Upon arival onthe sene offers located a 10-year-old minor child unconscious and nat breathing suffering from an apparent gunshot wound to the body. The minor child was subsequently identified as MAKIY AH WILSON, hercinaher, the decedent. DC Fire and Emergency Medical Services (DCFEMS) were summoned to the scene and transported the decedent to Children’s National Medical Center where all life-saving efforts proved futile. The decedent was nounced dead by Dr. Haroon-Shaukat at 8:40 p.m. The decedent's remains were transported to the Office of the Chief fedical Examiner (OCME) for the District of Columbia pending an autopsy. 2._, MPD located additional individuals suffering from injuries, Complainant #2 was located on the scene suffering from a gunshot wound to the right arm and was transported fo a nearby hospital where IT was reated and subsequently released, ‘omplainant #3 suffered a gunshot wound to the face and was transported to a nearby hospital and subsequently, transported to another hospital in extremely critical condition. Complainant #4 was driven to a nearby hospital where IT was treated for ‘unshot wounds to the left arm and left leg and subsequently released. Complainant #5 was driven to a nearby hospital Suffering from multiple gunshot wounds to the torso and to both legs where IT was treated and released. 3. The scene of this shooting is the 300 block of S3rd Street, NE. The decedent was standing in the front of 321 S3rd Street NE where C-2, C-3, C-4, and several others were socializing. Directly in front of 321 53rd Street NE, there is a large blacktop ‘courtyard. C-5 was standing on the opposite side of the courtyard. During the initial on-scene investigation, Crime Scene Unit (CSU) forensic scientists from the Department of Forensle Sciences (DFS) recovered seventy-six (76) cartridge casings in the parking lot ofthe 300 block of 33rd Street, NE. The parking lots comprised ofa conerete driveway and blacktop parking spaces. Forensic Scientists recovered nineteen (19) cartridge casings Head Stamp (H/S) RP mm Luger, twelve (12) carige casings HS Blazer 45 Auto, forty-five (45) cartridge casings H/S LCI (5.56 mm caliber ammunition), an numerous bullet fragments from the parking lot. It should be noted that 5.56 mm ammunition is generally fired from rifles, and in particular assault rifle style weapons. The footage depicts the following: 8:00:39 p.m., a black Infiniti four door is observed traveling southbound in the 300 block of 53rd Street NE and entering’ pking lot which i acated onthe eat side of the street. The parking lots located between the 300 block of 5rd Street and the 5300 block of Clay Terrace NE. 8:00:42 pm. the Infiniti comes toa stop and tree doors open, The drive's side door doesnot open, Four (4) suspects exif out of the sedan armed with firearms and begin shooting in the direction of 321 S3rd Street NE, ‘The driver of the Infiniti remains in the sedan the entire time. Three of the suspects are wearing all black and a fourth suspect that exits is wearing a light/white hoodie. Suspest #2 exits the rear passenger door of the sedan wearing al black clothing, ight white gloves, and dark shoes. Suspect #2 is observed shooting a handgun. On Tuesday, July 17, 2018, Doctor Sasha Breland of the District of Columbia Medical Examiner's Office performed an autopsy on the remains of the decedent. Doctor Breland advised that the decedent suffered a gunshot wound to the back ‘which penetrated multiple organs to include her heart and exited the front of her chest. Doctor Breland stated that the gunshot ‘wound appeared to be consistent with that ofa projectile fired rom a rifle, Doctor Breland ruled the cause of death to fea Single gunshot to the back with the manner of death being HOMICIDE. 6. During the course of the investigation, a number of witnesses were located and interviewed. One such witness, hereafter refered to as W!, reported that IT asin an elevated postion when W/ heard the gunshots, W1's vantage oi ‘was partially obstructed by’a tree. W1 described seeing a vehicle with all four doors open and four (4) suspects shooting. W1 described the vehicle as a black Infiniti sedan, missing the rear bumper so the metal underneath was visible, and having & paper tag. WI provided a lookout for the suspects: wearing all dark clothing, with masks, and gloves. 