According to the report, VPP capacity has grown 13.7 per cent in 2025, a much smaller rate than the 33 per cent increase in the number of new programmes and companies that have deployed the technology. Ben said the reason for the slower than expected growth was utilities often create VPP pilot programmes that tend to be limited to a certain number of participants. This CMU/NC State demand map reveals which regions are in for the biggest infrastructure challenges. Data centers aren't spreading out evenly. By 2030, Texas and PJM will handle most of the new load. The national implications are serious: • 275M additional tons of CO₂ • 25+ GW of coal plants staying online instead of retiring • Electricity costs rising 8% nationally (25%+ in the hardest-hit regions) These consequences stem from how utilities are forced to respond to concentrated demand. Utilities must manage large-scale facilities on compressed timelines in specific areas, which is why new House legislation gives FERC authority to fast-track dispatchable generation in interconnection queues. For protection engineers, these fast-tracked, large-scale facilities create specific technical challenges around implementing reliable systems within accelerated development schedules.
