DOT Men’s League By-Laws
1. Membership
A. Membership limitation shall be determined by the Board of
Directors prior to the beginning of the season.
B. Members, and their teams, shall be placed in flights as defined
under Section 4, League Play, para. F. The second half of play will
be based on handicaps as of one week prior to the end of the first
half. Should a tie occur between two or more teams in determining
flight make-up the players having the lower flight placement during
their last half of play shall go to the lower flight. If a tie still occurs,
the players (team total) with the lower stroke average, using the
previous 20 adjusted rounds, shall go to the lower flight. If a tie still
occurs, then a flip of the coin shall determine who goes to the lower
flight.
C. If a vacancy occurs during a half of play, the league officers will
revise the schedule of the involved flight(s) only if there are appropriate
replacement(s).
D. The new member waiting list shall be maintained by the Secretary
on a first come basis. One list shall be comprised of non-DOT
employees. Vacancies shall be filled from the DOT list until it
becomes exhausted, at which time the non-DOT list shall be used.
2. Officers and Committees
President:
1. Shall preside at all meetings of the league.
2. Shall appoint all standing committees, as deemed
necessary.
3. Perform any and all duties commonly belonging to such
office.
Vice President
1. Assume the duties of the President in the President’s
absence.
2. Is a member of the Board of Directors and the Rules
Committee.
3. Shall assume either the Secretary’s or the Treasurer’s duties
in their absence.
4. Provide year end audit of the Treasurer.
Secretary
1. Maintain league membership roster.
2. Maintain list of substitutes and membership waiting lists.
3. Maintain league member’s handicaps with update before the
next scheduled matches.
4. Maintain league standings with updates before the next
scheduled matches.
5. Provide beginning of the year membership applications and
current by-laws as member’s request.
6. Maintain meeting minutes.
7. Provide announcements as required by the officers.
Treasurer
1. Provide the officers with an annual budget before league
play commences.
2. Collect all dues, golf fees and assessments as required.
3. Provide year end reconciliation of revenues and expenses to
be presented at the banquet.
4. Maintain all financial records of the league.
Standing Committees
The league has five (5) standing committees, whose members are
appointed annually by the President.
These committees are:
Board of Directors (four (4) members plus the Vice President)
Rules Committee (three (3) members plus the Vice President)
Prize Committee (two (2) members)
Tournament and Banquet Committee (two (2) members)
Nominating Committee (two (2) members)
The Board of Directors – All new business shall be directed to the Board
of Directors as a motion. All motions shall be in writing and seconded.
The Directors will dispense with the motion as deemed necessary.
The Board of Directors shall appoint an Acting President in the event that
both the President and Vice President are unable to complete their
Presidential duties.
The President may designate whatever other committees he deems
necessary for the efficient management of the league.
3. League Schedule
A. Local officers shall be responsible for determining the league
schedule. Once the league schedule has been established,
scheduled matches shall be played on consecutive weeks, except
for match days that fall on a holiday, the exceptions being rain-outs.
The actual schedule(s) will be prepared by the league Secretary
and distributed to all members prior to the start of the league
season for each half of play. Each team will be paired with another
team for every match unless an odd number requires a forfeit week.
B. Any revisions to the league schedule, other than rain-outs, shall be
approved only by a majority vote of the league membership.
4. League Play
A. League officers will establish the official day of play and tee time.
Play on other days will not be permitted.
B. If a player is unavailable on the scheduled day of play, he must
arrange for a substitute. All points earned by the substitute shall
belong to the member. If a member’s substitute fails to play, the
team shall only receive the points earned by his partner, assuming
he plays. If both team members do not play, the team will score 0
points.
C. Any player forfeits all points if not ready to tee off by the end of the
scheduled tee off period. His score counts only for handicap
purposes.
D. There shall be two halves of play, each eight weeks long. The last
week of each half shall be a position night.
E. Play shall consist of two man teams, retaining the same partner for
the entire half of play. Members may choose their own partner or
work with the league Secretary to have one appointed. Members
may change partners at the beginning of each half.
F. Flights shall be established by the Secretary. The number and size
of each flight will be determined by the league officers. Total team
handicap will be used to determine flight placement.
G. Each match will be worth ten (10) points. Format will be match play
with handicap. One (1) point is awarded for each hole, one half
(1/2) point for a hole tied and one (1) point for low net score.
H. Low and high handicappers on each team play each other (low
plays low, high plays high), except that a substitute for any member
assumes that member’s regular opponent, regardless of handicap.
I. Any team member, or substitute, failing to show by the end of the
scheduled tee times will receive 0 points and the match declared a
forfeit. The opponent will receive 5 ½ points plus ½ point for each
net stroke below par for the round. A maximum of 10 points can be
earned.
Example: A 10 handicapper shoots 44 on the front side. 36 (par) –
(44-10) = 2;
5 ½ + (1/2 x 2) = 6 ½ points
J. All ties for first place in any flight at the end of either half of play
shall be broken by a sudden death play-off based on the total
strokes for the hole. This will occur on position round night. Any
exception to the above must be agreed to by all teams tied as well
as the League President or his designee.