7. Complainant #2 reported that IT and the decedent were hanging in front of 321 53rd Street NE. Additionally, several mien were hanging on the front step as well. Complainant #2 was sitting on the front step next to the decedent when IT heard One ofthe males make a statement about car pulling into the area. Complainant #2 reported that IT did not see the suspects but shooting started immediately, and thatthe suspects got out of a black sedan. Complainant #2 could not describe any of the suspects, Complainant #3 reported that IT doesnot know who the target was, but reported that the shots were being fired in the direction where IT and others were located. 8, Complainant #2 reported thet Cay Terrace is curently beefing with Simple City, Lincoln Highs and posit 37% ‘Complainant #2 was unable to explain the beef with Lincoln Heights or 37th, but reported that Simple City was beefing with Glay Terrace because Simple City believed Clay Terrace was responsible for the murder of someone associated with Simple City. Complainant #3 stated IT was standing in front of 323 53rd Street NE with a group of people. IT heard gunshots and observed someone wearing a mask shooting at them. Complainant #3 ran inside a house and realized IT had been shot. Complainant 3 was driven to the hospital for treatment. Complainant #3 desribed the suspect as a male wearing a mask and firing an unknown type of weapon. [T wasn’t sure how many gunshots IT heard. 10. According to Complainant #4, IT had been in the Clay Terrace area for about fifteen to twenty minutes prior to the shooting, IT was standing agnnst a ence on the south end of the courtyard parking lot, n close proximity tothe ste ‘There were about 15-20 people outside in the courtyard, mainly congregating in the area of 321 53rd Street NE. All the individuals who were outside were neighborhood regulars, Complainant #4 observed a black vehicle (unknown make or model) driving slowly in a southbound direction on 33rd Street, coming from the direction of Dix Street NE. IT described the vehicle as hesitating as it approached the courtyard/parking lot area. IT looked away, and soon after heard tires screech. IT heard doors opening and/or shutting. IT observed two suspects, both of whom exited the front passenger and rear passenger seats of the vehicle. The suspects were clad in black clothing and black masks that exposed only their eyes. The suspects were firing guns (unknown make or model) in the direction of those individuals standing at 321 53rd Street NE. IT assumed that there were other shooters onthe drivers side of the vehicle, but didnot seg them. Complainant #4 began to run through the courtyard, toward the 5300 block of Clay Terrace, when IT fet hat IT had been struck by gunfire, 1T Tell down the stairs that lead to the 5300 block of Clay Terrace NE. IT then was provided with transportation to a hospital, 1]. _ On Tuesday, July 17, 2018 the Metropolitan Police Department created a YouTube video and press release which was distributed to the public pertaining to the homicide of the decedent. The video is approximately 48 seconds long and included still photographs of the black Infiniti sedan, with a missing rear bumper, and paper tags. 12, On Wednesday, July 18, 2018, at approximately 7:25 a.m., the Metropolitan Police Department's Command Information Center (CIC) received a phone call from a concerned citizen hereinafter referred to as W2. W2 reported that a black Infiniti sedan, with a missing rear bumper, and paper tags was parked directly in front of 3222 Burton Court, Temple Hills, Maryland, W2 sent a photograph of the suspect vehicle. The canridge casing was wedged between the rear \Wwindshieid and the trunk. CSU forensic scientists from the DFS responded to the scene. Forensic scientists photographed the Infiniti and recovered a cartridge casing IVS: RP 9mm Luger. The cartridge casing recovered from the trunk of the Infini the same Head Stamp: RP 9mm Luger that was recovered from the scene of the homicide. An MPD tow crane responded to the scene and towed the Infinity to the DFS garage for forensic processing. 