About us

The Umbrella Fund, launched by Dev-Afrique Development Advisors with support from the Gates Foundation's Geospatial Insights Support Team (GIST), is a strategic funding initiative designed to strengthen geospatial data ecosystems in low- and middle-income countries (LMICs). Through pilot programs and catalytic interventions, the Fund invests in local organizations and initiatives that address critical gaps in data generation, analysis, operationalization, governance, and capacity building. By enhancing geospatial infrastructure and expertise, the Umbrella Fund supports evidence-based decision-making, resource allocation, and the development of scalable, sustainable solutions that drive long-term impact. The Fund also fosters cross-learning and collaboration by connecting grantees with global networks, technical expertise, and knowledge-sharing platforms to refine and expand the impact of geospatial interventions. With an initial focus on Nigeria and the Democratic Republic of Congo (DRC), the Umbrella Fund will continue to evolve, identifying new opportunities to strengthen geospatial systems and unlock the full potential of data-driven solutions.     A new chapter begins for Octave Analytics as we join forces with Dev-Afrique, The Umbrella Fund | Geospatial Interventions to implement the Anambra Health GeoHub under the Geospatial Interventions Project. This initiative represents a major stride in strengthening data-driven health planning and embedding geospatial intelligence into routine decision-making across Anambra State. Through this project, our teams and in collaboration with valued partners and stakeholders including Ambassador Uchenna-Kanu (Special Assistant to the Governor on Budget and Economic Planning, Anambra State), Judith Asike (Data Manager, Ministry of Health Data Operations Center, Anambra State) will: Build an integrated geospatial–health data repository at the State Data Center. Train 210 health workers across all 21 LGAs using a localized GIS curriculum in partnership with Chukwuemeka Odumegwu Ojukwu University (COOU). Provide GIS-enabled tools, laptops, and maps to support evidence-based planning at the local level. Institutionalise geospatial capacity within government and academic systems for long-term sustainability. This partnership reflects our shared commitment to leveraging data and technology to drive lasting impact — enabling smarter health systems, stronger institutions, and improved outcomes for communities.   • When we developed the Gates Foundation supported The Umbrella Fund | Geospatial Interventions in November 2024, our stakeholder consultations across Nigeria and DRC highlighted an opportunity: geospatial training could have greater impact if embedded within local academic institutions for continuous access. Our curriculum institutionalization intervention builds on this insight - partnering with universities to create permanent training infrastructure that serves health programs year-round. The MoU between Fact Foundation and University of Maiduguri brings this vision to life in #BornoState. #UniMaid will now house geospatial training for borno state primary health care agency (BSPHCDA) and future health data cohorts, ensuring continuous #capacitybuilding. This marks our third institutional partnership, joining others across Nigeria and DRC.     On 18th September, Fact Foundation and the University of Maiduguri formalized their collaboration through a Memorandum of Understanding (MoU) under The Umbrella Fund | Geospatial Interventions project. This partnership represents a significant step toward advancing data-driven solutions in humanitarian response, public health, and development planning across Northeast Nigeria. It also signals the University’s strong commitment to the institutionalisation of the geospatial data curriculum currently being developed under this initiative. The signing event was attended by the newly elected Deputy Vice Chancellors, alongside other high-ranking officials of the University. Their presence and endorsement reflect a commitment to this initiative beyond the six-month project timeline. By combining Fact Foundation’s expertise in research and capacity building with the University’s academic strength and regional presence, we are laying the groundwork for sustainable, locally anchored interventions. As part of this collaboration, the geospatial capacity-building component is specifically targeted at strengthening the skills of data managers at the borno state primary health care agency (BSPHCDA). The goal is to enhance their ability to apply geospatial data for planning, monitoring, and evaluating health interventions and campaigns, ensuring maximum impact and better health outcomes. Together, we are committed to driving innovation, building capacity, and ensuring that geospatial data becomes a tool for resilience and improved decision-making.

    The signing of the MoU with the University of Maiduguri marks a significant step toward the institutionalisation of a geospatial curriculum under the Umbrella Fund for Geospatial Interventions. Through this collaboration, Fact Foundation is co-developing a locally relevant geospatial training curriculum with the University’s leadership, who have pledged to anchor it for long-term sustainability. This commitment ensures that geospatial knowledge and capacity will be built and retained within Nigeria’s academic and professional systems. Importantly, the curriculum also has a practical capacity-building component designed to strengthen the skills of data managers at the borno state primary health care agency (BSPHCDA). By equipping them to apply geospatial data in planning, monitoring, and evaluating health interventions, the initiative will drive better health outcomes and greater impact across communities. We are grateful for the commitment and support of the University of Maiduguri’s leadership as we take this bold step together toward sustainable change.

  • Across #Nigeria and #DRC, #healthdata teams face persistent fragmentation in #geospatialtraining: ad hoc modules, donor-driven timelines, and a lack of integration with frontline needs. Despite major investments in #geospatial tools, the systems to train people to use them have rarely kept pace — often disconnected from national institutions, field realities, or long-term sustainability. In response, The Umbrella Fund | Geospatial Interventions is shifting that model. Our first investment focuses on building standardized, locally-owned geospatial training systems through a two-tiered capacity-building strategy anchored in national and provincial institutions.The goal: to establish replicable, country-led training programs that reflect real-world needs. In Nigeria, accredited institutions such as University of Maiduguri and BAYERO UNIVERSITY, KANO are leading curriculum development and training harmonization efforts. In DRC, a decentralized model is underway, leveraging regional hubs like Université Catholique de Bukavu and KINSHASA SCHOOL OF PUBLIC HEALTH to tailor content to local disease patterns, languages, and technical contexts. 𝗧𝗵𝗶𝘀 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵 𝗲𝗻𝗮𝗯𝗹𝗲𝘀: • 1,800+ health data personnel to be trained across both countries • 5,000+ health areas to benefit from strengthened geospatial capacity • Up to 40% cost savings through institutional delivery models • And most critically: local systems—not external actors—are driving the work Institutionalization—not parallel programming—remains central to the Umbrella Fund’s approach to systems strengthening.     Fact Foundation is pleased to be a part of The Umbrella Fund | Geospatial Interventions Fund for Geospatial Interventions, an initiative committed to strengthening geospatial and health data systems in Nigeria. To kickstart the engagement in June 2025, Dev-Afrique convened FACT and other implementing partners, including the National Space Research & Development Agency (NASRDA), eHealth Africa, and SCIDaR - Solina Centre for International Development and Research, for a meeting in Abuja. This meeting served as a crucial platform to align the intervention’s vision: to develop and institutionalize a locally driven geospatial training curriculum, that would build sustainable capacity within the national and subnational health data systems. Key discussions focused on stakeholder coordination strategies, Monitoring, Evaluation, and Learning (MEL) framework, reporting structures, implementation timelines, and deliverables. The meeting was designed to foster clarity, cohesive collaboration, and measurable impact across all partners. As implementation is underway, Fact Foundation is proud to contribute to this important investment, supporting a future where geospatial training is responsive, scalable, sustainable, and rooted in Nigeria’s unique context.
