The Referee
I. MATCH
 Background
Only 26 fouls during 120 (+5) minutes of football indicate the high level of fairness the
English and Italian team produced. Even though it was an exciting atmosphere throughout
the whole match – a match, which would have actually deserved goals – both teams
focused on football, accepted the officials’ decisions and provoked no riots.
Nonetheless, the extra time and penalty-shoot-out naturally pose a certainly high
importance of this quarterfinal, however, it must be emphasized that it was really much
easier than expected.

II. CONTROL
 Comment
His match control was very great throughout the whole match. Proenca had no problems
to gain authority very quickly, mostly by applying his natural authority and a friendly
manner to interact with the players. For this reason, the control itself was very high, also
against the background that an extra-time was played. He could have shown more
determination in urging Hart in the penalty-shoot-out when he tried to irritate his
opponents preparing at the spot – he did it in a better way at 2009 UEFA U21 EURO
when he issued a YC to Hart in the pso of England vs the hosts Sweden. One however
has to keep in mind that the players behaved in a quite adequate fashion so that there
were no real conflicts.

III. DECISIONS
 Application of the Laws of the Game – Comment (advice: always refer to aspects
like card management, infringement detection, the application of the advantage
rule, holding in the penalty area after set pieces, simulation and lay extra ordinary
high emphasis on match influencing or even decisive decisions)
From the beginning of the match, Proenca tried to let the game flow as much as possible.
This included a lenient line and a less number of fouls. His foul management was quite
good during the whole match, with only smaller weaknesses, mostly apparent in the extra-
time.
He only needed two yellow cards, the first one was very important and swiftly issued,
which has to be positively stressed. The second one however – a card with
consequences for Maggio, who misses next match – was quite harsh. He furhermore
missed a clear penalty kick to England when Terry was heavily pulled in the box by de
Rossi and when Proenca wrongly awarded a free-kick IN FAVOUR of de Rossi. This
decision remarkably lowers his mark in this parameter.

and pulling in the box in a good way, but then…
… he evaluated a duel in the box wrongly. He awarded a free-kick to Italy, as
Terry allegedly fouled de Rossi. However, replays clearly showed that it
66 should have been the other way round. De Rossi nearly tore Terry’s kit, so
that a penalty kick was actually the only correct decision. It was weird, but
England did not really complain..a match influencing mistake.

Young/Diamanti, no foul whistled, could have been one as the tackle was

Very good physical condition and stamina, good movement and positioning on the pitch, nothing
too amazing, but just expected level. Besides – as already mentioned in the decisions-grid –
many examples certified his great awareness in terms of allowing medical treatment to potentially
injured players in a quick and adequate manner.

His lenient line was consistently applied throughout the whole match which made a fair match
possible. He was able to quickly adapt his style to the course of events, also related to a
necessary and correct booking in 83’. His friendly way to deal with players is remarkable, even
though this happened too often with gestures and too rarely with conversations: he could have
hence urged Milner more seriously after a tactical foul (50’).
Only the second booking issued in 93’ questioned his line a bit, which also counts for a few foul
calls in the extra-time. However, very good tactical approach in this match which was expected to
be tougher.

The whole rest of the team supported the referee in some decisions, however, sometimes
the communication within the team resulted in very late whistles and a very late – and
wrong booking.