13. Once the black Infiniti was located, detectives located multiple residential homes in the area equipped with CCTV, cameras to include doorbell cameras. Detectives were granted access to review CCTV footage depicting the area in the 3000 block ot Burton Cour, ‘Temple Hil, MD. The footage depicts three (3) vehicles entering the 3000 block of Burton Court ‘Temple Hills, MD on Camera 01 at 33:08:45 on July 16, 2018. All three (3) vehicles appeared to be driving. in tandem. The fits vehicle pulled ino a parking spot and atempred to fum around, Once tuned around, the vehicle stood by forthe diver of the Infiniti, ‘The second vehicle (Infiniti) reversed into a parking spot. Once parked, a dark figure, who is the driver of the Vehicle, exited and walked around to the front passenger Side of the first awaiting vehicle, and the first awaiting unit then trove away. The third vehicle pulled ing parking sot in an atempt to tur argund, Once the third vehicle completely tured around, the vehicle exited the 3000 Block of Burton Court and stood-by. The third vehicle appeared tobe acting as a “Took out.” All vehicles, other than the Infiniti, then exited the block. The last vehicle pulled out of view at 23:10:19.” Your affiantntally believed that the timestamp for this footage was $ minutes fst, but later lamed that there was another camera {nthe 3000 block of Burton Street that captured the vehicles pulling into the parking lot, This second camera, which captures the vehicles from a different angle, 1s 8 minutes ahead of the footage described above. This second camera shows the Infiniti land the two other vehicles enter the area at 23:16:12 (which is believed to be 8 minutes ahead of the actual time). The detective who viewed the footage and recorded the time differential indicated that itis the footage from the second camera that is actualy 8 minutes fast. The Infinit’ VIN was queried through the National Crime Information Concer (NCIC) which revealed that the Infiniti was taken in an Armed Carjacking on 07/01/2018 at approximately 10:27 p.m. in Lanham, Maryland, Detectives contacted the registered owner of the Infiniti and obtained a written consent to search and process the Infiniti. 15. Pursuant to the consent to search, Forensic Scientists photographed and processed the Infiniti for evidence which included but is not limited to swabs for DNA, latent prints, and the collection of physical and ballistic evidence. Among the items of evidence that were recovered were the following: Plastic glove; white in color; from the interior driver's door pocket. Plastic glove: white in color; located between front passenger seat and door. Cartidge casing 1/S; RF 9mm Luger inthe rear drivers side floor board Live bullet HSTLC 14 (56 caliber rifle ammunition) from the front passengers sat railing, Cartridge casing H/S RP 9mm Luger located on the driver's side wi vaepe ide wiper cow! 16. The ballistic evidence collected from the Infiniti, ie, two (2) cartridge casings H/S RP 9mm Luger and one (1) live builet H/S LC 14 (5.56 caliber rifle ammunition) are consistent with the cartridge casings recovered from the scene of the homicide, Additionally, two (2) plastic gloves, white in color, were located in the interior driver's door pocket and from between the front passenger's seat and door. The plastic gloves are consistent with W1’s observations that the suspects in the homicide were wearing gloves, Furthermore, the footage from the MPD CCTY along with W-I's account indicate that at least four (4) of the individuals involved in the shooting were wearing gloves. 17. Since the shooting, MPD has received numerous tips related to the homicide of MAKIYAH WILSON A number of these tips relate to individuals associated with Wellington Park, discussed more below, some of whom he investigation has revealed also appear to have been involved in this offense. Some of the tips do not. A’ number of the tips contain information that is purely speculative in nature, MPD is attempting to obtain further information relating to these tips to determine which, if any, ofthese tips contain credible information. 