SOCIAL ACTION CENTER’S INTIATIVES ON DISASTER RISK REDUCTION

Millions of pesos worth of properties were damaged and thousands of lives were affected by the

great devastation brought about by the horrible 2004 disasters in the Municipalities of Infanta, Real,

General Nakar (Quezon) and Dingalan in Aurora Province. This opened the way for the Social Action

Center to act as the Prelature of Infanta’s service arm in providing needs of the victims of the calamities.

What started out on simple relief rehabilitation, the Social Action Center has now evolved into an

organization that has mainstreamed Disaster Risk Reduction in their diversified programs.

After the relief operation of the Social Action Center, it has expanded its operation to

rehabilitation of the devastated communities. These include: 1) Food-for-Work Programs; 2) Core

Housing Projects; 3) Agricultural Rehabilitation; 4) Fishery, Livestock and Poultry; 5) Microfinance; 6)

Disaster Mitigation and Preparedness Trainings among many other programs. From these activities and

core programs, the organization has started to integrate their programs as part of the disaster risk

reduction.

The Social Action Center was also awarded projects by their partners for Disaster Risk Reduction.

They are the Building Disaster Resilient Communities and Building Disaster Resilient Small Island

Communities Projects. These two projects are part of the Disaster Mitigation Program of the Social

Action Center and are thru the efforts of Christian Aid and their International Partners.
I. BUILDING DISASTER RESILIENT COMMUNITIES PROJECTS

This project is based on the

mainland and covers two municipalities

(Infanta and Gen. Nakar) and 16

villages. The core components of this

project are Establishment of

Communication System, Installation of

Flood Watch Points, Activation of the

Barangay Disaster Coordinating

Councils, and Capacity Building.

The flood watch points and communication systems include improvised weather

instruments that can help in early warning to the communities that may lead to early

evacuation.

As part of the capacity building

participants are the members of the
BDCC of the 16 beneficiary villages.
II. BUILDING DISASTER RESILIENT SMALL ISLAND COMMUNITIES PROJECT

An offshoot of the BDRC Project, this program aims to capacitate and to create

disaster resilient small island communities which

are more vulnerable to natural hazards. This is

also thru the effort and partnership of the Social

Action, Christian Aid and Disaster Preparedness

European Commission on Humanitarian Aid

Office. This program is granted to three small

islands in the Philippines and one of them is our very

own, Jomalig Island (Quezon). This has four major

components: 1) Capacity Building Through Trainings for


DRR and other DRR activities such as school safety and communication trainings; 2)

Community Hazard Mapping where partner institutions conducted hazard assessment and

mapping to create a viable hazard map for the communities, also a construction of an

evacuation center; 3) Creation of partnership and linkages to the mainland municipalities

and other private and public agencies most particularly during the period of isolation; and

lastly to create a model resilient community for the replication in other places.

These are some of the efforts and initiative of the Social Action Center in Disaster Risk

Reduction. Most of these projects are community based where the involvement of the people are

important. The organization also emphasizes that all their other programs are part of their Disaster Risk

Reduction Mainstreaming.

The Social Action Center is a Church-based, non-stock, non profit organization operating at the Prelature of

Infanta. It is an offshoot to the call for the Church greater involvement in social issues and services. SAC is the

social arm of the Prelature of Infanta which is aimed at improving the conditions of the poor. The issues covered by

the SAC organization are socio-economic amelioration, gender issues, environmental protection, disaster
management, political education through social teaching, justice and peace, health and marginalized sectors
