeguarding responsibilities as it is such a common form of abuse.” Her powerful message emphasised that early intervention is a matter of life and death. With a woman killed every 3 days as a result of domestic abuse, and another taking her own life every 4 days, Nicki challenged us: "What better reason do we need to identify abuse early?" New revisions to the ASB, Crime and Policing Act 2014 statutory guidance were published late last week. The Home Office has confirmed that key updates include: ⭐ Enhanced recommendations for victim participation and support throughout the ASB Case Review process. ⭐ Clearer guidance on the role of a single point of contact for victims. ⭐ Stronger emphasis on the use of independent chairs for case reviews. ⭐ Alignment with the Victims Code to ensure victims of criminal ASB are referred to support services, regardless of whether criminal charges are pursued. ⭐ Additional guidance on the interface between ASB and safeguarding, including domestic abuse and exploitation. 🚨 Police overhaul approach to domestic abuse victims 🚨 Domestic abuse makes up 20% of calls to Avon and Somerset Police, but a lack of joined-up thinking has meant too many opportunities to intervene were missed. After inviting academics to conduct an in-depth review as part of Project Bright Light, the force is now overhauling its approach. Det Supt Kristina Windsor, the domestic abuse lead, explained: 🟣 Survivors often endure two years of abuse before calling police. 🟣 Many don’t recognise coercive control as abuse because perpetrators convince them it’s “normal” or that they are the problem. 🟣 Officers need to adopt a “whole story approach,” recognising long-term patterns rather than isolated incidents. The article also shares survivors’ experiences: 🟣 “Jane,” who was abused and manipulated by Kieron Goodwin, later convicted of murder, described how abusers warp reality so victims can’t see the patterns. 🟣 “Emma,” whose ex-partner Joshua Kelly controlled seven women, said repeated bail decisions delayed justice and left her feeling the abuse was her fault. Both stories highlight the devastating psychological impact of coercive control - and the urgent need for early, consistent intervention. The Alliance for Youth Justice has released a powerful new report on child criminal exploitation (CCE) and the overlooked risks young adults face once they turn 18. While awareness of CCE in children has grown in recent years, this briefing highlights a critical gap: when children become adults, many continue to be exploited but are increasingly treated as perpetrators rather than victims. For practitioners, this report is a vital reminder of the need to see exploitation as a continuum, not something that ends at 18. It challenges us to rethink how systems identify, support, and safeguard young adults, and to consider how biases around race, gender, neurodivergence, and care experience influence whether someone is treated as a victim or a criminal. 📢 We’re proud to launch our new briefing: From exploited to exploiter? Preventing the unjust criminalisation of victims of child criminal exploitation in the transition to adulthood. This briefing, funded by Barrowcadbury, examines what happens as exploited children turn 18, exploring how responses across safeguarding and criminal justice fail to keep pace with ongoing risk and harm. It sets out principles and practical steps to ensure protection continues into young adulthood and to prevent the unjust criminalisation of victims. While awareness of CCE has grown, responses for children remain inconsistent and are too often led by criminal justice rather than safeguarding agencies. At 18, those weaknesses are magnified. Support frequently falls away, thresholds for help rise, and young adults become more likely to be treated as perpetrators than recognised as victims. As parliament considers the Crime and Policing Bill’s new offence of child criminal exploitation (CCE), there is a critical opportunity to improve the response for victims – but a growing risk that exploited young adults will be prosecuted as perpetrators.