19, For example, on Tuesday July 17, 2018, one individual who was under arrest atthe time, provided information to law enforcement indicating that approximately two weeks prior to the murder, a friend of his indicated he had been robbed by individual rom Clay Terrace and that he was going 1 go. around there ahd “Tuck & pl” After bearing about the murder of MAKIYAH WILSON, the individual stated he believed his friend might be involved. The individual also asked for help getting his case dismissed and assistance with a probation matter in Virginia. The individual's information could not be corroborated, the interview was terminated and the individual was processed for his arrest, A few days later, after the individual was apparently released on hs pending matters, he texted law enforeement apologizing for wasting ther time and stating he made up the entire story in an effort to help himself out with his own criminal situation. 20. On Tuesday, July 17, 2018, another individual, who will be referred to as W3 and who initially wanted to remain ‘anonymous, contacted MPD. W3 reported that IT had seen the press release of the suspect vehicle and recognized the Infiniti as the same vehicle an individual who goes by the name “Q” exited. W3 reported that on the evening of July 16, 2018, IT witnessed a black Infinit vehicle zooming up inthe parking lot and backing into a parking space Petween 2508 and 2506 Pomeroy Road SE. W3 stated Michals was known to drive a white Mercedes Benz. truck around the time he was shot and two of his friends were also shot., Your affiant re-interviewed W3 on July 25, 2018 and WS clarified that Michals was driving his mother’s black Kia when Michals was shot, W3 reported that on the day Michals ot shot, W3 observed Michals driving the black Kia at a high rate of speed into the parking lot of Wellington Park. At the fime, W3 was unaware that Michals and his friends had been shot. 23. Your affiant reviewed an MPD report in reference to a shooting that occurred on October 24, 2017, in the 2700 block of Stanton Road SE. Michals, Shalon Shorter and Demetri Porter, aka Boss were in a black Kia Forte when a vehicle pulled alongside them and began shooting, Michal, Shorter, and, Demetri Porter, aka Boss, are known associates and known members of the Wellington Park Crew. Michals sustained gunshot wounds to the back of the neck, upper back, and to the Outside of the left knee. Shorter sustained a laceration to the side of the left eye and Demetri Porter, aka Boss, sustained a ‘gunshot wound to the left femur, through and through. All of the victims survived. 24. On Monday, July 23,2018, your affiant showed an MPD Detective (hereinafter “Detective 1") 4 minutes and $7 Seconds ofthe video footage ofthe front of 2508 Pomeroy Road SE: which captured the suspects walking out of 2508 Pomeroy Road and entering the BMW and the Infiniti, Your affiant is aware that Detective | had knowledge of Wellington Park when he was a parol officer i the Seventh District before being promoted to Detective, The footage started at CH2 07/16/2018 07:31:03 PM and ended at CH2 07/16/2018 07:36:00 PM. Your affiant is aware that Detective 2 had knowledge of Wellington Park when he was a patrol officer in the Seventh District before being promoted to Detective. D1 then’ lingered in the 2500 block of Pomeroy Road. DI appears to be in the 2500 block of Pomeroy Road SE at the time that the shooting of MAKIYAH WILSON occurred. 31, As described above, your affiant reviewed video footage showing an individual identified as D1 entering a silver BMW, hoing a large bag that clearly contained items, along with four individuals wearing long-sleeved hoodies and gloves, review of historical weather information shows that July 16, 2018 had a high temperature of 95 degrees. That confidential soure told 17s handler that IT heard information about the 10 year old girl that was killed in Clay Terrace. IT advised that IT heard information about a group of individuals in the 2500 block of Pomeroy Road Southeast talking about the murder. “IT” identified four individuals in the group which included D1, and an unidentified Sth person. IT could not say who made the statements, but advised that the following statements came from the group: “I swear on Snoop, they didn’t even see her. They ain't mean to shoot her, they were ying 10 “hit” due’ (he source does not remember the name ofthe intended target) I ‘also mentioned that the group stated “We came around there the other day looking for him, but he was not out.” 34, On Thursday, July 19, 2018 the Washington-Baltimore Crime Gun Intelligence Center (CGIC) provided your afiant with a NIBIN “Hit™ through a correlation review of the ballistic evidence recovered from the scene of the homici MAKIYAH WILSON. The report revealed that the cartridge casings H/S Blazer 45 Auto recovered from the homicide of MAKIYAH WILSON are a ballistic match to a sound of gunshots at 13th & G Street S.E. that occurred on May 1, 2017 (CCN: 17-072-266) and an ADW Gun at 55th & Clay Place N.E. that occurred on July 9, 2017 (CCN: 17-117-350). 