COMES NOW, your Affiant, Special Agent Brian Ray, who being duly sworn says that he has
probable cause to believe that Jonathan Lance Hobby did commit the offenses of Insurance
Fraud in the Second Degree, in violation of Florida Statute 817.234(1}(a) and 11(b), Conspiracy
to Commit Insurance Fraud, in violation of Florida Statute 777.04(3)(c) and 817.234(1)(a),
Conspiracy to Deal in Stolen Property, in violation of Florida Statute 812.019(1), Operating a
Chop Shop, in violation of Florida Statute 812.16(2), and Filing a alse Police Report, in
violation of Florida Statute 817.49.
COMES NOW, your Affiant, Special Agent Brian Ray, who being duly swom says that he has
probable cause to believe that Bruce Dewayne Wilson, Jr. did commit the offenses of Conspiracy
to Commit Insurance Fraud, in violation of Florida Statute 777.04 (3)(c) and 817.234(1)(a),
Conspiracy to Deal in Stolen Property, in violation of Florida Statute $12.019(1), and Operating
a Chop Shop, in violation of Florida Statute 812.16(2)..
COMES NOW, your Affiant, Special Agent Brian Ray, who being duly sworn says that he has
probable cause to believe that Carl John Roach, Jr. did commit the offenses of Conspiracy to
Deal in Stolen Property, in violation of Florida Statute 812.019(1), and Operating a Chop Shop,
in violation of Florida Statute 812.16(2).
While not inclusive of every fact known to your Affiant about this investigation, your Affiant’s
reason for this belief is as follows:
Your Affiant, Special Agent Brian Ray, is currently employed as a swom State Law
Enforcement Special Agent with the Florida Department of Law Enforcement (FDLB), currently
assigned to the Brooksville Field Office. Your Affiant has 10 years of experience investigating
various types of crimes including financial crimes, identity theft, organized crime, schemes to
defraud, and insurance fraud as a cettified Law Enforcement Officer. Your Affiant has been a
Special Agent with FDLE since 2015 and prior to that was a Detective with the FloridaDepartment of Financial Services. This investigation was initiated as a result of FDLE receiving
a request for investigative assistance from the Pasco County Sheriff's Office,

During the course of the investigation, Your Affiant leamed that on May 13, 2017, Jonathan
Lance Hobby (hereinafter referred to as “Hobby”) contacted the Polk County Sheriff's Office
and reported his 2015 Dodge Ram 1500 truck stolen at Rancho Bonito, which is located in
Lakeland, Florida. Polk County Sheriff's Office Deputy Gregory Inderbitzen responded to the
scene of the reported incident and documented in his report (PCSO Case 17-2170) that he met
with Hobby at Rancho Bonito located at 44356 Highway 54, Lakeland, Florida, 33849, in
regards to a “stolen vehicle” at 02:57 a.m,
Hobby informed Deputy Inderbitzen that he parked his “black 2015 Dodge Ram 1500” at
approximately 11:30 p.m. on May 12, 2017, at Rancho Bonito in order to ride his ATV four
wheeler. Hobby explained to Deputy Inderbitzen that when he left and retumed to where he
parked his vehicle at approximately “02:30” hours, his vehicle was “missing.” Mr, Hobby
advised thet he left the keys to his vebicle in a “small toolbox which was inside the large
toolbox” that was mounted to the bed of his truck. Deputy Inderbitzen conducted a canvas of the
area in Rancho Bonito but “no one could remember seeing or hearing anything out of the
ordinary.” Deputy Inderbitzen documented in his report that he was “unable to locate any
evidence in relation to this incident.”
Polk County Sheriff's Office Detective Jordan, who was assigned to investigate this case,
informed Your Affiant during the investigation that Hobby contacted him on one occasion to
ascertain if his Dodge Ram truck had been located and to check the status of Detective Jordan's
investigation.

