U.S. NATIONAL HYDROGRAPHER VISITS WITH FLORIDA HARBOR PILOTS
Miami & Port Everglades, Fla. - Rear Admiral Gerd Glang, director of Office of Coast Survey for the National Oceanic and Atmospheric Association (NOAA), along with Capt. Jon Swallow, chief of the Office of Coast Survey Navigation Division, senior staff with NOAAs Office Coast Survey and Southeast Florida Region Navigational Manager Michael Henderson, met with harbor pilots in Miami and Port Everglades this past month. During their meeting, the harbor pilots and NOAA officials discussed the depths in the harbor, underwater dangers and future harbor surveying projects. It is the regional navigation managers responsibility to ensure all chart users have the most up to date and reliable projects.
2013 FHPA MINORITY SCHOLARSHIPS AWARDED
Tampa & Jacksonville, Fla. - The FHPA awarded its 2013 Minority Scholarships to two cadets, Nicholas Harvey, a sophomore from the U.S. Merchant Marine Academy, and Gary Bigham, a junior at SUNY Maritime College. Harvey will complete a two week internship with the Port of Tampa at the end of September, while Bigham will complete his internship at the Port of Jacksonville in November. Each year, the FHPA identifies two minority cadets attending any of the six maritime colleges nationwide who show enthusiasm and aptitude for a possible career track as a harbor pilot in the State of Florida. Each recipient receives a $2,500 scholarship during the school year. In addition to the $2,500 scholarship, each recipient receives $500 for travel expenses to attend a training session with a pilot association in Florida, where they have the opportunity to experience hands-on training and be exposed to all aspects of the harbor pilot career.

In his World Maritime Day message, IMO Secretary-General Koji Sekimizu said that maritime transport was central to sustainable development, as the world's only really reliable, global, cost-effective and energy-efficient mass transportation method for energy, materials, foods and industrial products. FORT PIERCE PORT MAY GET FUEL DEPOT
Treasure Coast News - September 12, 2013 - Palm Beach Gardens aviation businessman John Armbrust said Wednesday he hopes to increase the efficiency of moving petroleum in the state, while boosting the countys economy, by building a 30 acre fuel depot at the Port of Fort Pierce. Armbrust, chief executive officer of Florida Fuels Connection LLC, said he has spent several weeks looking over the 98-acre port and has determined it meets his needs for a buildable area and rail access.

USA: OFFICIALS APPROVE USD 150 M IN SEAPORT IMPROVEMENTS
Dredging Today - September 25, 2013 - Governor Rick Scott and members of the Florida Cabinet approved $150 million in bond proceeds which will finance projects at Florida ports through the Seaport Investment Program. The Florida Department of Transportation (FDOT) has programmed $150 million in projects to receive bond proceeds for FY 2014 which will be issued by the Division of Bond Finance. Governor Rick Scott said, This $150 million investment in Florida ports will strengthen Floridas role as a hub for global commerce. Floridas ports support international trade and domestic manufacturing, and create jobs for Florida families. With this investment, we will continue to position Florida as a leader in global trade and commerce. FINAL INVESTIGATIVE REPORT RELEASED ON COSTA CONCORDIA TRAGEDY
The Italian Government's Ministry of Infrastructure and Transport released their Marine Casualty Investigation Report on the fatal grounding and sinking of the Carnival Corporation-owned Costa Concordia in Giglio, Italy, on January 13, 2012. According to the report, the root cause of the tragedy was human error. The ship and all of its navigation and propulsion equipment were mechanically sound at the time of the grounding. Investigators focused on the behavior of the Master and his decision to make a hazardous passage in shallow waters. Investigators determined that the ship was sailing too close to the coastline, in a poorly lit shore area, under the Masters command who had planned to pass at an unsafe distance at night time and at high speed (15.5 knots). The Captain made basic shiphandling errors. Compounding these errors were numerous distractions on the navigational bridge that night - cellphone calls, unauthorized personnel and an inattentive bridge team of officers who said nothing to warn the Captain of the high risk maneuver. Due to the overwhelming force of the ship's hull slamming into the rocks and subsequent catastrophic flooding, all propulsion control of the ship was lost, setting the ship adrift in deep water.
