🔌 The Iberian Blackout: A European Lesson in Grid Resilience The April 2025 blackout left millions in Spain and Portugal without power for nearly 16 hours. Beyond the immediate disruption, it raised deeper questions about the resilience, interconnection, and governance of Europe’s electricity system. In our new position paper 'Keeping the Lights On: Why the Iberian Blackout Demands Urgent Grid Modernisation', released ahead of tomorrow’s ENTSO-E report, we highlight three critical gaps: 1️⃣ Insufficient resilience in grid planning and operation 2️⃣ Limited interconnections, leaving the Iberian Peninsula isolated 3️⃣ Weak consumer protection, with citizens bearing the costs of opacity and delay Europe already has frameworks like TEN-E, the Action Plan for Grids, and the upcoming European Grids Package. This will include: • Rapid electrification, using all net-zero and low-carbon solutions • Massive investments in grids, storage and cross-border interconnections • Leveraging the new Energy Union Task Force to coordinate action • Addressing the negative impact of persistently high energy prices on industry, households and Europe’s strategic autonomy • An explicit call on the European Commission to accelerate proposals to lower energy prices and support sustainable energy production This political direction is highly relevant for regulators, TSOs/DSOs, national governments, and the private sector. The message is unambiguous: energy policy is no longer just climate policy – it is industrial, social and strategic policy. As we approach 2030, the success of the Energy Union will depend on: ✔️ Harmonised and predictable market rules ✔️ Grid digitalisation and resilience ✔️ Faster permitting and investment frameworks ✔️ Protecting vulnerable consumers while ensuring market efficiency ✔️ Cross-border solidarity and coordinated planning The coming months will show whether the Commission’s forthcoming proposals can deliver the structural solutions Europe needs: lower energy prices, stable regulatory conditions and accelerated deployment of clean technologies. Last week, I was delighted to engage constructively with local authorities during the European Week of Regions and Cities lunch session: 👉 "Europe’s energy future is electric - but is our grid ready?" organised by Sharon Dijksma, Mayor of Utrecht. A big thank you to the other distinguished speakers Finn van Leeuwen; Nazim Khiari; Laia Guitart; Claire Roumet; and Erlijn Mulder for such insightful contributions. It was a pleasure to exchange views on grid congestion, particularly in relation to housing and sustainability, and to explore practical, scalable local solutions that can address these challenges at EU level in the context of increased electrification. 1. Improving the energy performance of buildings remains one of the most effective ways to save energy, lower bills, and reduce grid investment needs. 2. A coalition of 13 business associations and NGOs has launched the Flexible Demand Accelerator Pledge to: ✔ Activate flexibility from electrified buildings, transport and industry ✔ Urge National Tripartite Dialogues in every Member State ✔ Ensure EU legal provisions on flexibility are implemented harmoniously As Michael Villa, smartEn’s Executive Director, put it: “The needed increase in electrification rate must be accompanied by a parallel activation of flexible demand from electrified consumers. It is fundamental to ensure the cost-effective competitive advantage of the clean energy transition.” The choice is clear: unlock flexible demand or face higher costs, stranded renewables, and greater fossil fuel reliance. The European Commission has launched its public consultation #CO2 markets and infrastructure framework. This builds from the Industrial Carbon Management (#ICM) Strategy paper, which recognised the role of #CCUS to achieve net zero, and highlighted the need for a legislative initiative to ensure the development of competitive markets and transportation infrastructure for CO2. The consultation covers the following topics: 🤝 Providing regulatory certainty and investor confidence 🚧 Removing barriers to the cross-border transportation of CO2 ⚖️ Supporting the emergence of a competitive and cost-effective CO2 value chain ⚠️ De-risking the development of CCS The consultation raises very relevant and interesting questions in terms of the market organisation and support needed, two aspects that we are used to thinking about at Frontier: ▶️ For example, what type of risks does the value chain face (especially the transport/storage links) and which type of measures are appropriate to mitigate those? ▶️ Does the transport/storage links present natural monopoly characteristics or high barriers to entry which could hinder competition? Do they need to be regulated? If so, when and how? The answers to this consultation will be used for the impact assessment which will form the basis of the proposals expected in Q3 2026. It is therefore important that market actors' views are heard. These questions are not dissimilar to the ones raised when the regulatory framework for hydrogen infrastructure was designed, and the CO2 and H2 markets show some similarities. Frontier Economics supported the European Commission in drafting the impact assessment for the hydrogen regulatory framework. We also already support actors in the CCUS market to think about those issues, in the EU but also in the UK where the business models and regulatory arrangements for CCUS infrastructure are well underway!
