SECTION 1: FINDINGS
Congress makes the following findings:
1) The rate of unintended pregnancy has increased only slightly between 1994 and
2008, but has increased 55% among poor women, while decreasing 24% among higherincome women.
2) The number of U.S. abortion providers declined 4% between 2008 (1,793) and
2011 (1,720). The number of clinics providing abortion services declined 1%, from 851 to
839. Eighty-nine percent of all U.S. counties lacked an abortion clinic in 2011; 38% of
women live in those counties.
3) As of January 1, 2014, at least half of the states have imposed excessive and
unnecessary regulations on abortion clinics, mandated counseling designed to dissuade a
woman from obtaining an abortion, required a waiting period before an abortion, required
parental involvement before a minor obtains an abortion, or prohibited the use of state
Medicaid funds to pay for medically necessary abortions.
SECTION 2: PURPOSE
This bill provides that all women living in the United States have the right to get an
abortion and/or any medical care and assistance from clinics and their doctors at all times.
Restrictions and prices for medical care should both decrease and become more affordable,
especially for lower-income women.
SECTION 3: GENERAL PROVISIONS
Providers of abortion and clinics cannot refuse to offer abortion. Medical checkups,
safety, risks, and all other necessary information should be provided in detail beforehand.
Medical care should be affordable and accessible for all women. The use of contraception
should be allowed and available.
SECTION 4: DEFINITIONS
Abortion- Also called voluntary abortion. the removal of an embryo or fetusfrom the
uterus in order to end a pregnancy.
Contraception- the deliberate prevention of conception or impregnation by any of
various drugs, techniques, or devices; birth control.
