(si, eh 1am directed to refer to the subject noted above and to say that Haryana Urban Development Authority (HUDA) allotted an institutional plot No. C-17, Sector-6, Panchkula to a company namely Associated Journals Ltd. on 24.8.1982. The same was resumed on 30.10.1992 for non construction. The allottee company filed an appeal which was dismissed by the Administrator HUDA on 26.07.1995. The allottee Company preferred revision which was dismissed by Commissioner, Town and Country Planning Department vide order dated 10.10.1996, By abusing his position and powers to give undue advantage to the allottee, in contravention of all the policies and also against the advice rendered by the HUDA officials and the legal opinion of the Legal Remembrancer, Haryana for re advertising the plot, the resumed plot was re allotted to the allottee company M/s Associated Journals Ltd, at original rates plus interest thereon till date by the then Chairman HUDA (the then Chief Minister Sh, B.S, Hooda), vide his order dated 28.08.2005, An FIR No, 03, dated 5.5.2016 under section 409/420/120-B IPC and 13 PC Act was ‘registered at Police Station State Vigilance Bureau Panchkula, District Panchkula. During ‘investigation it was found that the said institutional plot No. C-17, Sector -6, Panchkula was re allotted by the then Chairman HUDA (the then Chief Minister Sh. BS. Hooda) in an arbitrary manner and in complete violation and disregard to the rules and HUDA Act and against the advice rendered by the HUDA officers to re advertise the plot as such, causing ‘wrongful loss to the exchequer and wrongful enrichment to the company.‘The State Government has considered the matter. Another case relating to allotment of industrial plots of HUDA Panchkula is already under investigation with the CBI. The matter relating to Associated Journals Limited in Delhi and Mumbai is already being looked into at national level. Keeping in view that persons in high places are {involved and in view of the complexities involved in the matter as well as the fact that the allottee Company and its office bearers have their offices/residences across many States, ‘which will be beyond the working of State Vigilance Bureau , it has been decided to get the ‘matter investigated from the Central Bureau of Investigation for a free and fair investigation. Referring the case to the CBI will also ensure an impartial investigation by an independent agency in this matter having inter-state ramifications. In view ofthe above, I have been directed to request you to issue necessary Instructions tothe CBI authorities to rake aver the investigation of this case urgently.