Your Affiant learned that on May 16, 2017, at 8:33 am., Hobby provided a recorded statement
to a GEICO Insurance Claims Representative regarding his black 2015 Dodge Ram 1500 truck
that Officer Hobby reported stolen during the early hours of May 13, 2017. Daring the recorded
call, Hobby confirmed that he filed a stolen vehicle report for his 2015 Dodge Ram truck with a
Polk County Sheriff's Office Deputy. Hobby stated that his vehicle was locked; however Hobby
claimed that he left his truck keys, “inside the truck toolbox which had another mechanic toolbox
inside of it full of tools.” Hobby surmised that the “whoever was looking for something just to
steal, stumbled across my keys.”
Hobby informed the Claims Representative that the reason why he left his truck keys inside his
toolbox was because he did not want his keys to get “wet” while he was riding his ATV at
Rancho Bonito. Hobby added that “somebody really really wanted to steal my stuff? and
speculated again that he believes the thief initially wanted to steal “tools” out of his truck but
instead, found his truck keys,Hobby claborated that when he arrived at Rancho Bonito on May 12, 2017, be parked his Dodge
Ram 1500 truck around “other vehicles,” however; when he returned to where he parked his
Dodge Ram truck at Rancho Bonito around “3:00 a.m.” on May 13, 2017, to get “gas” for his
ATV, Mr. Hobby noticed that his truck was “gone.” Hobby stated that he did not observe any
glass on the ground but did observe a “track.” Hobby stated that he met with “other friends”
When he arrived at Rancho Bonito on May 12, 2017, and that his fiends had been riding their
ATVs at Rancho Bonito “all day” before he arrived with his ATV. Hobby stated that after he
reported his Dodge Ram truck stolen to the Polk County Sheriff's Office, one of his “friends”
that was at Rancho Bonito gave him a ride to his residence
Hobby stated that he purchased his 2015 Dodge Ram 1500 truck “brand new” and that the
aforementioned vehicle was financed through Ally Financing. Hobby claimed that he made loan
Payments on his Dodge Ram truck regularly and that his payments are “current.” Hobby
informed the Claims Representative that his daughter's “car seat” was located inside the Dodge
Ram 1500 truck along with his pocket knife, tools, ATV four wheeler ramps, and tie down
straps, which he reported stolen as well. When the Claims Representative asked Jonathan Hobby
if he was willing to prosecute the person(s) responsible for the theft of his vehicle, Hobby
replied, “absolutely.” Hobby concluded by stating that he was “upset” about the theft of his
Dodge Ram 1500 truck.
During the claim process, Hobby completed and signed a vehicle theft questionnaire on May 22,
2017, form involving his 2015 Dodge Ram 1500 truck, and listed that his vehicle was stolen at
“44356 Hwy 54 Lakeland FL. 33849” (Rancho Bonito). The next question asked way the
yebicle was at the aforementioned location, which Officer Hobby responded, “riding atv's.”
Officer Hobby listed on the form that the date and time that his vehicle was discovered missing
was on “5/13/2017” at 2:30 am.” Officer Hobby acknowledged on the form that his truck keys
were inside his vehicle at the time of the theft and were located, “in the toolbox.” Hobby stated
con the form that he reported his vehicle stolen to Deputy Gregory Inderbitzen of the Polk County
Sheriff's Department. The final question on the form asked, “If the identity of the person or
persons responsible for the theft of this vehicle is established, are you willing to prosecute that
person or persons?” to which Hobby checked, “Yes.”
On June 26, 2017, GEICO Insurance issued a settlement check to Ally Financial in the amount of
$24,712.72 to pay off the lien for Jonathan Hobby’s 2015 Dodge Ram 1500 truck. in addition,
GEICO Insurance issued a pay out in the amount of $300.00 to Jonathan and Shannon Hobby for
the “child car seat and stolen items” that Mr. Hobby reported to GEICO Insurance that were
located inside his stolen Dodge Ram 1500 truck at the time it was reported stolen.

