KIOCL Limited is desirous of participating in the upcoming tender for
installation of a 5.06 MTPA Capacity Beneficiation Plant at Bolani Iron Ore
Mines of M/s. SAIL on Build, Own, Operate and Transfer (BOOT) / Build,
Own and Operate (BOO) basis.
Any agency/organization/parties/contractor who would be interested to
join hands with KIOCL Limited as a Consortium member for jointly
participating in the above tender may submit their response to this
expression of interest along with the relevant details.
The last date for submission of the EOI is 30.01.2016 at 5.00 PM. For

KIOCL Limited (formerly Kudremukh Iron Ore Company Limited) Countrys
prestigious 100% Export Oriented Unit with Mini Ratna status under the Ministry of
Steel, Government of India was incorporated on 2nd April 1976. Company is having
over three decades of experience in Owning, Operating, Maintaining & Controlling
(of the Process Parameters) of the Iron ore beneficiation plant of capacity of 7.5
MTPA and Iron Oxide Pellet Plant of capacity of 3.5 MTPA and also 2.16 lakhs
capacity Blast Furnace Unit at Mangalore, Karnataka. Presently KIOCL is engaged in
the business of manufacturing and exporting high quality Iron Oxide Pellets and
supply of Pig Iron for domestic market. KIOCL has entered into an agreement with
NMDC for Operation and Maintenance (O & M) of their Beneficiation plant & Pellet
Plant at Donimalai and also a chrome Beneficiation plant of M/s. OMC at Orissa.
Company is ISO-9001: 2008 certified for Product Quality, ISO-14001: 2004 certified
for Environmental Management and OHSAS: 18001:2007 certified for Occupational
Health and Safety Management System. Companys Registered office is located at
Bangalore, Karnataka State.
INVITATION OF PROPOSAL :
Steel Authority of India Limited (SAIL) propose to set up a 5.06 MTPA Beneficiation
Plant at their Bolani Iron Ores Mines on Build, Own, Operate and Transfer (BOOT)
/Build, Own and Operate (BOO) basis.
KIOCL is desirous of participating in the upcoming tender for installation of a 5.06
MTPA Capacity Beneficiation Plant at Bolani Iron Ores Mines on Build, Own, Operate
and Transfer (BOOT) / Build, Own and Operate (BOO) basis for M/s. SAIL. Any
agency/organization/parties/contractor who would be interested to join with KIOCL
Limited as a Consortium member for jointly participating in the above job may
submit their response to this expression of interest (EoI) along with the relevant
details.

Bolani Iron Ores Mines is located in Keonjhar district
of Orissa, India and is 12 km from Barbil Railway
station and 320 km from Kolkata.
Bolani Iron Ores Mines is a major source of iron ore
supply for Durgapur steel plant and other steel
plants of SAIL in the eastern sector.
The proposed beneficiation plant is to produce 5.06
Mt/yr of concentrate from 6.53 Mt/ yr of feed.
Washed iron ore lumps (-30+6mm), washed iron ore
fines (-6+0.15mm), slimes & tailing deposited at
existing tailing.
Ten year of plant operation & maintenance shall be
considered as concession period. M/s. SAIL reserves
the right to extend the concession period or decide
otherwise afterwards.

About the Project :

Steel Authority of India Limited (SAIL) owns and operates five integrated steel plants
at Durgapur, Rourkela, Bokaro, Burnpur in eastern sector and Bhilai in central India.
The total iron ore requirement of these plants is met through SAILs captive sources.
Expansion at SAIL plants is on the verge of completion leading to requirement of
increased quantity of good quality iron ore requirement of good quality iron ore is
being planned to be met after beneficiating the ROM ore from the existing captive
mines.
Raw Materials Division (RMD) with its headquarters at Kolkata is the controlling unit
of the captive mines of SAIL meeting iron ore requirement of the steel plants located
in eastern India. RMD manages seven iron ores mines of SAIL with an annual
production of more than 20 Mt/yr of iron ore.
Bolani Ores Mines is located in Keonjhar district of Orissa, India and is 12 km from
Barbil Railway station and 320 km from Kolkata.
Bolani Ores Mines under RMD have been identified as major source of iron ore
supply for Durgapur steel plant and other steel plants in the eastern sector. SAIL
desires to develop beneficiation facility at Bolani Iron Ores Mines with latest
technologies to produce 5.06 Mt/yr finished products on BOOT / BOO basis.
MECON Limited is the consultant to provide consultancy services for selection of
parties and for providing consultancy services during installation of beneficiation
plant at Bolani on BOOT / BOO basis.
Method of execution i.e BOOT / BOO shall be decided by RMD, SAIL based on
response of this EOI.

