Digital Sovereignty: The Tech Industry’s New Imperative

The phrase ‘Digital Sovereignty’ seems to be everywhere these days.

But it’s not just a buzzword. It represents a fundamental shift in how countries and organizations approach their digital infrastructure. And in today’s geopolitically charged world, digital sovereignty has emerged as a defining priority across the board - for governments, enterprises, and technology companies.

There is a sudden "gold rush" to build and own sovereign AI infrastructure (aka Gigafactories, AI Factories, Supercomputer). The US led the way with announcing Stargate (USD 5B investment by OpenAI, Softbank, and Oracle), followed by many countries across the the world.


Below is from NVIDIA's Jensen Huang keynote presentation at NVIDIA GTC Paris last week where he talked about the EU building 20 AI Factories, a move that will lay the foundation for Sovereign AI Infrastructure in the region.  A key next step, following the Danish Centre for AI Innovation (DCAI) leading the race with the development of Gefion, Denmark's first supercomputer, last year.

This is enabling and giving rise to sovereign clouds and AI models tailored to specific regional requirement or needs is a testament to this transformation. And, as data becomes a strategic asset, the ability to control, protect, and govern it, especially within national or regional boundaries, is no longer optional — it’s essential.

And this is all the more clear, as all of the major tech companies are quickly rising to the challenge:

  • NVIDIA is powering sovereign AI across Europe, partnering with France, Italy, and the UK to build Blackwell-based AI infrastructure and localized models in collaboration with Perplexity AI.
  • Microsoft is advancing digital sovereignty with offerings like Data Guardian and the Sovereign Private Cloud, designed to enhance data protection and regulatory compliance.
  • Google Cloud has teamed up with Thales in France to deliver sovereign cloud capabilities that give customers full control over their data.
  • Amazon Web Services (AWS) is scaling its European Sovereign Cloud, purpose-built to meet EU data residency and operational independence requirements.
  • Oracle is delivering an EU Sovereign Cloud tailored for compliance-driven AI workloads.
  • Salesforce is embedding sovereignty features into its trusted AI stack, ensuring responsible innovation at scale.

These contributions are not just about compliance; they are about empowering nations to harness the full potential of their digital ecosystems - while ensuring security and trust.

This clear surge in sovereign solutions marks a transformative shift — one where technology is not only innovative but also accountable, secure, and aligned with local values and laws.

Digital Sovereignty as a strategic advantage

As regulations tightens, trade war continues, and trust becomes critical, digital sovereignty is no longer just about compliance — it’s also a strategic advantage. It enables innovation with confidence, grounded in privacy, autonomy, and responsibility. And looking ahead, it will evolve beyond just data control. It will encompass the creation of robust, independent digital ecosystems that can both withstand geopolitical pressures - and foster innovation.

However, over-emphasizing local control could fragment markets or stifle cross-border innovation. The challenge is to balance sovereignty with interoperability, ensuring nations can innovate without isolating themselves.

The future state

Imagine a world where countries can develop their own AI models, tailored to their unique needs and cultural contexts, without relying on external entities. This vision includes:

  • Localized AI Development: Nations investing in AI models that reflect their societal goals and values.
  • Enhanced Collaboration: Countries sharing best practices and technologies to build a more resilient global digital infrastructure.
  • Regulatory Harmonization: Greater alignment of digital regulations across borders to support cooperation and secure data exchange.

This vision requires balancing innovation with equity.