35. The Firearms Examination Unit at DFS microscopically examined the cartridge casings H/S: Blazer 45 Auto from the seene of MAKIY AH WILSON to the 45. Auto cartridge casings recovered from the sound of gunshots and the ADW Gun. Firearms Examiners determined from the fring pin impressions that all 49 Auto cartes casings fom the May 1.2017 sounds of gunshots, the July 9, 2017 ADW Gus, andthe July 16,2018 homicide of MAKIYAH WILSON were fired from the same firearm. 36. Your affiant reviewed the Sounds of Gunshots report related to the NIBIN “Hit” which occurred on May 1, 2017, in the area of the Potomac Gardens public housing complex. Carl Hardy was later interviewed by MPD detectives and denied ever making such a ‘comment and denied that anyone was trying to shoot him. 37, , On Sunday, September 10,2017, Car Hardy was shot i font of 1216 I Stret SE, (Potomac Gardens), On October | 2017, Carl Hardy’succumbed to his injuries and was pronounced dead at Prince George’s County Hospital Center, Associates of Carl Hardy disclosed to homicide detectives that Wellington Park and Potomac Gardens had an on-going “beef”. A search of law enforcement databases indicated that Carl Hardy was a validated member of Potomac Gardens. On October 25, 2017, DC Superior Court arrest warrants were issued for Quincy Garvin and Saquan Williams, charging First Degree Murder While ‘Armed. Quincy Garvin and Saquan Williams are members of Wellington Park. Your affiant has spoken to the homicide detective who investigated the homicide of Carl Hardy. ‘The lead detective of that investigation reported to your affiant that three (3) weapons were represented on the scene ofthe Carl Hardy homicide and tat a fourth individual acted as the getaway driver. Your affiant learned that Quincy Garvin is the brother of D1 (MICHALS). 38. Your affiant has knowledge of the erews operating inthe Seventh District, including Wellington Par, which operates in ‘the 2500 blocks of Elvans and Pomeroy Roads SE. Your affiant is aware that the D1 is affiliated with Wellington Park. 39... On Thursday, uly 19, 2018 your afiant was provided a Latent Print Analysis from the Latent Fingerprint Unit (LFU) at DES. LFU examined all the latent prints that CSU Forensic Scientists lifted from the Infiniti, Lifts of possible ridge detail from the passenger front interior window, a receipt book foun the car, and the temporary tags attached to the car were ‘examined. The fingerprints were attributed to a number of different individuals, including individuals who had not otherwise been idenified as having been involved in the shooting of MAKIYAH WILSON Additionally, Shalon Shorters fingerprint was identified on a receipt book recovered from inside the Infiniti. As described above, Shorter is a known associate o Wellington Park, and he was in a vehicle with D1 in October 2017 when Di and Shorter were both struck by gunshots, Another fingerprint was identified as belonging to Tyrone Cook, a known associate of Wellington Park. On Tuesday, July 24,2018 your affiant was notified of a Combined DNA Index System (CODIS) HIT from the Forensic Biology Unit ai DFS. A CODIS HIT identified Kevin Eugene Jones DNA profile obtained from a white headband that was recovered from the biack Infiniti. Additionally, a CODIS HIT identified Rashard Alonzo Hooper's DNA profile that was obtained from the interior rear passenger side door handle of the black Infiniti. While your affiant was unable to establish a direct link between Hooper and Wellington Park, as described below, Jones was a close associate of an individual, Malcak Coffin, aka “Poppy,” discussed more below, who was