MECON Limited has prepared Detailed Project Execution Report for installation of
beneficiation plant to produce 5.06 Mt/yr of concentrate from 6.53 Mt/ yr of feed.
Washed iron ore lumps (-30+6mm), washed iron ore fines (-6+0.15mm), slimes &
tailing deposited at existing tailing pond shall be provided at battery limit as feed to
the proposed beneficiation plant.
Ten year of plant operation & maintenance shall be considered as concession period
now. RMD, SAIL reserves the right to extend the concession period or decide
otherwise afterwards.

a) Design & engineering of the proposed beneficiation plant shall be done
considering beneficiation plant life of 20 years.
b) Installation of Beneficiation plant at Bolani as per Technical Specification (TS)
that will be provided by MECON / SAIL to the successful bidder. The
facilities which needs to be installed, operated, maintained are as under;
i

Iron ore receipt facilities at battery limit

ii Storage of lumps & fines in open stockpile and slimes in tanks.

iii Tertiary crushing plant for D & Panposh area iron ore material
iv Lump & Fine Jigging Plant
v Fines beneficiation plant
vi Concentrate filtration plant
vii Product conveying to existing lump & fines stockpile
viii Tailings pipeline upto existing tailing dam

c) Time Schedule for successful commencement of production from the plant is

maximum limited to 30 months from the date of issue of LOI by SAIL.
d) Operation & maintenance of beneficiation plant for the concession period.
e) Necessary maintenance of the beneficiation plant so as to achieve a
minimum of 95% plant availability by the successful bidders.
f) Transfer of well maintained Beneficiation plant in good operating condition
after replacing all the wear & tear parts and others equipments ensuring min
95% plant availability in each year for last three years of the concession
period to RMD, SAIL or as decided by SAIL at that time.
DPER information shall be shared by M/s. SAIL with only shortlisted bidders.
Time Schedule:
The time schedule of the above scope of the work may be considered to be 30
months (max) from the Effective date of Contract for start of commencement of
production after installation of proposed beneficiation plant.
Ten year of plant operation & maintenance shall be considered as concession period
now. RMD, SAIL reserves the right to extend the concession period or decide
otherwise afterwards.
Technical Requirement :
The bidder should have experience of having successfully executed similar works
during last consortium 20 years ending on last day of the preceding month. The
technical requirements to be considered for evaluation purpose is given below
Technical Qualification:
Interested parties should have following credentials
a) Designed, engineered, supplied / provided procurement services,
commissioned or provided technical supervision services for commissioning
and have established satisfactory performance of at least one number of
minimum three (3) Mtpa throughput capacity new Beneficiation Plant based
on hematite iron ore which includes grinding, gravity and high intensity
magnetic separation etc. The plant above must have operated satisfactorily
for a period of at least two years after commissioning prior to date of
tender.
b) Interested applicants shall submit EOI on single or consortium basis. In case
of consortium, maximum four parties are allowed.
c) Technology supplier has to be a member of the consortium

Rights to the content of the proposal :

For all the EOI applications received before the last date and time of EOI
submission, the EOI and accompanying documentation of the PreQualification application will not be returned after opening of the EOIs.
KIOCL is not restricted in its rights to use or disclose any or all of the
information contained in the EOI and can do so without compensation to the
applicants.
Acknowledgement of Understanding of Terms :
By submitting an EOI application, each bidder shall be deemed to
acknowledge that it has carefully read all sections of this EOI.
The interested party to join hand with KIOCL Limited as a consortium member
for jointly participating in the above tender shall indicate the following to
justify their credentials.
They shall have experience in setting up of at least one number of minimum three (3)
MTPA capacity new beneficiation Plant based on Hematite Iron Ore processing
which shall included grinding, gravity and high intensity magnetic separation etc.
