That Affiant has reason to believe and does believe certain evidence more particularly described herein below is being kept in or upon a certain premises, described as follows, to-wit: From the intersection of Thomas Drive and Nancee Drive, travel southwest on Nancee Drive approximately 0.1 miles. 4123 Nancee Drive sits on the southeast side of the road and faces northwest. The residence is tan in color with white trim. It appears to be three stories tall. The numbers 4123 are clearly displayed in the trim of the garage door. Being the property under the control of Adam Frasch and there is being kept on or in said premises certain evidence of a crime, to wit: any and all cellular phones, computers or other electronic devices capable of storing, producing, sending or receiving electronic communication, any diaries, journals or written documentation related to Samira Frasch or Adam Frasch, any video or video recording devices, any digital medium capable of storing videos to include but not limited to thumb drives, compact dises or digital video discs that may contain evidence in violation of the laws of the State of Florida or is/are being kept and constitute(s) evidence of a violation of the laws of the State of Florida, (o wit: ‘Murder contrary to 782.04 Florida Statute @And it appears to the Court that Affiant is a reputable citizen of Bay County, Florida, and that the faots set forth in said affidavit show and constitute probable cause for the issuance for this WARRANT and the Court being satisfied of the existence of said grounds in said application, or that there is probable cause to believe in their existence. Being the property under the control of Adam Frasch and there is being kept on or in said premises certain evidence of a crime, to wit: any and all cellular phones, computers or other electronic devices capable of storing, producing, sending or receiving electronic communication, any diaries, journals or written documentation related to Samira Frasch or Adam Frasch, any video or video recording devices, any digital medium capable of storing videos to include but not limited to thumb drives, compact discs or digital video dises that may contain evidence in violation of the laws of the State of Florida or is/are being kept and constitute(s) evidence of a violation of the laws of the State of Florida, to wit: Murder contrary to 782.04 Florida StatuteSUBABLE AN This the facts tending to establish the grounds for this application and the probable cause of Affiant believing that such facts exist and are as follows: ‘Your Affiant, Investigator James Nolan, is currently employed as an Investigator with the Office of the State Attorney 14th Judicial Circuit. Your Affiant has been a sworn Law Enforcement Officer in the State of Florida for over 31 years. Your Affiant has produced and executed numerous search warrants during his time as an investigator based on probable cause. On February 22, 2014 personnel from the Leon County Sherif?’s Office responded to 8374 Inverness Drive Tallahassee, Florida in reference to a female subject located at the bottom of the swimming pool. The female was identified as resident Samira Frasch. Samira was transported to the Tallahassee Memorial Hospital where she was pronounced deceased. Upon observing the body of Samira Frasch a large contusion was located above her right eye at the time of her death. On, February 23, 2014 Dr. Lisa Flannagan (Medical Examiner) conducted an autopsy of Samira Frasch. Dr. Flannagan determined the cause of death to be “Blunt head trauma and drowning.” Samira and Adam Frasch have a well-documented history of domestic violence and were going through a volatile divorce at the time of Samira’s death. A search warrant was conducted at 8374 Inverness Drive Tallahassee, Florida where numerous items were collected as evidence. Of the items collected many were computers, cellular phones, tablets and other electronic devises capable of accessing the internet, storing photographs and electronic communication. The residence at 8374 Inverness Drive was also equipped with surveillance system as indicated by several cameras located throughout the residence. The recording component of the surveillance system was not present at the time the Leon County Sheriff's Office searched the residence. At approximately 4:00 p.m. on February 22, 2014 Adam Frasch was located at 4123 Nancee Drive Panama City, Florida. At the time Adam was contacted by law enforcement he had his two daughters he has in common with Samira in his care, custody and control. On November 15, 2013 a court order was in place granting Samira Frasch sole custody of the children at that time. A warrant was issued for Adam Frasch for interference with ‘Child Custody and Adam was taken into custody in Bay county. Throughout this investigation four cellular phones have been reviewed as well as several interviews conducted in an attempt to determine what occurred on February 22, 2014 at $374 Inverness Drive that led to the death of Samira Frasch. These interviews led to the discovery of several female acquaintances Adam had during his marriage with Samira, It was learned that Adam Frasch had several cellular phones with which he communicated with Samira, employees of his two medical practices in Georgia (one for each business), female acquaintances and children. Two witnesses have indicated Adam Frasch had a separate phone for each of his female acquaintances. As of this time law enforcement has documented Shaquita Carter, Erica Tidwell, Martha Moore and Daphne Debrose as known acquaintances of Adam. It is unknown if all of Adam Frasch’s cellular phones have been collected at this time as law enforcement has only located four cellulara ee ee ee ee Adam at this time it is believed that five (5) to eight (8) cellular phones have not been located at this time. On January 9, 2015 an interview was conducted with Jeffery Towe who resides at 4122 Nancee Drive Panama City, Florida. Towe has known Adam Frasch for several years and has visited Adam and Samira at their residence in Tallahassee, Florida. During the interview with Towe he advised he made contact with Adam at 4123 Nancee Drive on February 22, 2014. At that time Adam advised Towe he and Samira had been in a fight about Adam’s extra marital relationships. Adam told Towe that Samira had recently paid one of his female acquaintances $4,000.00 for a copy of a sex tape of Adam and the unknown female. With the information that Samira and Adam were in an argument about a sex tape involving Adam Frasch and another female and Adam leaving Tallahassee at 08:00 a.m on February 22, 2014 and located in Panama City later that same morning, a reasonable person would believe Adam may have possessed the video which led to the argument with Samira when he traveled to Panama City. No such video has been located as, of this time. Towe also advised he has observed a diary or journal written by Samira located in the residence at 4123 Nance Drive. The diary was written in French. Towe first observed the diary in the early months of 2014 and last saw it approximately two months ago in the residence at 4123 Nancee Drive Panama City, Florida, Towe was not aware of any persons entering the residence sincé he observed the dairy approximately two months ago. At this time a search warrant is being requested for the residence at 4123 Nance Drive Panama City, Florida to search for any and all cellular phones, computers or other electronic devices capable of storing, producing, sending or receiving electronic communication, any diaries, journals or written documentation related to Samira Frasch or Adam Frasch, any video or video recording devices, any digital medium capable of storing videos to include but not limited to thumb drives, compact discs or digital video discs that may contain evidence related to the murder of Samira Frasch. On the basis of your affiant’s experience and from the facts set forth herein, your Affiant believes and had good reason to believe that certain evidence, more particularly described herein of the crime of Murder, is now being kept within said premises.
