THE PROBLEM AND ITS BACKGROUND
INTRODUCTION
It is said that no one truly knows a nation until one has been inside its jails.
A nation should not be judged by how it treats its highest citizens, but its lowest
ones.This was the Nelson Mandelas strong conviction that the penal system reflects the
overall characteristic of a nation.
There is a feature on one GMA News program on December 15, 2014 impressing
that there is a strong indication of a mafia-style culture in the New Bilibid Prison in
Muntinlupa City. This issue of maladministration of the penal colony will reflect our
government ineptness to curb nefarious transactions. Secondly, it betrays public trust and
interest by abusing the powers delegated by the people to have a just and humane
society. As a result, the State loses its moral ground to govern as dictated by the social
contract between the State and the people that when the government is bad, we have the
right to overthrow it.
Unfair treatment against the prisoners is another issue with political implications.
Social status is regarded as premium for the privilege few. They may even bribe their
wardens or cohorts to commit smuggling of luxurious items and prohibited substance.
Worse, they could buy their temporary liberty to visit relatives or business partners.
This never ending issue of inequality is particularly manifested in the
researcherscase study about our penal colony which revolves with the perceptions of the
visitors of the incarcerated prisoners of New BilibidPrison about some practices inimical to
the national interest.
All is not yet lost. We can still denounce the very wrong administration of our penal
system and advocate rectifying the same by being vigilant and practicing good governance
and transparency.
That is why the researchers would like to assess the practices for the treatment
towards prisoners of the New Bilibid Prison as well as to draw their conclusions on this
matter and eventual offering recommendations that would redound to the great benefit of
the New Bilibid prisoners in exercising the democratic ideals of ours is the government of
laws, not of men.
STATEMENT OF THE PROBLEM
This study will be conducted to assess the management of the New Bilibid Prison.
This study will specifically seek to answer the following questions:
1. What is the demographic profile of the respondents in terms of :
1.1 age;
1.2 gender;
1.3 educational attainment;
1.4 relation;
1.5 occupation; and
1.6 income?
2. How do the respondents learn about the issue regarding the management of New
Bilibid Prison?
3. How do the respondents rate their awareness concerning the management of New
Bilibid Prison?
4. Does the New Bilibid Prison manifest its efficiency in managing the welfare of the
prisoners?
5. How does the social status of the prisoner affect the penal colony administrators in the
management of the New Bilibid Prison?
6. How may the result of this study be used in improving the management of New Bilibid
Prison?
7. Is there significant relationship between the profiles of the respondents and their
response on the management of prisoners inside the New Bilibid Prison?
HYPOTHESIS
H0:There is no significant relationship between the profiles of the respondent and
their response on the treatment of prisoners inside the New Bilibid Prison.
SIGNIFICANCE OF THE STUDY
This study aims to know the perceptions of the visitors of the inmates to the
treatment of the New Bilibid Prison management toward their prisoners. The study also
called for the development of policies and to awaken the people behind the controversies
regarding the situations inside the prison.
This research study will give benefit to the following:
Government officials for them to learn their duties as our tasked leaders, who are
mandated by the New Constitution to serve us with utmost responsibility, integrity,
efficiency and loyalty. The findings of this study will alarm them to make an action
regarding on the perception of the citizens to the special treatment of the policemen
towards the prisoners and to investigate deeply about the controversies.
Penal Administrators for them to consider this study on the good practices on
treating the prisoners so that they can change the thoughts of the citizens by developing
and changing their policies.
Citizens of the Philippines for their minds to be enlightened regarding of the real
story behind those controversies. They will have knowledge and courage to participate in
the development of our policies in the prison.
Prisoners for them to have the courage to tell the existent happenings inside the
New Bilibid Prison and to help them grab equal treatment as to the other prisoners also.
Future Researchers for them to have starting point and available reference
material in undertaking associated studies or other aspects that were not investigated in
this study.

Theoretical Framework
The diagram of David Easton in his behavioral approach to politics was used by the
researchers to give more ideas and clearer explanations on the subject matter. The
researchers gathered data was formulated with the help of Easton's model. It was
proposed that a political system could be seen as a delimited (i.e. all political systems
have precise boundaries) and fluid (changing) system of steps indecision making. Easton's
model consists of simplified steps:
Step 1, changes in the social or physical environment surrounding a political system
produce "demands" and "supports" for action or the status quo directed as "inputs"
towards the political system, through political behavior.
Step 2, these demands and supporting groups stimulate competition in a political
system, leading to decisions or "outputs" directed at some aspect of the surrounding social
or physical environment.
Step 3, after a decision or output is made (e.g., a specific policy), it interacts with its
environment, and if it produces change in the environment, there are "outcomes."
Step 4, when a new policy interacts with its environment, outcomes may generate new
demands or supports and groups in support or against the policy ("feedback") or a new
policy on some related matter.
Step 5, feedback, leads back to Step 1, forming a never-ending cycle. If the system
functions as described, then we have a "stable political system". If the system breaks
down, then we have a "dysfunctional political system".
Furthermore, if we hold the system of political actions as a unit before our mind's eye,
as it were, we can see what the system that keeps going were the inputs of various kinds.
Inputs came from the environment where there are a lot of factors that the inputs may be
affected. These inputs were converted to the processes of the system, from inputs into
outputs. Inputs in turn consequence for both the system and the environment in which the
system exists.

The research paradigm that guided this study is shown in figure; it follows the InputProcess-Output approach. The topic tackles the management of New Bilibid Prisons
towards the prisoners as assessed by their relatives and peers which is affected by the
different factors of environment. The responses will act as a catalyst in rendering the
appropriate reaction to change the way the administrators and prison officials to provide
the prisoners their needs and privileges.
The first box is the input where the title of this research study covered. This title
contains the respondents and subject of this study. These are the gathered data needed to
obtain the assessment of relatives and peers. The questionnaires, an instrument used by
the researchers in order to obtain the output were placed on the process section of this
framework. The questionnaires were personally distributed to the respondents. Lastly, is
the output section were the result or outcome of study presented. This includes the
significant result of the study such as the assessment of the family and relatives of the
prisoners in Muntinlupa.
