The significance of effective leadership and management for the successful operation of schools
and colleges is widely acknowledged in the twenty-firstcentury. There is growing recognition
that the quality of leaders, and leader-ship, is critical if schools are to produce the best possible
outcomes for theirlearners, and their stakeholders. The longstanding appreciation of the vital
roleof teachers is belatedly being matched by an understanding that skilled leader-ship is also
required if schools and colleges are to thrive.The traditional view in many countries is that
school principals and seniorstaff need only to be qualified and experienced teachers. However,
there is nowan emerging recognition that leadership is a parallel, if not separate, professionand
requires specific preparation. This has led many countries to introduceformal development
opportunities for aspiring and practising principals. Incountries as diverse as Canada, England,
France, Scotland and the USA, a formalleadership qualification is required
before
senior leaders take up their posts. Else-where, there is more reliance on in-service opportunities.
The nature of thedevelopment process varies in line with the specific context, but the
overalltrend is towards preparing and developing leaders as a key dimension of
schoolimprovement.
Introduction
There is great interest in educational leadership in the early part of the twenty-first century. This is
because of the widespread belief that the quality of leader-ship makes a significant difference to school
and student outcomes. In manyparts of the world, including both developed and developing countries,
there isrecognition that schools require effective leaders and managers if they are toprovide the best
possible education for their students and learners. As the globaleconomy gathers pace, more governments
are realising that their main assetsare their people and that remaining, or becoming, competitive depends
increas-ingly on the development of a highly skilled workforce. This requires trainedand committed
teachers but they, in turn, need the leadership of highly effec-tive principals with the support of other
senior and middle managers.

1 - The Pyramid of
Leadership

Leadership translates vision into reality by inspiring followers to want to experience the
change process. And to influence their followers to willingly jump into that experience,
leaders need a specific set of competencies1
to guide their actions. Although competencies
will always differ from one leader to the next, having a core set to draw from increases the
chance for success. These competencies can be thought of as the inner tools for motivating
employees, directing systems and processes, and guiding the business towards common goals
that allow the organization to increase its value. This leadership guide is broken into three
main parts that form a Pyramid of Leadership (see figure 1):
