What You Need to Know: ✅ Inbound data via EDI & eManifest is being received and processed ✅ Outbound messages (acknowledgements, reject messages, RNS, notices) may be delayed ✅ eManifest portal may show trade data stuck in “Updating” status ✅ CERS and CARM Client Portals are experiencing intermittent access issues ✅ CERS users may see the error: “Your document cannot be accepted at the moment…” ✅#PeaceBridge crossing into Canada should be avoided by commercial carriers due to capacity issues in Western NY. ⚠️ Impact on Regulated Goods Shipments requiring CFIA & other agency clearance face longer delays. Perishable & urgent shipments are being prioritized where possible. 📌 Recommended Action Importers should hold non-essential cargo until systems stabilize to avoid significant congestion. Following message just received from CBSA: UPDATE 19 - Delays in Processing EDI and eManifest Portal Messages Clients Affected All clients and service providers who transmit trade data using EDI and eManifest portal. Description UPDATE 19: *** We have identified the root cause of the issue; it has not yet been fully resolved. However, we continue to experience significant delays in processing all inbound and outbound messages. There is no ETR identified yet, but due to the volume of messages to be processed WE EXPECT THE DELAYS ARE LIKELY TO CONTINUE THROUGH THE WEEKEND. *** Further, the Buffalo and Fort Erie Public Bridge Authority is advising Canada-bound commercial carriers to avoid the Peace Bridge crossing "until further notice".

⚠️ CBSA Notice: Potential Clearance Delays We want to inform our network and clients in cross-border trade about ongoing CBSA system issues that may affect clearance timelines. Our customs team reports that CBSA is currently limiting acceptance of paper entries to special individual cases only. For many shipments, CBSA won’t proceed unless the corresponding arrival messages (from railway or warehouse) have been received and delays in those upstream systems are creating bottlenecks. In practice, this means that many shipments must now wait for EDI / electronic message processing to clear, which is causing further delays. 📌 What you should know: • CBSA is currently limiting acceptance of paper entries to special individual cases only. • Shipments may face delays if arrival messages from railways or warehouses are missing. • Outbound EDI / eManifest processing (acknowledgments, rejects, notices) is experiencing delays, even though inbound data is being accepted. • During outages, CBSA will accept paper documentation under contingency rules, without monetary penalties but this is not a universal fallback. ✅ What we’re doing • Monitoring CBSA system status in real time. • Submitting documentation at the earliest possible windows. • Working closely with carriers, warehouses, and clients to reduce bottlenecks. 📌 What you can do: • Prepare all supporting paperwork in advance. • Keep close tracking of arrival messages. • Avoid duplicate submissions to prevent further slowdowns. • Contact your customs team for live shipment status updates. Export Data Processing & Monitoring System / Import Data Processing & Monitoring System Reconciliation of Export / Import Entries - Review of Guidelines. RBI has eased Compliance for small value Export Import Bills (equivalant to ₹ 10 Lacs). Instead of exhaustive documentation, AD Category - I Banks can now close entries in EDPMS / IDPMS based on simple declaration obtained from customers, in bulk too. These guidelines are to facilitate timely closure of entries & to reduce Compliance burden on small exporters & importers. Additionally, without imposing penalties, they have to ensure fair charges.

Mandatory registration of Exporters & Importers on RBI IEDPMS Portal* As per recent information from FED RBI Office, a new process has been introduced for mandatory registration of exporters/importers on the IEDPMS portal to access all pending shipping bills/BOEs/ERM/ORM across AD Banks. Key Action Required: Exporters/Importers must register themselves on the portal using specific credentials. Without this registration, they will not be able to access the portal. Please refer to the following step-by-step registration process to guide customers accordingly: Registration Process 1. Visit the RBI IEDPMS Portal: https://edpms.rbi.org.in 2. Click on Customer Registration (right-hand side of the login screen). 3. Fill in the required details in the form: Field What to Enter IE Code Importer/Exporter Code (IEC) IE Name Name of the firm (as per DGFT records) IE PAN PAN associated with IEC IE GSTIN GST Identification Number IE Phone Valid mobile number IE Email Active email ID for communication/login Registered IE Address Business address linked with IEC Captcha Enter characters as shown on screen 4. Click Submit to complete registration. 5. Post-validation, credentials will be shared with the exporter/importer via email. Important Points to Note: • Exporters/Importers must have their email ID and mobile number registered with Bank prior to portal registration. • Only latest registered email ID and mobile number last updated in IEDPMS portal will be accepted by the portal. 🚨 GSTN Clarifies – No Change in ITC Auto-Population under IMS (Effective Oct 2025) GSTN has issued an important clarification regarding the Invoice Management System (IMS) implementation: ✅ No Change in Auto-Population: ITC will continue to auto-populate from GSTR-2B to GSTR-3B as before — no manual intervention or new process introduced. 🗓️ GSTR-2B Generation: Still generated automatically on the 14th of every month. 💡Did you know? 💡CBP has updated the #ACE Secure Data Portal to support electronic refunds via #ACH — a major step toward payment modernization under Executive Order 14247. Key highlights: ✅ Trade Account Owners (TAOs) can now add U.S. bank details directly in the ACE Portal under the new ACH Refund Authorization tab. ✅ This replaces the old manual ACH Refund Enrollment form for importers receiving refunds from CBP. ✅ Each bank account must be added for every 5106 EIN + Suffix level individually. ✅ December 2025: New user permissions will allow others (besides TAOs) to manage ACH information. ✅ For now, refunds will still be issued by check — this update simply prepares the trade for electronic refunds ahead. 📅 This enhancement simplifies refund management and supports future automation.