known to regulariy associate with members of the Wellington Park crew. Coffin was killed within the past yearn vehicle in which another Wellington Park associate, Shalon Shorter, was 2 passenger. Your affiant contacted the detective from Prince George’s County Police (PGCP) that initially investigated the Armed Carjacking when the black Infiniti was taken. Your affiant informed the PGCP detective about the two (2) CODIS HITS and provided him with the two offenders’ information 41. The assault rifle has &2drum magazin. The 2-drum magazine has a capacity to hold 223/356 caliber ammunition (fle round) which is consistent with the 5.56 cartridge casings recovered from the scene of the homicide of MAKIY AH WILSON Your affiant observed at least six (6) semi-automatic handguns, a clear plastic bag with numerous loose rounds of ammunition, and ‘an additional assault style rifle. As noted above, at least one of the shooters fired what appeared to be a large capacity assault rifle during the shooting that caused MAKIY AH WILSON’s death. 44. Your affiant has viewed a video posted to D1’s Instagram page on July 15, 2018, showing Michals and Marquell Cobb ina vehicle. DI (Michals) is driving and Cobb is the front passenger of the vehicle. D1 is wearing a white tank top, and has a black Glock in his lap. Cobb is wearing a red shirt with white writing and holding a black semi-automatic handgun in his left hand. Cobb and D1 are listening to a rap song and are rapping to the lyrics of the song, 45. On Thursday, August 2, 2018 D1 was stopped in front of 2508 Pomeroy Road SE with several other individuals, Officers on the scene observed DI place a cell phone on a retaining wall in front of 2508 Pomeroy Road SE. Your affiant walked ovr fo the retaining wall and observed white and silver Phone. A member of te Mobile Crime Lab recovered the white and silver iPhone. 46._ On Monday, August 6, 2018 your affiant received a further Report of Examination from the Latent Fingerprint Unit at DFS. Latent Print Analyst (LPA) Christina A. Peters examined items of evidence that were recovered inside the Infiniti. LPA. On Wednesday, August 8, 2018 Kevin Jones was arrested in front of 4233 Edson Place NE by members of the Capital Area Regional Fugitive Task Force (CARFTF) forthe Armed Carjacking that occurred on July 1, 2018 in Prince George's County, ‘Maryan P Jones was one of the suspects in the carjacking who took the black Infiniti that was recovered on July 18, 2018 a'3229 Burton Court, Temple Hills, Maryland, This black Infinit s the sare vehiele that was dn the uly 16 2018 homicide of MAKIYAH WILSON ‘Jones was transported to the Homicide Branch for processing. Tones was interviewed by detectives and he indicated that hs friend, Maleak Coffin, aka Poppy, was killed last year. D2 informed DI that Gizzle (Gregory Taylor) Wants him to bring the “100 Roun” DI has a photograph of D2 on his phone that was sent by D2 on July 15 that shows D2 in possession of a firearm that appears capable of holding 100 rounds (described in further detail below). At 2:38 p.m., Taylor, 4k, Gizzle, sent an Instant Message to D1 stating, “Let's Go Do Wat We Do” ‘There are then several Instant Messages between DI and Taylor about reaching out to different individuals associated with the Wellington Park crew. For extmple, DI referenced “And he better not be scared !! but I’m tryna go m”. This is an indication that D1 and members of Wellington Park are preparing for the shooting. On Monday, August 13, 2018 Bureau of Alcohol, Tobacco, Firearms and Explosiyes Alcohol (ATF) Firearms Enforcement Officer James L: Barlow reviewed the video posted to Antonio Murchison’s Instagram page on July 12, 2018, showing Murchison holding what appears to be an assault rifle with a double drum magazine to include additional firearms ‘which are laid across a table. Officer Barlow determined that the rifle in question appears to be an AR-type pistol with a Beta "C-MAG? attached. As the firearm has no stock, it could not be classified as a "rifle" under Federal Law. However, these types of firearms and magazines are commonly manufactured in 5.56mm/.223 caliber, which is consistent with the'spent 5.56 mmy223 casings found at the scene of the homicide of MAKIY AH WILSON. Once again