Lake View Granted Right to
Add Highwy 71 to It’s Urban
Renewal Area

The Sac County Supervisors approved


Resolution 09 - 0915 which will add the right
of way along highway 71/175 between the
Evapco property and the city limits of Lake
View to lake View’s Urban Renewal area.

The idea, as originally proposed by Sac City


Planning and Zoning Board President Shirley
Phillips, was that in addition to making it
easier to get funds flowing for the proposed
new Hotel Site in Lake View, this would also
provide a way for Evapco to not have to pay
to upgrade its own water line, which accord-
ing to Ms. Phillips is needed because
Evapco’s fire sprinklers do not work.

Evapco is managed by Sac City Councilmen


Bryan Muska, who is one of at least three
votes Shirley Phillips will need in order to get
her controversial Sac City planning and zon-
ing changes passed.

Hopefully this isn't yet another case of Sac


City politicians misusing their powers to bribe
or coerce action for their own pet projects. I
guess we will know the truth if Bryan Muska
suddenly changes his vote without explana-

Sac County Supervisors Appeal to MHI Taskforce

The State of Iowa is facing over $130,000,000.00 in budget shortfalls in 2010. One of the many proposed cuts is to reduce the number of Mental Health insti-
tutes (MHI). There are 4 MHI’s in Iowa located in Cherokee, Independence, Mt. Pleasant, and Clarinda.

As things stand, it is already difficult to place those with a mental health emergencies in Northwest Iowa, so the Sac County Supervisors naturally don’t want to
see the only MHI in Northwest Iowa close.

The following is the letter they sent to the MHI task force in charge of determining which MHI, (if any,) that will be closed.

Matie Helena Wollesen, 96, of Wall Lake, Iowa, passed away on Friday, Frances “Pam” Eldora Auen, age 97, of Lake View, Iowa, passed away on
September 18, 2009, at Twilight Acres Nursing Home in Wall Lake. Monday, September 14, 2009, at Twilight Acres Nursing Home in Wall Lake.

Matie was born on May 3, 1913, to Sherman and Helena (Frank) Higgins Pam was born on February 11, 1912, in Early, Iowa, the daughter of Mark

Jensen Higgins Wollesen and her sisters and their husbands: Minnie and
Jerry Kluver and Jeannie and Claude Peters, her brother Sherman Higgins
and a niece Jean Ann (Kluver) Schafer.

It has been a long time, since the citizens of Sac City
have been able to go watch serious artists perform.
I’m actually a little stumped to come up with any
time in the last decade outside of the sort of more
farcical Chautauqua Singers or the more niche heavy
metal bands that serious singers have attempted such
difficult material in public. As you can see from the
flyer, that I’ve included for the benefit of those who
did not attend, this wasn’t Vaudeville.

I’m not going to attempt to review the show other


than to say that it was very enjoyable, and I don’t
think that any of the 100+ people who watched left
disappointed. I do know the gazebo at the tiny
village was a great setting, and that it would be
incredibly cool to see that space utilized for more
performances in the future.

Aside from being a great show, it was also


shockingly successful as a fund raiser, though
officials did not have the full amount counted at the
time of query.

Follow up to Charles Schnirring’s Question


On August 11, 2009 Charles Schnirring wrote a letter to the Editor to the Sac Sun with 5 questions. In the August 24, 2009 issue of TheSacNews.com those ques-
tions were answered, (somewhat). The following is a reprint of question #5 with its answer from that issue.

“5. I have heard that the district has settled suits for $85,000 and $97,000. I know one family is planning another suit. If money has been paid, we (or at least
our school board members) should be told. Where did that money come from? Insurance? General Funds?

According to Ms. Kruthoff, in the time that she has been in charge of the shared districts, one single lawsuit was settled for a total of $30,000 which was paid from
insurance. (initially the plaintiffs asked for $100,000). When pressed for a breakdown of how much the lawyer in that case cost, she wasn’t able to say. As of
1:41 AM on Sunday August 23, Ms. Kruthoff has not forwarded the breakdown of the legal fees for that particular case to TSN.”
At the final regular East Sac County Joint Board Meeting, (thank you, Shirley, Dave, and Melissa) Superintendent Kruthoff provided me with a document from
Ahlers & Cooney containing the rest of that information. In three increments, the lawyer was paid $7,805.00.

