Adm. Circular No. 14-93

This circular outlines guidelines for compliance with the Revised Katarungang Pambarangay Law, which requires parties to undergo barangay conciliation before filing cases in court. It specifies 11 categories of disputes exempt from the conciliation requirement and the certification requirements that must be met for parties to file a case in court. Trial courts are instructed to scrutinize cases for compliance with the conciliation procedure and may dismiss non-compliant cases or refer them to the appropriate barangay authority. Strict observance of the guidelines is mandated to prevent circumvention of the Revised Katarungang Pambarangay Law.
