Reflection:
It was fascinating to get a big picture look at education from birth-5 from an MSDE perspective as well as
from the perspective of all the county directors in the state. Marcella Franczkowski from the Maryland
State Department of Education was a powerful and transparent speaker. It was surprising to hear that a
good initiative like the screening all of the children in home and center-based daycares will have a dire
effect on the budget. As a classroom teacher, I am shielded from concerns such as these but as an
administrator, I will not be. It will be part of my job to balance the budget and prioritize the needs of the
school. A surprising fact was the discussion about changes to the way we deliver IEP services including
the addition of grade level objectives on current IEPs. We currently only address below grade level
objectives, however this will be changing due to the focus on standards based instruction. The discussion
about the Best Beginnings Screening Study which was developed as part of the Race to the Top Early
Learning Challenge grant was very informative. The MSDE is currently experiencing a time of transition
and transparency due to compliance issues related to this grant and a new timeline will have to be
developed. When the talk shifted to concerns about increased challenging behaviors in birth-5 students, I
spoke as a preschool teacher about how it is our job as educators to teach all students and address their
needs. I also stated that once a teacher views a child as a problem they are no longer meeting the
needs of that child. Finally, I stated that we need to build the capacity of our teachers to educate students
with challenging behaviors. Ed Feinberg, director of Infant and Toddler for Anne Arundel county jokingly
offered me a $10,000 raise to work for him. The Process for Monitoring for Continuous Improvement and
Results flowchart that was shared was an inside look into the technical aspects of compliance that the
MSDE is responsible for. The flowchart covers comprehensive monitoring of special education
compliance monitoring for the birth 21 student population for the state of Maryland. It was
enlightening to view the issue of compliance from the perspective of the Maryland State Department of
Education. Listening to the discussion about how to observe and evaluate teachers who serve the birth-5
students was a topic that I feel very comfortable with. I fully support inclusion and enjoy working in an
elementary school rather than a special center. I believe that all students learn better when they learn
together, but I know the challenges that can arise from implementing a specialized program in a
generalized environment. As a leader, it is so important to know how to balance supervision and support
of the K-5 teachers along with the special education, support services, and related teachers.
