Mabuhay! BPS Product Certification Schemes
The BPS implements a mandatory product
certification for various building and construction
materials, electrical and electronics, and chemical
and consumer products under its Product
Certification Schemes as follows:
Philippine Standard (PS) Certification
Scheme for local/foreign manufacturers; and
Import Commodity Clearance (ICC)
Certification Scheme for importers
Products under the BPS List of Products Under Mandatory
Certification cannot be sold or distributed in the Philippine
market without the necessary PS or ICC marks.

PS Certification Scheme
Department Administrative Order No. 04:2008
The New Rules and Regulations Concerning the
Philippine Standard (PS) Quality and/or Safety Certification
Mark Scheme of the Bureau of Philippine Standards
The PS License is issued to a local or foreign manufacturer
upon compliance with the following:
FACTORY AUDIT Based on Quality Management Systems
or ISO 9001
PRODUCT AUDIT Based on the specific Philippine National
Standards (PNS)

Mabuhay! PS Marks
The BPS issues the PS License to a manufacturer whose factory
and product has successfully complied with the requirements of the
PNS ISO 9001 and the relevant product standards respectively.
With the license, the manufacturer is authorized to affix the PS
Mark on their product and/or product package.

Validity of the PS License
DAO 4:2008
5.10 The license shall take effect from
the date of its issue and shall be in full
force and effect for a period of three
(3) years, subject to a minimum
annual surveillance audit.
At any time, the license can be
suspended, withdrawn or cancelled
for a cause.

DAO 05:2008
-Prescribes rules and regulations on issuance of ICC to import
shipments covered by mandatory BPS product Certification.
DAO 15-01:2015
-Delisted 5 products and 4 performance standards from the
List of Products Under Mandatory Certification subject to the
compliance with the markings and labeling requirements.
Note:
5 products under building and construction materials
4 performance standards for electrical products
- The test report of the products shall have 1 year validity from
the date of issuance, provided that the product was
manufactured by the same company, with the same type and
model.

1. Import shipment without valid TR
2. Import shipment with valid TR
3. Import shipment with PS Quality and/or