‘On October 19, 2017, Detective Robert Tungate of the Dade City Police Department contacted
the Pasco County Sheriff's Office regarding a stolen vehicle that was located at Afler Hours
Diesel Service, located at 14439 8” Strect, Dade City, Florida. The Dade City Police
Department requested investigative assistance from the Pasco County Sheriff's Office after the
VIN search revealed that the stolen vehicle was owned by Dade City Police Officer Hobby.
Detective Brian MeGavok of the Pasco County Sheriff's Office was assigned the case. Det.‘Tungate informed Det. McGavok that John Bolender, who is the landlord/owner of a commercial
property that was being leased by After Hours Diesel Service, became “suspicious” of a vehicle
that was located at After Hours Diesel Service after the employees of After Hours Diesel Service
could not explain to him why the vehicle was there. Mr. Bolender took a picture of the vehicle’s
identification number (VIN) and provided the picture to Dade City Police Officer Kris Davis.
Officer Davis conducted a search on NCIC/FCIC and ascertained that the aforementioned
vehicle was reported “stolen” out of Polk County, Florida,
According to Det. Tungate, the vehicle, a 2015 Dodge Ram 1500 truck, was reported stolen to
the Polk County Sheriff's Office on May 13, 2017, under Polk County Sheriff's Office case
number 17-2170. The victim of the stolen Dodge Ram truck was Dade City Police Officer
Jonathan Hobby. Det. McGavok was informed that After Hours Diesel Service was owned and
operated by Bruce Wilson, Jr., and that the “stolen vchicle” was located on top of an air
conditioned office within the warchouse building. Det. McGavok documented that he arrived at
After Hours Diesel Service on October 19, 2017, at 3:36 p.m. and that the business was open.
Det. Met intervi Diesel emplo “Chuck” Roach Jr.
Dei. McGavok, along with Pasco County Sheriff's Office Det. James Prack, conducted a
recorded interview with Carl “Chuck” Roach, Jr. (hereinafter referred to as “Roach”), Roach
stated that he was employed by After Hours Diesel Service as a “mechanic” and is paid “$850.00
@ week” by Bruce Wilson, Jr. (hereinafter referred to as “Wilson”). Det. McGavok inquired
about the Dodge Ram truck that was sitting on top of the office inside the warehouse, and asked
if it was common to keep vehicles stored on top of the office, Roach replied that it was
“common” to keep bodies of vehicles above the office while completing rebuilds or “frame offs"
to ensure that the body of the vehicle does not get damaged. Roach stated that he dismantled the
“truck in question” (Hobby's Dodge Ram 1500) after being ordered to do so by Wilson. Roach
denied knowing who brought the Dodge Ram 1500 truck to After Hours Diesel Service but
claimed that the aforementioned vehicle had been at the business for a “few months.” Roach
stated that Wilson ordered him to do a complete “frame off” of the Dodge Ram track, and added
that he doesn’t ask Wilson any questions about the vehicles that are brought to the business.
Det. McGavok interviews the Owner of Aftor Hours Diesel Service, Bruce Wilson Jr.
During the inspection of vehicles located at After Hours Diesel Service, Det. McGavok
conducted a recorded interview with Bruce Wilson, Jr. who stated that he is the sole owner of
After Hours Diesel Service. Wilson admitted that the Dodge Ram 1500 truck that was located
above his office belongs to “Lance Hobby” (Hobby), Wilson explained that he would often go
on ride alongs with Hobby during his patrol shifts. During one of the patrol ride alongs, Hobby
informed Wilson that he bad an unknown “cancer” and wanted to “get rid of the truck.” Hobby
‘mentioned that he recently purchased the Dodge Ram 1500 truck; however, the truck payments
were “too high.” Wilson acknowledged that he, along with Hobby, mutually agreed to bring
Hobby’s 2015 Dodge Ram 1500 i i *FDLE Investigation on Hobby
On October 23, 2017, Your Affiant was assigned the Hobby case to conduct an investigation.