D2 shook his head right to left indicating that he did not, Your affiant explained to D2 that I had seen photographs of D2 with everyone mentioned on Pomeroy Road. D2 remained sient. Detective Joshua Branson compared the Situation involving MAKIY AH WILSON’s death to a 911 terrorist attack, which was in reference to statements D2 made during a recorded telephone call (discussed below). At some point after the interview, your affiant also obtained a search warrant for D2s’ black iPhone, which was recovered during a search of D2's residence. Stello’s telephone number is saved under the contact name “Stellas.” There are also references to “Q,” “Stello,” and “Earlz” in D2’s iPhone, including D2's instant messages. Through a review of materials obtained during this investigation from Instagram, your affiant is aware of several photographs and postings depicting D2 with DI, Tonyearlz (Antonio Murchison) and Stello (Marquell Cobb). 70, During the investigation, your affiant listened to two separate calls made from Quincy Garvin's jail account to 202-819- 9419, which is the number for D2’s iPhone. Based on a review of these calls and other jail calls made to 202-819-9419, and ‘your affiant’s interaction with D2 in person, your affiant believes that Garvin is speaking to D2 (THOMAS). In fact, during ‘one such call, D2 states his date of birth as July 21 (which is in fact D2s birthday). During the jail calls — one of which was made on July 19, 2018, and the other of which was made on July 20, 2018, Garvin and D2 engage in a coded discussion about “terrorist attack” at the Pentagon, which is believed to be a reference to the July 16, 2018 shooting of MAKIY AH WILSON as well of four additional victims in Clay Terrace. In the discussion about the terrorist attack, Garvin and D2 agree that “they” found “the airplane,” which is an apparent reference to the black Infiniti recovered in connection with MPD’ investigation into the murder of MAKIYAH WILSON During the calls, Garvin asks D2 who was at the Pentagon on the day of the attack ‘and D2 replies that he (D2), “Zay,” (a nickname known to refer to Isaiah Murchison), “Gilette,” (phonetic) and “Earlz” (a nickname known to refer to Antonio Murchison) were there. Throughout your affiant's investigation, I have not identified anyone with the nickname “Gilette” associated with the Wellington Park crew. At 07:32:38 p.m., surveillance footage captures a black male exit 2508 Pomeroy Road wearing his hood up, but not concealing his face and enjring the drivers side ofa silver BMW. Footage then captures a Black male exit 2508 Pomeroy Road wearing a white hoody with a black stripe or marking near the shoulders with what appear to be light Colored gloves on his hands and entering the driver’s side of a black Infiniti with a missing bumper. Your affiant has provided ‘evidence throughout this affidavit that this Infiniti is the same Infiniti utilized in the homicide of Makiyah Wilson. D1 is captured by Toone exting 2508 Pomeroy Rand Southeast, crying backpack in i eh hhand/shoulder that appears £0 be black and green in color, DI approaches the BMW and removes the backpack from his left hand/shoulder and enters the front pasonget Seat of te BMW. To expose the affidavit in support of the arrest warrant to public review at this time would reveal the investigative efforts currently being undertaken by the Metropolitan Police Department, would impede its ongoing investigation, and will impede future investigation by revealing investigative tactics. It would also reveal the source of valuable information (e.g., social media and cellular phones seized from the targets of the investigation), which could lead to the concealment or destruction of evidence in the possession of other potential targets. It could also potentially expose the identities of witnesses and place such witnesses in danger of physical harm. Finally, to expose the affidavit would expose information leamed in the course of a pending Grand Jury investigation, and would potentially violate D.C. Superior Court Rule 6(e) (absent a court order allowing for disclosure). Of course, the government will provide a copy of the affidavit in support of the arrest warrant to counsel for Michals upon his presentment to the Court.