K. All members shall tee off from the white tee areas.
1. Exception – Members aged 65 or older may tee off from the
gold (senior) tee areas. Players must re-establish their
handicap when moving to the gold tees. Players electing to
play from the gold tees must indicate their choice on the
scorecard.
5. Tournaments and Banquets
A. There will be a cook-out following position night during the first half
of play.
B. At the end of the 2nd half of play, the league will hold the final
tournament and league banquet. The location and format shall be
determined by the Tournament and Banquet Committee.
C. Play in the final tournament is optional for members. Tournaments
are open to all qualified (league handicapped) substitutes. Non-
members playing in the final tournament may be assessed a prize
fee as determined by the league officers.
D. If a member is unable to attend the league’s final banquet, a refund
of the banquet cost will be considered by the league officers.
Refunds shall only be allowed if justified by the circumstances. Half
year members attending the banquet will be assessed half the cost
of the meal. Members may designate a substitute to attend the
banquet (at no cost) but must give prior notification to the
Secretary.
6. League Prizes
Annual awards for each half of play and tournaments shall be determined
by the Prize Committee.
7. League Dues
A. The President shall annually recommend to the members at large
the amount of prize money and banquet fee to be paid to the
Treasurer before the start of each half of play.
B. League officers shall establish annual greens fees. Greens fees
shall be paid to the Treasurer prior to the start of each half of play.
If a member fails to pay his fee on time he will be subject to
disciplinary action as determined by the Board of Directors, which
may include conscription into the Ukrainian army.
C. Members shall be responsible for the greens fees. Any partial
payment of greens fees by a substitute must be arranged between
the member and substitute.
D. The Secretary does not pay weekly greens fees or the prize
money/banquet fee, but shall be subject to final tournament fees
and any special assessments levied on the league members. His
greens fees shall be paid by the league.
E. The Treasurer does not pay weekly greens fees or the prize
money/banquet fee, but shall be subject to final tournament fees
and any special assessments levied on the league members. His
greens fees shall be paid by the league.
8. Protests
A. A disagreement or protest must be made before the tee off on the
next hole, and if it concerns the last hole, before leaving the putting
green, or the protest is not valid.
B. Protests must be reported to a league officer or member of the
Rules Committee the same day the match was played.
C. In the event USGA rules are determined to govern, the penalty
governed by stroke play shall apply.
D. The decision of the Rules Committee, governed by the USGA rules,
as amended by the course or league rules is final and shall be
announced before the next scheduled day of play.
9. Discontinuing and Canceling Play
A. The player(s) shall not discontinue play on account of bad weather
unless authorized to do so by the senior league officer present. At
the threat of lightning, the player(s) may stop play at his (their) own
discretion without incurring penalty. Play shall resume on the next
hole after the last complete hole. If play has been cancelled, the
match shall be replayed in its entirety on the rescheduled day.
B. If players discontinue play due to bad weather without permission,
they forfeit all points. If the opponent(s) continue play, points will
be awarded as defined under Section 4-G, pro-rated for the
remainder of the match.
C. Scores and points of any players who, on the scheduled day of
play, may have completed their round of play before a league
officer cancels play, may count by agreement between both teams.
10. Handicaps
A. The USGA recommended handicap system shall be used with the
exceptions noted below. Handicap is computed from the 10 lowest
handicap differentials of a player’s last 20 rounds (18 holes).
Differential is the difference between a player’s adjusted score
(using stroke control) and the course rating, computed on a 96%
basis.
1. Exception – A complete round shall consist of 9 holes rather
than 18 holes.
2. Exception – Handicaps for players with less than 10 rounds
shall be figured using the low half of his matches, and, in the
case of an odd number of matches, the next highest whole
number shall be used. This procedure shall be used until 10
matches are attained at which time the USGA system of
differential selection shall be used.
B. A new player will have an official league handicap after playing 2
nine hole rounds on the league course. These rounds can be
witnessed practice rounds or played during league matches. If the
first round occurs during a match, the handicap for that match will
be based on 80% of the difference between the actual score and
the course rating. If the second qualifying round also occurs during
a match, the handicap for that match will be established per USGA
(96%) of the lowest round of the first two matches.
C. A player who previously belonged to the league, but who has not
played for one or more seasons, shall establish his handicap in the
following manner:
1. If he has been absent from league play for three years or
less, his old established handicap shall be used.
2. If he has been absent from league play for four or more
years, he shall reestablish his handicap as described under
paragraph 10B.
11. Amending By-laws
All amendments to the by-laws shall be seconded and submitted to the
Board of Directors in writing two (2) weeks prior to the last league match.
Amendments will be reviewed, revised, and approved by the Board of
Directors for presentation and action by the league membership at the
annual meeting on the night of the banquet. Amendments shall pass with
a two thirds (2/3) majority of the voting members.