Meeting with Dade City Police Department Captain David Duff
On October 30, 2017, Your Affiant met with Captain David Duff at the Dade City Police
Department in order to review the employee personnel file for Hobby. During the review, Your
Affiant observed that Hobby previously received a disciplinary notice by the Dade City P-D. for
misusing the DAVID system (Driver License and Vehicle Information database) by conducting a
search on a Dade City P.D. employee, After observing the DAVID disciplinary notice, Your
Affiant inquired if Hobby conducted a search of Bruce Wilson, Jr. on the DAVID system at any
point in 2017. Capt. Duff requested his assistant fo conduct a search of Hobby's DAVID search
inquires in 2017, which later revealed that Hobby did in fact conduct a DAVID search of "Brace
Dewayne Wilson, Jr." on May 2, 2017. Capt. Duff provided Your Affiant with a copy of the
aforementioned DAVID search inquiry that Hobby conducted on Wilson.
Interview with Sgt. Lorenzo Moreno of the Dade City Police Department
‘On November 1, 2017, Your Affiant conducted a recorded swom interview with Sergeant (Sgt.)
Lorenzo Moreno at the Dade City Police Department located at 38030 Meridian Avenue, Dade
City, FL 33525. Sgt. Moreno is the direct supervisor for Hobby. Sgt. Moreno confirmed that
sometime in May 2017, Hobby informed him that his Dodge Ram Truck wes "stol
According to Sgt. Moreno, Hobby explained to him that he was out with « "buddy" at Rancho
Bonito in Polk County, Fiorida, riding “four wheelers." Hobby stated that as he was geiting
ready to leave, he noticed that his truck was "missing," and that there was "glass on the ground.”In addition, Hobby informed Sgt. Moreno that his "buddy's" vehicle was broken into as well, and
that his friend’s "firearm" was "stolen."
Hobby informed Spt. Moreno that he filed an auto theft report with the Polk County Sheriff's
Office, “Hobby did not provide Sgt. Moreno with the name of the friend who accompanied
Hobby to Rancho Bonito on the night that his truck was reported stolen, Sgt. Moreno stated that
Hobby did not seem upset about his truck being stolen and appeared, “calm.” During previous
conversations, Hobby informed Syl. Moreno that he frequents After Hours Diesel Service
regularly and communicates with an unknown individual who is employed there about "suped up
diese! trucks." In addition, Sgt, Moreno added that in the past, Hobby informed him abovt
another insurance claim he filed for a GMC Sierra he owned that caught on fire. Hobby claimed
tbat the money he received from the “burst” vehicle was used to purchase the 2015 black Dodge
Ram 1500 truck.

On November 16, 2017, Your Affiant conducted a recorded swom interview with Deputy
Gregory Inderbitzen at the Polk County Sheriffs Office. Deputy Inderbitzen confirmed that he
roccived a dispatch on May 13, 2017, regarding a stolen vehicle at Rancho Bonito, located at
44356 Highway 54, Lakeland, Florida 33849. Upon arrival at the aforementioned location at
2:57 a.m., Deputy Inderbitzen stated that he met with Hobby, who immediately stated that he
was a "law enforcement officer" and that his "new Dodge truck hed been stolen." Hobby
proceeded to lead Deputy Inderbitzen io the exact location inside the gate where he reported
parking his Dodge Ram truck. Deputy Inderbitzen inspected the area that Mr. Hobby claimed to
have parked his Dodge Ram truck but did not notice any glass on the ground. Deputy
Inderbitzen spoke with other individuals who were present at Rancho Bonito; however, none of
the individuals he spoke with reported anything, “out of the ordinary." Hobby informed Deputy
Inderbitzen that he left his truck keys inside a small too! box that was located inside a larger tool
box that'was in the bed of his truck. Aside from Hobby, no other individuals reported their
vehicle stolen or broken into to Officer Inderbitzen while he was present at Rancho Bonito,
Deputy Inderbitzen stated that other vehicles were parkod at the same location that Hobby
reported his Dodge Ram truck stolen. According to Deputy Indetbitzen, everything he
documented in his stolen vehicle report (#17-22170) was based on the information that Hobby
provided to him on May 13, 2017, when Hobby reported his Dodge Ram truck stolen,

Police Officer Jonathan Lence Hobby at the FDLE Brooksville Field Office (BFO) located at
19223 Cortez Boulevard, Brooksville, Florida 34601. Attorey David Dee of the Police

