We need this resolved soon since it has to be set up before the end of Jun. So far the only one hired is Capt Provost, we prefer a male as the 2nd person hired. The only option left is to have someone from here go work out there, one suggestion was for WO ills to go there which would help to lower the cost of the ‘TD. We would still require someone to fill his position here. Please discuss this and let us know if it can be approved for WO Mills to go to work in Regina. The following policy outlines the requirements and procedures for obtaining transportation for cadet activities, obtaining transportation for duty, operating vehicles, and obtaining a OND404 driver permit. This policy applies to all cadet training and authorized duty, including Cadet ‘Summer Training Centres (CSTCs) and RCIS courses. GENERAL 2. ADND vehicle is defined at reference as any vehicle with a Canadian Forces license plate as well as any Mobile Support Equipment (MSE) rented or leased against a Standing Offer Agreement (SOA) by a transportation cell. All drivers of DND vehicles must be licensed by DND and hold a valid OND 404 with the appropriate classification for the equipment being operated. Prior to the expiry date listed on the member's driver permit, the member must contact the transportation section at RCSU (Pra) to determine what action is required to be issued a new permit 3. Members are responsible to ensure they hold the appropriate classification for the vehicles they operate. These classifications are recorded on the operator's driver permit and are recorded in the Fleet Management System (FMS). Annex A, provides a brief explanation of the DND classification codes. 4. __ Vehicles rented using a Group Travel Card or an Individual Travel Card are not defined as a DND vehicle and therefore, do not require a DND 404 to operate. Non DND vehicles may not be used to tow DND trailers, 5. Vehicles rented by the corps’ staff, the sponsoring committee, the Cadet League, or any person using an individual credit card are not defined as DND vehicles and therefore do not Tequire a DND 404 to operate. Public funds will not pay for any vehicles rented via these means. Corps’ CO's are responsible to ensure that vehicles rented using any of these methods are fully insured as DND assumes no responsibilty for damages to those privately rented vehicles. Corps CO's may not arrange travel for mandatory, complementary, or RDA training, 6 __ When choosing which method of travel to utilize, a number of factors must be weighed to make the best decision. Cost is but one factor and must not be the sole factor in choosing mode of transport. In all cases, the most practical mode must be chosen after considering, travel time, travel distance, cost, convenience, and member/cadet availabilty. When organizing transportation for cadets, the following restriction applies: a. travel over four hours will normally be via air. Any ground transportation longer than four hours must be approved by the DCO. ADMINISTRATIVE PROCEDURE OPI: RC Sp Sves 0 Date of Issue: May 2010 14 ‘A0383580_3-A.2013.00595--0007 7. Obtaining transportation for cadet training activites. All requests for vehicles in support of cadet training funded by RCSU(Pra), are arranged by the TN staff. Corps staff identities their transportation requirements to the Trg Sp staff, or event OPI in the case of RDA activities, who then submits the requirements to the TN staff. ‘The TN staff arranges vehicles andlor commercial transportation and notifies the corps, the corps’ ACO, Trg Sp staff, and the event OPI of the confirmed support. The two methods that willbe utlized to provide corps staff with vehicles for cadet training are: providing the corps staff a vehicle with a DND plate, or renting the corps @ vehicle from a local rental agency. a. Providing corps staff a vehicle with a DND plate. These vehicles do not incur a rental fee and are the most economical. Whenever possible, those corps close to a support base or to one of the RCSU(Pra) vehicles will be provided with one of these vehicles. b. Renting the corps a vehicle. The majority of comps are not located close to a support base and will therefore be provided a rental vehicle. As well, when a DND vehicle is not available, the RCSU(Pra) TN staff will arrange for a rental from a local provider. As a general rule, RCSU(Pra) will nt arrange rentals through the support base but will rent vehicles using a Group Travel Card (GTC). Vehicles rented using the GTC do not require a DND 404 to operate. As @ matter of convenience and clarity, the TN staff wil indicate whether or not the vehicle being rented requires a DND404 to operate on the confirmation report to the comps. 8. Obtaining transportation for duty. a _Parlime staff. When part-time members proceed on TD or training their transportation is arranged by the RCSU(Pra) administration staff. Members may request to travel via PMV; PA xxx outlines the PMV policy. b. Fulktime staff. When full-time members proceed on TD or training, they are responsible for arranging their own transportation after receiving authorization from their supervisor. When booking commercial air travel a TAN is required and travel must be booked through the AMEX travel service. For vehicles, the following procedures are followed in order: (1) request the use of an RCSU(Pra) vehicle, (2) request the use of a vehicle with a OND plate from the support base (through the TN O); and, (3) book a rental through a local service provider using the member's Individual Travel Card (ITC), 9 Operating vehicles. Non-DND vehicles are picked-up, operated, and returned following the rental companies policies. DND vehicles require the driver to have a valid DND 404 and require the drive to complete the trip log located in the vehicle and a daily inspection of the vehicle. Pick-up and return of vehicles are as follows: a. E.ulltime