OBJECTIVES The ASEAN )eclaration states that the ai"s and 'ur'oses of the Association are7 819 to accelerate econo"ic growth$ social 'rogress and cultural de elo'"ent in the region and 8.9 to 'ro"ote regional 'eace and stability through abiding res'ect for *ustice and the rule of law in the relationshi' a"ong countries in the region and adherence to the 'rinci'les of the 5nited Nations #harter( The ASEAN -ision .3.3$ ado'ted by the ASEAN 0eaders on the 23th Anni ersary of ASEAN$ agreed on a shared ision of ASEAN as a concert of Southeast Asian nations$ outward looking$ li ing in 'eace$ stability and 'ros'erity$ bonded together in 'artnershi' in dyna"ic de elo'"ent and in a co""unity of caring societies( %n .332$ the ASEAN 0eaders resol ed that an ASEAN #o""unity shall be established co"'rising three 'illars$ na"ely$ ASEAN Security #o""unity$ ASEAN Econo"ic #o""unity and ASEAN Socio:#ultural #o""unity(

FUNDAMENTAL PRINCIPLES ASEAN !e"ber #ountries ha e ado'ted the following funda"ental 'rinci'les in their relations with one another$ as contained in the Treaty of A"ity and #oo'eration in Southeast Asia 8TA#97 "utual res'ect for the inde'endence$ so ereignty$ e4uality$ territorial integrity$ and national identity of all nations; the right of e ery State to lead its national e<istence free fro" e<ternal interference$ sub ersion or coercion; non:interference in the internal affairs of one another; settle"ent of differences or dis'utes by 'eaceful "anner; renunciation of the threat or use of force; and effecti e coo'eration a"ong the"sel es(

ASEAN SECURITY COMMUNITY

Through 'olitical dialogue and confidence building$ no tension has escalated into ar"ed confrontation a"ong ASEAN !e"ber #ountries since its establish"ent "ore than three decades ago( To build on what has been constructed o er the years in the field of 'olitical and security coo'eration$ the ASEAN 0eaders ha e agreed to establish the ASEAN Security #o""unity 8AS#9( The AS# shall ai" to ensure that countries in the region li e at 'eace with one another and with the world in a *ust$ de"ocratic and har"onious en iron"ent( The "e"bers of the #o""unity 'ledge to rely e<clusi ely on 'eaceful 'rocesses in the settle"ent of intra:regional differences and regard their security as funda"entally linked to one another and bound by geogra'hic location$ co""on ision and ob*ecti es( %t has the following co"'onents7 'olitical de elo'"ent; sha'ing and sharing of nor"s; conflict 're ention; conflict resolution; 'ost:conflict 'eace building; and i"'le"enting "echanis"s( %t will be built on the strong foundation of ASEAN 'rocesses$ 'rinci'les$ agree"ents$ and structures$ which e ol ed o er the years ASEAN ECONOMIC COMMUNITY The ASEAN Econo"ic #o""unity shall be the end:goal of econo"ic integration "easures as outlined in the ASEAN -ision .3.3( %ts goal is to create a stable$ 'ros'erous and highly co"'etiti e ASEAN econo"ic region in which there is a free flow of goods$ ser ices$ in est"ent and a freer flow of ca'ital$ e4uitable econo"ic de elo'"ent and reduced 'o erty and socio: econo"ic dis'arities in year .3.3( The ASEAN Econo"ic #o""unity shall establish ASEAN as a single "arket and 'roduction base$ turning the di ersity that characterises the region into o''ortunities for business co"'le"entation and "aking the ASEAN a "ore dyna"ic and stronger seg"ent of the global su''ly chain( ASEAN=s strategy shall consist of the integration of ASEAN and enhancing ASEAN=s econo"ic co"'etiti eness( %n "o ing towards the ASEAN Econo"ic #o""unity$ ASEAN has agreed on the following7 institute new "echanis"s and "easures to strengthen the i"'le"entation of its e<isting econo"ic initiati es including the ASEAN >ree Trade Area 8A>TA9$ ASEAN >ra"ework Agree"ent on Ser ices 8A>AS9 and ASEAN %n est"ent Area 8A%A9; accelerate regional integration in the following 'riority sectors by .3137 air tra el$ agro: based 'roducts$ auto"oti es$ e:co""erce$ electronics$ fisheries$ healthcare$ rubber: based 'roducts$ te<tiles and a''arels$ touris"$ and wood:based 'roducts( facilitate "o e"ent of business 'ersons$ skilled labour and talents; and strengthen the institutional "echanis"s of ASEAN$ including the i"'ro e"ent of the e<isting ASEAN )is'ute Settle"ent !echanis" to ensure e<'editious and legally:binding resolution of any econo"ic dis'utes(