Superintendent’s efforts to
save districts money, ham-
pered by State, Sac School
Board

Earlier this year, the East Sac County School Boards,


in an effort to cut transportation and hourly wage
costs, voted to combine 6 partial professional de-
velopment days into 3 full days. Aside from the
cost savings, this would have given students three
full days more off per year but provided them with
more actual hours of instruction (due to time lost
preparing for the half day professional development
hours). This reorganization was done under the “In-
novative Calendar” program with the Department of
Education. As reported in the August 14, 2009 is-
sue of theSacNews, that Calendar was rejected, no
reason given.

At the final regularly scheduled September 21, 2009


Joint East Sac County School Board meeting, Super-
intendant Barb Kruthoff reported to the board that
the new innovative calendar was ready for submis-
sion. The Superintendant has until November 1st to
submit a calendar to the State. The boards approved
the calendar and a public hearing was scheduled for
the October Board meeting.

The innovative calendar affects both the Sac and


WLVA district. Unfortunately, this hearing was set
up before Dave Sands and Melisa Bellcock decided
to break the school boards up. As of September 26,
2009 there was no further word about which, now
separate, school board meeting the hearing will take
place of in front of, the one in Lake View, or the one
in Sac City.

Jim Hout, age 58, of Sac City, Iowa, passed away suddenly at his home in Sac City on Saturday, September
26, 2009.

Jimmy Lee Hout was born in Storm Lake, Iowa, on November 7, 1950, the third of four children born to
Percy and Dorothy (Johnson) Hout. He graduated from Lytton High School in 1968. Following gradua-
tion he was inducted into the United States Army serving in Vietnam. On May 30, 1971, Jim was united in
marriage to Cyndy Cross at the Little Brown Church in Nashua, Iowa. They made their home in the Lytton
area where his family farmed. He was quite proud of his semi-truck and enjoyed driving and working on
it in his shop.

Survivors include his mother, Dorothy Hout of Sac City; his two sons: Jess and wife Erika Hout of Fort
Dodge along with their children Coleton, Alyvia, and Landen and Kyle and wife Linsey Hout of Polk City
and their children Jake, Charlie, and one coming in November; sister Linda Madsen and husband Francis of
Pocahontas; brother Jerry and wife Kathy of Sioux Falls, SD; brother-in-law Bruce Theesfeld of Pomeroy;
Jim Hout nieces and nephews, extended family and many friends.

Man, what a game! Right up until the last two minutes
there was no way to tell who was going to win. The Raid-
ers had the lead at 17 to 13, but with the Bison marching
towards another touchdown, there was going to be no way
to turn it around if the Raiders let them in. Luckily the
Raiders defensive wall held and East Sac County picked up
a homecoming win. If nothing else goes the Raider’s way
for the rest of the season, the memory of this earned win
will surely not be less sweet..

During the Bison’s last possession, I was taking photos


from the top of the visitor’s stands, and I was standing next
to a gentleman that felt very strongly about the quality of
the Bison’s coach’s performance. This man was conveying
to the coach some strongly worded and very loud encour-
agement, but apparently the advice he was giving the coach
regarding his need for post elementary education was of
no use.

After the game, I wandered around the field taking photos


of players and their families celebrating the victory, so by
the time I got to Coach Villegas, he was already surrounded
by his family. I had wanted to ask about how the Raiders
and the Bison were expected to match-up before the game
took place, but I didn’t want to intrude on his happy mo-
ment when I wasn’t looking for anything that was vital to
my duties for TSN.

Across the field on the Bison side there were several assis-
tant coaches slowly packing up gear with the help of some
of the managers, so I wandered over that way figuring that
they too would know the answer to that question. What I
encountered was an assistant coach that was angered that I
would ask such a thing. He said, “What do you think???
We wanted to win!” He was obviously a little emotional,
and misunderstood what I was asking, but rather than fur-
ther upset him by trying to follow up, I smiled and nodded
and wandered away off to the scoreboard so I could twitter
the final score out to the world…
