If we purchase a block of steel in Canada and machine 50% of the block away, will we pay 50% of the final machined weight? Good question. And that would be correct. You're only paying for the actual value of what was input into the tool that is now being shipped to the US. And if that that block of steel cost you $1000, but you only put half of that into the product that's being shipped to the US, you're only going to pay that 50% on the $500 value of what you actually put in.
