India’s National Electricity Plan (NEP) 2025 represents the most ambitious attempt yet to chart the country’s power sector through a decade of deep transition. It sets bold targets; 68% non-fossil capacity by 2032, 51 GW of storage, and massive grid expansion and seeks to reconcile energy security, decarbonization, and affordability within a single framework. But beneath the strength of its vision lies a structural challenge: our planning processes remain fragmented. Generation, transmission, and storage planning still advance on parallel tracks; demand forecasting continues to overestimate actual trends; and data systems across CEA, POSOCO, MNRE, and the states remain disconnected. The result is a widening gap between policy ambition and operational readiness. The NEP 2025 acknowledges this implicitly; yet its implementation pathway assumes levels of institutional coordination, data integration, and project execution that India has not yet achieved. Transmission commissioning continues to lag generation by 12–18 months; storage frameworks are still evolving; and flexible capacity remains under planned despite rapid renewable addition. The question, therefore, is not whether the targets are desirable, but whether our current planning architecture can realistically deliver them. India needs a unified and adaptive capacity planning framework, one that integrates probabilistic forecasting, synchronized infrastructure development, and continuous operational feedback. This report, “Framework for Integrated Electricity Capacity Planning in India: A Critical Review of NEP 2025,” examines exactly that question, how to translate NEP 2025’s vision into a credible, actionable planning framework. Electricity Demand and GDP Growth: Changing Correlation in India Over the past decade, India’s electricity demand has grown almost in step with GDP, but with elasticity below unity (≈ 0.87). This means that a 1% rise in GDP leads to only about a 0.87% increase in electricity generation, signaling a steady decoupling of economic growth from energy intensity. This elasticity has fallen from ~1.5 in the 1980s to below 1 today, driven by efficiency gains, digitization, and the structural shift toward a service-led economy. While GDP remains the dominant driver (correlation ≈ 0.82, R² ≈ 0.98), electricity growth now reflects technology, policy, and grid flexibility as much as output expansion. Globally, developed economies exhibit even lower elasticities (0.2–0.6), while emerging nations, such as China, still show near-unitary relationships. India’s trajectory thus mirrors a transition toward a more energy-efficient, decarbonized, and service-oriented economy — but also challenges traditional demand forecasting and investment planning models.