staff. Full-time staff will pick-up and return vehicles directly with the support base (or vehicle coord if a RCSU(Pra) vehicle). The vehicle will be fully fuelled and cleaned inside and washed outside, OPI: RC Sp Sves O Date of Issue’ May 2010 216 ‘A0383580_4-A.2013.00595--0008 b. Partie staff. Part-time staff are not required to take time off work or school to ick-up or return vehicles. Part-time staff may arrange to pick-up and drop-off DND vehicles at their Cadet Supply Group (CSG) in the evenings. All vehicles ‘must be returned fully fuelled and when practical should be returned washed, 10. Obtaining a DND 404 driver permit. The majority of corps staff do not require a DND404 to conduct their duties; therefore, training and licensing willbe limited to those with a need. RCIS(Pra) is responsible for coordinating training and the RCSU(Pra) TN O is responsible for coordinating the licensing. To request training, members send their requests (either via email or phone) to the personnel office, as they do for all other CIC training requests. Once training is. Completed the examiner updates the member's records in FMS and issues the member with a driver permit. Drivers are responsible to ensure they are licensed and qualified to drive vehicles they operate. The following description of classifications codes lists those most commonly used by RCSU(Pra) staff. Asingle digit classification code (i.e, T3) is inclusive and means that the driver is qualified to operate all lower classes of vehicles in that category. Double digit classification codes (i.e. G27) are non-inclusive and are specific only to that type of vehicle, A basic 404 is class A1 Bt. 3. With the exception of our “food service contracts/expenditures”, the cost associated with our use of rental vehicles is probably a close second and rising each year. Based upan the legal opinion provided below, it would appear that units are now liable for "daily insurance costs" and/or "damage costs" associated with our local rentals - a few exceptions will be noted below. Up until recently, DND and staff were “working under the assumption” that DND was "self-insured" and, as such, there was no requirement for units to pay for daily insurance coverage when “renting vehicles" under the PWGSC. arranged SOA for Rental Vehicles and Accn andior rental vehicles secured through locally/regionally negotiated SOAS. [As you can see from the recent legal opinion, the definition of "self-insured" would appear to be limited to "government ‘owned or leased vehicles’. Consequenti, it would now appear that all rental vehicles, secured through means of a contract (contract or SOA), require insurance coverage for the period of that rental (1'day, 1! week, 1 month, etc). In the below case 3 - 4 his is extremely unacceptable. | have directed that we are to fly cadets where bus travel is over 4 hrs and the community is served by a commercial airlines. This direction was issued to minimize lengthy and unacceptable cadet/staff travel times. While in the below case there is no bus travel however the staff should have checked to determine if commercial airlines serve these communities. My guess is that there are some however you can have the staff confirm it. That should have been the selected method of travel for cadets from Geraldton and Marathon. The other method should have been to bus them from their towns to Thunder Bay. Itis very frustrating that we state we have changed our processes, issue direction on this matter and we do not seem to make any head way. Our words and actions are falling short especially in the TB area. We are not walking the talk and that jeopardizes our credibilty You are to direct your staff to follow my direction and always consider the best interest of the cadet they are transporting. The fight arrival times were the best for many years. Intake arrivals being all on one day (for the most part) was very advantageous for the training centre, 2. Major mishap with Kelowna cadets. Early completion of manifests, and double checking loadings could prevent this. 36 cadets overloaded for Kelowna was equal to the number of Thunder Bay Cadets remaining ‘onboard for the Cold Lake leg, and not getting off at Penhold 3. Mov Orders have to be forwarded to CSTC early, both for CSTC information and if any checking of cadet if required during travel. Very important that out of region travel orders be forwarded. 4,_Itis essential that travel orders are proof read by a person other than the one who complied them prior to forwarding to either cadet or the training centre. This will eliminate the majority of errors and simplify the amount of mistakes in long run. We found many errors on the finalized movement orders. Samples are available for further explanation. 5 Find and easier way of sending amendments to travel orders, rather than forwarding the whole course loading 6. Manifests need to be completed and corrected by person loading either plane or bus. In some instances there was no corrected set of names on aircraft or bus. 7. 17 cadets on CN 5T906 @1720hrs, and 61 cadets on NRL @1900hrs. The last 61 cadets were ready waiting in Regina while an almost empty plane arrived @ Penhold, 8. Medicine Hat Cadets spend 9 hrs to get to camp by flying from Medicine Hat to Calgary and then Edmonton, where they waited for bus. The bus journey from Calgary to camp is 1 and 1/2 hrs: the same amount of time, as the time of the fight. We can easily get to Calgary to pick up cadets vice sending them to Edmonton to get transported back to PACSTC. The total time of journeys like this, is not comparable to the length of ime that would have been spent on the bus (5 and 1/2 hrs) . 1595-0041 2013-06-25 A0383593_2-A.2013.00! 