An individual cannot legally possess a MANPADS under federal law. A MANPADS not in the possession of the United States Government must be registered in the National Firearms Registration and Transfer Record, which are maintained by the A.T.F. There are presently no MANPADS legally registered in Florida or elsewhere in the United States.
