5.34 RECRUITMENT, SELECTION & PLACEMENT
5.34.1 OBJECTIVES
5.34.1.1 To hire and deploy personnel who meets the qualification standards
of the positions and competent to perform the duties and responsibilities in order to
satisfy the manpower requirements of the requesting unit/supervisor.
5.34.1.2 To adhere to the principles of merit and fitness in the selection and
placement and promotion of desired personnel on account of gender, disability,
religion, and ethnicity.
5.34.2 SCOPE
5.34.2.1 This procedure defines the actions and responsibilities of the Human
Resource Staff in the recruitment/selection/placement of personnel. This covers
activities from receiving manpower request, conduct of selection processes and
entrance examination, interview, records/background investigation up to deployment
of successful applicant.
5.34.3 DEFINITION OF TERMS
5.34.3.1 Merit and Fitness refers to having passed the entrance examination
and meet the qualification requirements of the position/s.
5.34.3.2 Qualification Standards is a statement of the minimum
qualifications for a position which shall include education, experience, training, civil
service eligibility, and physical characteristics and personality traits required in the
performance of the job.
5.34.3.3 Qualified-next-in-rank refers to an employee appointed on a
permanent status to a position next-in-rank to the vacancy as reflected in the System of
Ranking Positions (SRP) approved by the head of agency and who meets the
requirements for appointment to the next higher position.

5.34.3.4 Next-in-rank Position refers to a position which by reason of the
hierarchical arrangement of positions in the agency or in the government is determined
to be in the nearest degree of relationship to a higher position as contained in the
agency’s System of Ranking Positions (SRP).
5.34.3.5 Assumption to Duty refers to the actual date where the employee
performs the job.
5.34.4 POLICY STATEMENTS
The following are the policies on Recruitment/Selection/Placement:
5.34.4.1 The NSC qualification standards of positions approved by the Civil
Service Commission shall be followed in evaluating the fitness of a candidate for a
position.
5.34.4.2 All candidates shall go through the selection process/ instrument of
assessment.
5.34.4.3 Shortlisted candidates who are qualified are subject for
deliberation/evaluation of the Personnel Selection Board (PSB).
5.34.4.4 Processes enumerated under the CSC approved Merit Selection Plan
and System (MSP) and System Ranking Position (SRP) of the National Security Council
shall be followed and implemented.