8.19(1) 9. Wait times at airport for transportation to camp in many instances longer than 4 hours, This wait time needs to be shortened. - PACSTC could send transport to Calgary or Edmonton to pick up smaller groups of cadets (ie. less then a bus full) 410. Driving Directions to PACSTC need to be clarified. Training Centre is at Springbrook, near the Red Deer Regional Airport, not Penhold itself. 11, ACO's should be advised that travel orders should be adhered to, early drop aff (e.g one day early) by parents for their own convenience should be avoided. Training centres are not babysitting services, 412. The difference between Hangar 6 and Red Deer Airport: Nominal rolls need to indicate that cadets going to Penhold for training get PDO/bus drop off at Hangar 6, cadets who are arriving for an aircraft to another location must arrive at Red Deer Airport. These are not the same areas/bldgs. Cadets who are travelling out of Red Deer should be reporting to Red Deer Airport NOT Hangar 6. Luggage should be presorted into different compartments on busses travelling to PACSTC and Red Deer, to glve a more efficient way of sorting cadets and luggage on arrival at either sirport or training centre. While processing cadets, | had two extra buses ( 1 from Calgary and 1 from Edmonton) show up unexpectedly with 58 cadets destined for Vernon. | checked some of the travel orders the cadets had on their person and they were scheduled for the charter in which | was currently loading. | then checked with the representative from Canadian North and they had no record of the 58 cadets that showed up, At that point | called Winnipeg Movements and followed the prompts to speak with the transport duty officer. There was no answer and | left a message. | then contacted Capt. Waller for assistance and she too made phone calls to Winnipeg. Capt Waller was able to reach someone and she was told that the 58 cadets were on the 1800hrs flight to Kelowna. | compared the names of the 58 cadets against the manifest | received for the 1800 flight and none of those 58 cadets were loaded. Lt. Duncan and |, along with the rep from Canadian North, then loaded as many cadets onto the 1000 flight as possible. This flight was scheduled to depart Red Deer at 1000hrs but with the new manifest additions it was delayed until 1100hrs. We were able to load 22 cadets onto the flight before the Canadian North rep had to cut the rest off due to the aircraft being delayed too long Iwas then left with 36 cadets at the Red Deer airport with no arrangements made for meals ora location to hold the cadets for the next 8 hrs until the 1800 flight. | iased with senior officers at PACTSC to arrange a location to house the cadets and provide them lunch. The cadet is flying into Winnipeg a day prior to the charter on the intake to CSTC (31 Jul 10) However, the exhaust from CSTC will be this cadet and several other cadets returning on this date which we will have a charter bus from Winnipeg to Kenora, Vermilion Bay and Dryden for the cadets to return home. The fight to Dryden has limitted seating. The flight on 22 Aug 10 (the charter returns late on 21 Aug 10) which departs at 1210hrs and arrives at 4720hrs with a stop in Thunder Bay. This is a 5 hr flight where as the bus is less even with a stop in Kenora and Vermilion, Bay. If we can not get all cadets on the return fight they may have to stay until 23 Aug 10 to return home, MS. There was much beiter process in place for the region and we had little problem in the move. The planes from prairie region were 45 minutes early each time which has it's own issues in terms of transport being avavilable at the airports but certainly no show stoppers. Still some issues of manifests being available before the flight arrives so that we know what the transport requirements are and also some escort staff did have a manifest so it was difficult to identify who had arrived and who hadn't. CF 51s were great and if they weren't here at the start, they were within one hour of being identified, good job!!! I have the staff looking into this item. That said, as the movement mod is not available we will have to somehow transfer the data from Fortress V2 into our CSTATS access database so that we can then complete the transport details for the cadets. CSTATS is our own database that will disappear when the movement mod is implemented. We investigating the possibility of electronically transferring the required data from FV2 into CSTATS otherwise we will have to manually enter the data. For example last year, we had to enter CF51 data into CSTATS and it took 10 staff members approx 30 days to complete this task. We hoped with FV2 that we did not have to repeat this process in 2011. Our guru in this process is Capt M Lazaruk and he can answer more detailed questions that you or your staff may have. Tom Ta. As we previously discussed | have been reviewing the requirements for the summer transport, particularly the initial start up to complete all travel orders by 1 Jun 11. In an effort to provide a full overview of what will be required to complete the travel orders and further required for the remainder of the summer transport season | have provided a quick break down, For each travel order there are some necessary procedures/arrangements required prior to the production of a travel order: a. commercial fight booking (if required) are sent to OCdts who sends to AMEX (this can sometimes take some time because they are booking all RCSU's transport and complete them according to date of travel); and b. ground travel arranged (i.e. taxillimo, commercial bus or if possible charter bus); 2. I would like to mention that the commercial light bookings will be limited to cadets attending Central, Eastern, and Atlantic Region CSTCs, cadets exhausting on 22 Jul, cadets exhausting § Aug, cadets intaking 7 ‘Aug, and a few others, These bookings sent to AMEX may be a bit of a hold up on some of our August bookings. because they action bookings according to date of travel vice date of receipt.