On November 30, 2017, Your Affiant conducted a recorded swom interview with Officer
Derrick Doty of the Dade City Police Department (P.D.) Officer Doty confirmed that he has
worked the same patrol shift with Officer Jonathan "Lance" Hobby ever since Hobby has been
employed at the Dade City P.D., which has been “a couple of years." Officer Doty stated that he
considers Hobby a personal friend. Officer Doty confirmed that Hobby previously owned a
2015 Dodge Ram truck, and mentioned that Hobby "goes through a lot of vehicles." According
to Officer Doty, Hobby will "buy one and keep it for awhile, and then get another one." In
addition to filing an auto theft claim on the Dodge Ram truck, Officer Doty claimed that Hobby
informed him that he also filed an insurance claim on his previous vehicle which was a truck
(2014 GMC Sierra) where "something inside caught on fire;" and that the insurance carrier
"totaled" the vehicle.
According to Officer Doty, Hobby did not immediately inform him about his Dodge Ram truck
being stolen earlier in the year (5/13/17). Officer Doty stated that he ascertained from a local
mechanic, Bob Hawes, that Hobby's Dodge Ram truck was stolen. When Officer Doty saw
Hobby the following night during their patrol shift, he asked Hobby about his stolen Dodge Ram
truck. Hobby informed Officer Doty that he was "out 4 wheeling with friends" and when Hobby
went to leave, his "truck was gone." Hobby elaborated that he reported his truck stolen to the
Polk County Sheriff's. Hobby complained to Officer Doty that his insurance company (GEICO)
did not pay off the full amount of the loan on his truck, Officer Doty stated that after that night,
‘Hobby never mentioned anything more to him about his stolen truck. In addition, Hobby did not
‘mention to him the names of the "friends" that were with him the night his truck wes stolen.
Officer Doty stated that due to their friendship, he thought that Hobby would have informed him
immediately about his stolen truck.
Officer Doty confirmed that Hobby has frequented Afier Hours Diesel Service int the past, and
that Hobby knows the owner of the business, “Wilson.” Officer Doty further stated that Hobby
visited After Hours Diesel Service because it was “open at night" and due to the fact that Officer
Hobby was previously employed as a "mechanic." Officer Doty stated that he is unaware of
Wilson ever going on a civilian “ride along” with Hobby during Officer Hobby's patrol shifts,
Officer Doty oxplained that in order for a civilian to go on a ride along with a Dade City P.D.
Officer, an Officer has to get approval from Sgt, Lorenzo Moreno. After getting approval from a
supervisor, a civilian would have to sign a waiver and the “communication center" would then
conduct a background check on the civilian. Officer Doty further stated that Officer Hobby
would not have been authorized to conduct a DAVID search or background check on Wilson for
a civilian ride along,
As far as personal finances, Hobby never informed Officer Doty that he was having financial
difficulties. Officer Doty informed Your Affiant that in addition to his law enforcement salary,
Hobby also gets “a pretty good check from the government," for disability payments from

On December 12, 2017, Your Affiant contacted Karen Gordon who is the Central Records Clerk
at the Dade City Police Department to ascertain the Department's policy of conducting
background checks on civilians requesting to go on a ride along with Dade City P.D. Officers
during their patrol shifts. According to Ms. Gordon, the Communications Center at the Dade
City P.D. conducts the background checks on civilians requesting a patrol ride along and stated
that the Dade City P.D. Officers are not authorized to conduct a DAVID search or background
checks on the civilians. Ms. Gordon informed Your Affiant that the Communications Center
conducted a search for the entire year of 2017 and additionally, conducted an archive search
from previous years on Bruce Dewayne Wilson, Jr. to see if Wilson was ever approved for a
patrol ride along. Ms. Gordon stated that the search did not produce any results for Wilson. Ms.
Gordoa confirmed to Your Affiant that Wilson was never approved by the Dade City Police
Department to go on a ride along with any Dade City P.D, Officers, including Hobby.
Your Affiant was contacted by Detective George Richardson of the Dade City Police
Department during the investigation, who stated that the Dade City Police Department received
an anonymous fip from an unknown caller who advised

wheeler (ATV) at Rancho Bonito when Hobby falsely reported his 2015 Dodge Ram truck stolen
to law enforcement.

months” prior to law enforcement conducting the aforementioned inspection at After Hours

outside the building of After Hours Diesel Service that "matched" the cab of the black Dodge
Ram truck that was placed on top of Wilson’s office. lained that due to his

disclosed to] that aside from Hobby's vehicle, there was another stolen vehicle that
was "chopped up and disposed of" at After Hours Diesel Service. Roach stated that there was a
"side by side frame that was chopped up," and that Roach was surprised that law enforcement
"did not find the side by side frame" from the stolen vehicle during the inspection on October 19,
2017.
