Report on Recognized Training and Responsible Experience
1.0 INTRODUCTION
This report, based on my training and experience in the field of Civil Engineering is submitted
to the Institution of Engineers, Sri Lanka in fulfillment of the prerequisite to the professional
review to be held in February / March 2014 for election of Corporate Members.
I entered the University of Moratuwa on 5th January 1998 and followed a four-year full time
Engineering Degree Course. I obtained a Bachelor of Science of Engineering Degree,
specializing in Civil Engineering on 23rd January 2003.As an Engineering undergraduate I
completed 6 months in plant training at National Building Research Organization.
After graduation, I joined with Seoul Construction (Pvt) Ltd as a junior Civil Engineer on 01 st
May 2003. It is a Korean construction firm. After successful completion of major events of the
construction within the first year, I joined with W.K.R.Gunasekara and Son as a Construction
Manager on 05th April 2004 and worked for about 05 months. Then I joined with Keangnam
Enterprises Ltd on 06th September 2004 as a Civil Engineer who were the main contractor for
the site I worked with Seoul construction (Pvt). After six months of service for Keangnam, I
joined Wataniya Telecom Maldives in Maldives on 3rd March 2005 as a Civil Engineer. After
the completion of overseas duty, on 04th December 2007, I joined Huawei Technologies as a
Civil Engineer and promoted as an Assistant Manager for civil works. In 05 th October 2010 I
joined with Alcatel Lucent as a Civil Design Engineer. Since then I have been working at the
CME(Civil, Mechanical, Electrical) department. After six months of service in 2011 I was
promoted as the department head . At present, I hold the position of the Project Manager and
still work as the Civil Design Engineer.
Chapter 2 of this report presents a summary of the recognized training and responsible
experience while Chapter 3 presents detailed description on my training and experience.
In Chapter 4, I have presented the contributions made by me in solving specific problems that
I encountered during my office of tenure as a Civil Engineer.

This was my first exposure in working as a Civil Engineer. Opportunity to work under
contractor and the design office helped me to gather lots of experience in construction work.
During this time, I was able to obtain valuable experience in various Civil engineering
activities, under the guidance of senior Engineers.
The structure for the resource centre was built on a pad foundation with tie beams at the ground
level. The super structure of the two storied building consisted of concrete columns, beams,
slabs and staircases. During this training period I was involved in,
a) Supervision of concreting work and quality control
b) Supervision of reinforcement work.
c) Assist to setting out work.

Once I completed my assignment at Paratta, I was assigned to the sites mentioned above. It
was a valuable opportunity for me to supervise the contractors work under the guidance of the
senior Engineers of NBRO . This helped me to develop confidence at the work site and to
understand how to coordinate with the site and the design office.
When I joined the project, excavation works has been completed. During the training period I
was assigned followings tasks and I was able to obtain maximum training in those activities.
a)
Give necessary levels for construction work using leveling instrument.(as an example,
leveling of slabs and beam formwork ,top level of concrete placing ,floor finishing
b)
levels, levels of staircase steps, windows sill levels , etc.).
Dealing with structural & architectural drawings and incorporate those details for
construction work.
c)
I appointed to supervise slump test reading and ensure the workability of concrete.
d)
Site supervision and labour handling.

3.2.1 Comprehensive Design Project for Professional Review Design of a three
storied 06 units housing Complex at Tangalle under Mentor scheme
(From 14th February 2013 to 14th December 2014) 22 months Mentoree
During this period I was supervised by Eng. (Mr.) S.L.H.Gamage who is my Mentor. As a
mentoree first I studied and familiarized with the relevant British Code of practices, Hand
books, Design manuals for building structures and gained the knowledge in following areas.
a) Initial designs of structural elements.
b) Load evaluation for slabs, beams, columns, walls and foundations.
c) Analysis of slabs, beams, and columns.
d) Design of reinforcements for slabs, beams, columns and footings.
e) Structural analysis and design using software package PROKON.
f) Structural analysis and design using software package SAP 2000.
g) Detailing of reinforcement.
Then I involved designing of elements of the project which are submitted as my design
proposal.
The proposed project comprises construction and completion of three storied building
including the foundation. Floors are utilized for residential apartments.

3.3.1 EDCF Housing Project at jaltara, Ranala
(From 01st May 2003 to 30th March 2004 ) 11 months Civil Engineer

After the completion of the degree at the University of Moratuwa, I joined with Seoul
Construction (Pvt) Ltd. Seoul construction (Pvt) Ltd is a Korean based construction firm who
was the subcontractor for Keangnam Enterprises. Keangnam Enterprises was the main
contractor. I was appointed as a civil engineer for this project located at Jaltara, Ranala. This
project was planned to solve the existing housing problems among public servants by Sri
lankan government.
I was assisted by Eng. Amitha Gunawardane during my role in construction work at this site.
This project comprises construction and completion of apartment units of Type A, Type B and
Type C which has a total of 400 housing units. I was assigned to work at the area for Type A
houses.

