Last year, PEO ships delivered 7 ships across 6 different ship classes - the most in the history of the command. So how can the Navy capitalize on this momentum to build a Fleet with the size and capability to project strength, deter adversaries, and advance US strategic interests around the world? That was a key topic of discussion at last spring's "Creating Synergy for Informed Change: Transitioning Technology to the Warfighter," the NPS 22nd Annual Acquisition Research Symposium and Innovation Summit. Chaired by RADM Thomas J. Anderson, the panel featured: ✴️ Henry Carroll of the Center for Strategic and International Studies (CSIS), who evaluated four possible pathways for US shipbuilding to expand its output and strengthen the industrial base via cooperation with allies and partners. ✴️ Sean Merrill of the Government Accountability Office, who investigated four leading commercial ship design practices that enable the delivery of new shipbuilds with timely and predictable outcomes. ✴️ Robert Mortlock, Chair of Acquisition at NPS, who offered a case study on how the Marine Corps' landing ship medium (LSM) program might best leverage a modified, commercial, off-the-shelf design approach to reduce risk, prioritize schedule, and meet as many of the unique USMC requirements as possible. Made Chief or know a fellow Sailor who did? Here’s what you need to know about the the Senior Enlisted Marketplace. Starting in FY26, E6 Sailors selected for E7 will be matched to billets through SEM, ensuring the right leaders are placed in the right roles at the right time. Frocking will occur around September 15 each year, with Sailors able to advance through two SEM paths: Advance to Position or Advancement Request Alignment. Chiefs will also have the option to enter the MNA window early or wait for their established PRD, with a requirement to select orders within 24 months. This process keeps our US Navy talent strategy aligned with Fleet needs, while reinforcing accountability and mission readiness. Note: SEM does not apply to certain ratings, including SEAL, Submarine, SELRES, TAR, and more. Presenters will discuss the development of new topcoats for naval ships and submarines as well as coating removal approaches from military components during repair and maintenance to enhance operational readiness. · Mr. James Tagert with the U.S. Naval Research Laboratory will present novel polysiloxane topcoats on the exterior surface of U.S. Navy ships and submarines that have formulations based on non-hazardous raw materials while maintaining excellent performance. · Mr.Greg Liscombe with the United States Air Force and Dr. Paul Jarosz with IBC MATERIALS & TECHNOLOGIES, LLC will highlight an alternative aqueous based ultrasonically activated de-paint (UADP) process to remove topcoat and primer without damaging underlying anodize coatings. These promising approaches support DoD modernization goals for munitions and provide cost-effective, adaptable pathways to minimize operational risk and enhance readiness.
