General Rafi Rotem was a senior investigation officer in the Israeli Tax Authority. Around 2002 he turned into a whistleblower, relative to very large waivers of taxes, or decisions not to investigate major tax frauds by crime families and tycoons. The case involved, for example, a suspected murder of an informer, shortly after the informer sought to enter protective custody (but was denied). The death was claimed by police to be suicide and was buried with no further investigation, although the body showed evidence of torture (puled out finger nails, etc). Rafi Rotem was eventually dismissed, and suffered serious retaliation. Rafi Rotem continues to this date his struggle for investigation of corruption in the Israeli Tax Authority, for Protective Order by the Israeli State Ombudsman, and for remuneration. His case generated substantial media attention in Israel, and became a hallmark of the inability of government in general, and the justice system in particular to address evidence of corruption, and the failure to provide adequate protection for whistleblower. It has also become a flag case of the Israeli Social Protest movement in later years. In the High Court of Justice In the 2008 petition to the High Court of Justice he named as Respondents Judge Vardah Smat – Tel Aviv Labor Court; the National Labor Court, the Ministry of Treasury, and the State Ombudsman. His petition was rejected. The “General Details” screen states the “Mode of Closure” as “Reading of Judgment during Hearing”.