Once I completed one year service with Seoul Constructions (Pvt) Ltd, I joined with a local
civil engineering firm W.K.R. Gunasekara and Son. There I had to look after two projects
simultaneously as a construction manager.
1. HSBC call centre project
This project client was HSBC Bank. Consultant and main contractor was Larson and
Toubro (India) Limited. Call centre building consists of 06 stories with 184000 sq ft
in total. Also the total project cost was 600 million. W.K.R. Gunasekara and Son
worked as a subcontractor.
2. James Finlay building for tea store
This is a warehouse building constructed to store tea bags. It was with 9inch brick
wall construction up to the roof level with a floor area of 35000 ft2).

Client for this project was Finlays Colombo PLC and consulted by Ruviru associates
(Pvt) Ltd. Total project cost was 100 million.
Duties performed by me as the Construction Manager for both projects
Attend to regular meetings with clients
Arrange meetings with subcontractors to keep the progress well on track
Progress monitoring and controlling
Approving or rejecting the work done
Planning of allowance schemes for those subcontractors who performed well under our
supervision
3.3.3. EDCF Housing Project at jaltara, Ranala
(From 06th September 2004 to 28th February 2005) 06 months Civil Engineer
I joined with Keangnam Enterprises who was the main contractor of the EDCF housing
Project for public servants (where I worked as a civil engineer for Seoul Constructions (Pvt)
Ltd from 01st May 2003 to 30th March 2004) on 06th September 2004.
In this site I was appointed as a Civil Engineer. During this period I gained valuable experience
under Eng.Akila Seneviratne (Resident Engineer) and Eng. Chaturika Dias who was my senior
Engineer.
As a civil Engineer, I had to supervise the work performed by the third party.
Duties in brief performed by me as a Civil Engineer
Supervision of construction works such as masonry work, RCC work and finishes.
Maintain records for weather, site cost, machine usage and labour.
Progress monitoring for all the three types of buildings type A, Type B and Type C.

Coordination for Material arrangement between the warehouse and the sub contractor
for items such as tiles, bath ware etc..,
3.3.4 Wataniya Telecom Maldives
Site construction project for Wataniya Telecom Maldives (Pvt) Ltd.
(From 03rd March 2005 to 30th November 2007) 33 months Civil Engineer
This is my first overseas experience as a Civil Engineer. Wataniya Telecom was a fully
owned subsidiary of Wataniya International. They were going to launch their network in
Maldives as the second telecom operator in 2005. In order to fulfill their requirements, it was
necessary them to build tower structures and other infrastructure facilities such as, Buildings
for indoor installation cabins, power acquisitions etc.., cater the coverage for more than 200
inhabited islands.
Maldives is a collection of islands. At the beginning stage of the project Wataniya
procurement division had finalized two vendors for the tower supply and foundation
construction. Typical foundation parameters (ex: Bearing capacity is 89 KPa) has been used
to design foundations for all the islands. This value is given by the government construction
division which was obtained from their own soil investigation data reports which matches for
all the islands. Structural designs for Buildings, Towers and Foundations were done by the
vendors.
Duties performed by me as a Civil Engineer
Verification of the tower foundation design with the desired tower height
Preparation of site layout plans for islands
Initial setting out at site
Supervision of site excavation and leveling
Checking final setting out, maintaining lines and levels at the site

3.3.5 Huawei Technologies Lanka (Pvt) Ltd
Telecommunication Expansion Projects for Mobitel and Bharathi Airtel
(From 01st December 2007 to 30th September 2010) 34 months Civil Engineer/ Assistant
Project Manager
Huawei Technologies is a total telecommunication vendor and it is a Chinese based
Organization. Huawei is not only providing infrastructure facilities but also network
commissioning for telecom operators in the world which has around 80000 employees across
the globe.
For the first six months I worked as an Engineer for civil division, and then I was promoted
as an Assistant Manager for civil works.
Duties Performed by me as an Engineer/Assistant Manager
Review structural designs
Monitoring and Controlling of design issues with internal and external consultants
Trainer for staff and subcontractors for quality control and construction
Involved in solving quality issues at the sites with necessary coordination with
procedures,
suppliers, engineers and the customer.
Effectively programming and monitoring work to ensure timely completion

Management and co-ordination of site staff and subcontractors to ensure that
construction planning meets companys time and cost targets.
Organization of site mobilizations.
Monitoring progress at the sites using daily records such as site activities, labour and
officer attendance, weather conditions.
Guiding and supervising the work carried out by the skilled & unskilled laborers to
ensure the quality of construction.
I had two site Engineers who worked as my subordinates and I was able to get the personal
improvement award for the work done during my career.
Alcatel Lucent France Sri Lanka Branch
PROJECT: Infrastructure development projects for Etisalat Network Expansion
(From 05th October 2010 up to date) 50 months Design Engineer/Customer Project
Manager
Alcatel Lucent is a European Telecommunication Service Provider who operates across the
globe. It is working with Etisalat for network expansion. This includes construction of
buildings, towers, electrical installations such as grounding work, mechanical installations
etc..,
I joined Alcatel Lucent as a design Engineer and I got the opportunity to work under several
chartered engineers who were assigned for the projects. In the same manner I got the
opportunity to work under Eng. S.L.H.Gamage, who is presently my Mentor. There I could
familiar with the TIA-222-G Structural Standard for antenna supporting structures and
antennas.

Duties Performed by me as a Design Engineer/Customer Project Manager
Design verification of the foundation work for towers, equipment rooms with the
calculations and the site conditions
Propose procedures to go for optimum designs which matches the company objectives
and the environmental health and safety
Overall management of Civil, Mechanical and Electrical works
Monitoring and controlling of site activities via subordinated regional management
teams, Engineers, Supervisors and administrators to meet project deliverables
Subcontractor selection and rate negotiations with regional procurement team for
subcontractors
Attendance to regular meetings with customer to discuss about work progress, blocking
points etc.., for a smoother operation.
Involved in solving quality issues at the sites with necessary coordination with
suppliers, engineers and the customer.

4.0 CONTRIBUTIONS MADE TO SOLVE SPECIFIC PROBLEMS
(Vide Rule 6.3.3)
4.1 Structural Engineering Research Centre and Project Management Division at National
Building Research Organization
4.1.1 Paratta Wardens quarters and resource centre building Project
During my inspection I observed that the subcontractor plastering the wardens quarters
building and RRM foundation work also was going on. While carefully observing the
quality of the plaster, it was noted that, sand was appearing at the top surface which the
color was closer to sand color. This has been happened due to the higher particle sizes of
the sand and the subcontractor had used more sand for the mix proportion. So I checked the
sand they used and informed subcontractor to immediately arrange the suitable sand for the
construction after rejecting the existing lot.
At the time of tie beam concrete I observed that there are different colored steel bars. This
was due improper cleaning of the bars. Steel brought for the resource centre construction
work was kept on the ground by the subcontractor. So I brought the subcontractor and
advices him to clean the bars before place concrete.
Procedure followed to prepare concrete test cubes were found unsatisfactory at this site.
So I presented the subcontractor the correct way of doing that.
4.1.2. Proposed Supermarket at Wattala Mabole
Before pouring concrete I observed that the depths of the some of the pad foundations
are not as per the drawing. Also the pads which were ready for the concrete were with
different sizes. I requested them to clear all these issues and re checked the setting out
prior to pour concrete.

4.2 EDCF Housing Project at jaltara, Ranala
Seoul Construction (Pvt) Ltd.
For this project all the structural designs were done by the National Housing Development
Authority (NHDA) by considering the tor steel with yield strength of 460 N/mm2. All the
required steel was brought from Korea for this project and the tensile test for those steel were
reported as 400 N/mm2 .
So there was an immediate structural design revision to be done in order to continue with the
concrete work. Re design was done by NHDA. Until receiving the new hard copies of the
designs, I coordinated with the main contractor to get the draft versions from them with the
approval of the Design Engineer for National Housing Development Authority. This helped to
minimize the delay of the project as well as the labor idling issues of the subcontractors.

4.3.1.

HSBC call centre project
The low water table at the site made difficulties for excavation work and concreting of
foundation in some part of building blocks. As per construction drawings it was
recommended to place the pad foundation at 1m depth on a firm soil base. To avoid this
problem I instructed the sub contractor to form the dewatering pits around the
foundations and carry out excavation work simultaneously while dewatering was
undertaken. The 2m deep excavation was later filled with 1 m layer of Quarry dust
after discussing with site manager of L & T. Fill was compacted in 200mm layers using
a vibratory compactor. The Quarry dust fill formed the firm soil base to place the

foundation. Meanwhile, water seepage in to the foundation was considerably reduced
after screed was laid. Therefore, it was possible to carry out concreting under dry
conditions.

Since the building had to be completed within a very short period, I had to plan the
work carefully. I advised the sub contractor to allocate appropriate resource personnel
to carry out specific task within a given time schedule and the direct labour was also
handled in the same manner.
4.4.
EDCF Housing Project at jaltara, Ranala
Keangnam Enterprises Ltd.
I organized to minimize the wastage of plywood sheet used for formwork in slabs and
beams. I sketched the plywood arrangement for the slabs and beams and brief the sub
contractor before starting the work. Moreover, I engaged some labour to sort previously
used plywood sheets and cut pieces according to their sizes for reuse. This helped to
reuse more than eighty percent of plywood sheets after first use. The cost for new
plywood sheet requirement for the next slab was reduced as the result of this. The cost
for the direct labour used for sorting of plywood sheet pieces were negligible compared
to the cost for purchasing new plywood sheets. This contributed towards the reduction
of the actual project cost.
Site was very congested with the site office, stores, labour huts and working areas. It
was observed that there were debris everywhere in the site and removed formwork
material was not placed properly. I drew the attention of the sub contractors and direct

4.5 Wataniya Telecom Maldives
MSC site at Hulhumale
After setting out was carried out, it was observed that setting out points had been
disappeared during the construction work. Therefore, setting out points was reestablished and reference lines were set out at 1m distance way parallel the center line
to minimize disturbances.
During the excavation for the foundation service lines and manholes such as waste and
sewer were found at the site. Initially the Senior Engineer wanted to change the setting
out as per situation then. But as the final architectural view was affected by any changes
done for the setting out, I suggested diverting the waste and sewer line with new set of
manholes. The senior engineer agreed for my proposal. Hence, new set of manholes
were constructed with the approval of the local government and payment made to
contractor as an extra work claim.
I arranged to construct a small hut to store reinforcement steel in order to protect them
from corrosion due to rain and moisture
During the constructions and tower erections were going on, I observed that most of the
workmen were not taking necessary safety measures during construction operations.
Hence, I arranged meetings with the workmen in the morning before the construction
operations started and informed them of the scheduled works for the day and the safety
measures needed to be taken to avoid potential dangers and hazards during the works.

Telecommunication expansion civil projects for Bharathi Airtel and Mobitel
Sites of this project were scattered island wide. During the first quarter project review meeting
it is observed that the project is lagging the original schedule. This is mainly due to
subcontractors performance issues due to their own financial obligations.
I inquired Huawei finance team on subcontractors payment terms and found that it is not
flexible for civil subcontractors. So I discussed the matter with the finance manager to go for a
better terms for civil subcontractors. Finally I could be able to get a better plan which the
subcontractors also appreciated and the work started to move well.
4.7 Alcatel Lucent France Sri Lanka Branch
Infrastructure development projects for Etisalat Network Expansion
Significant involvements are as follows;
1. For each telecom site there is a separate foundation design based on the soil
investigation report. There were five sites the actual conditions were not met with the
soil report data. So that those foundation designs were not correct. This created a big
issue and I instructed the subcontractor to perform the tests again at the presence of
Alcatel representative and re-do the foundation designs for all affected sites with no
cost at Alcatel Lucent.
2. For a particular site, there was a fractured rock where we cannot do rock anchoring. It
was a moderately weathered rock and the proposed foundation type was pad footings
for tower legs. But it was so difficult to break this weathered rock to reach the required
depth as explosive blasting cannot be done at this populated area. So based on the
discussions with chartered Engineer and the field staff a raft foundation for the site was
proposed.
3. During a site visit I observed that the site is located in a sloping land. Columns at the
sloping side were going to be slender with the height. So I made a discussion with the

senior Engineer and with the chartered engineers recommendation I could revise the
foundation with tie beams.
4. There was a roof top site where we had to build a Roof top tower. The supporting
structure for the foundation was initially built by the client. During the initial visit, I
observed that the quality of the construction was very poor. Some reinforcement bars
can be seen through the concrete. This structure was to be so dangerous to the people
and also not suitable to do tower foundation work. So First I immediately informed the
situation to our client on this to take actions to sort out the issue.
5. Also I was checking designs received from the subcontractors with the calculations and
I advice them to change the dimensions appropriately to minimize the concrete volume
and to ease the work while keeping the standards. This is since some subcontractors are
designing foundations to get more benefit.
6. For LOI 1 project with Etisalat, the towers brought for the erection were keeping on
corroding. Some were already built and some were at the warehouse at the time of issue
identification. As the PM I consulted ITI professionals to investigate the issue and with
their recommendations, I requested the supplier to immediately attend for the
rectification work. It was a high risk project as Alcatel was unable to close the project
with this issue. I prepared a work plan and got the approval from the client Etisalat, and
put in place. Also I had series of conference calls with Alcatel international supply
chain divisions and the supplier, weekly progress meetings with the supplier and the
customer, preparation of daily progress reports. I could successfully clear the issue two
months ahead the time frame, which I agreed with the customer with the required
quality parameters. This enabled the company to close the project as well as to save
135000 USD as agreed in the signed MOU with the supplier.
