Pure Tech Solutions proposes implementing the OpenLMIS electronic logistics management information system (eLMIS) in state-run warehousing facilities in Puntland, Somalia. Currently, the logistics management system is paper-based, prone to errors and lacks information sharing. OpenLMIS will automate requisition and resupply processes, providing accurate and timely data for decision-making through electronic stock cards, inventory management, and reporting dashboards. Initially, the system will be implemented in one health ministry facility and can later expand to other facilities.

Pre-proposal for OpenLMIS

Implementation in state run

1. Executive Summary
There is a growing trend within developing countries to working away from
paper passed and standalone information system projects toward
comprehensive, enterprise level health information systems(HIS).Pure Tech
Solution support and accelerate that trend by implementing electronic
logistics management information systems (eLMIS).

2. Statement of Problem
In State of Puntland like other states in the country, the Logistics
Management Information Systems (LMIS) are paper-based systems that
require manual data collection at almost every point in the supply chain.
This system is open to human error and lack the ability to share information
the manner systematic between involved bodies; patients, warehouse,
procurement, and donors.

3. Objectives
An electronic LMIS automates this process, reducing manual data entry and
hand calculations. The result is more complete, accurate and timely data for
decision-making— essential to reducing stockouts, managing waste and
losses, and operating an effective and efficient supply chain.

Pure Tech Solutions (PTS) propose the implementation of OpenLMIS. A state-


of-the-art, web-enabled, enterprise class electronic LMIS solution that
facilitates the requisition and resupply process in low-resource settings for
health commodities. OpenLMIS automates the LMIS system throughout the
supply chain and allow to send and receive data between Health
Management Information System (HMIS) visualization software.

4. Deliverable
PTS will provide a solution that reflects the requisition processes for one
facility in health ministry in order to streamline the collection and utilization
of vital supply chain information. When the need arise,This solution can be
expanded to include local hospitals, pharmacies and other states facilities in
Somalia.

The proposed solution will include:

1. Automate the requisition life cycle


a) workflow for review and approval of Requisitions;
1. emergency Requisitions; offline data entry and caching;
2. customizable Requisition template; automatic notifications;
calculations of dependent values.
2. Provide Inventory Management
1. Electronic stock card
2. Track stock movement
3. automate requisition based on current inventory
4. Ongoing tracking of adjustment
5. Batch management
3. Provide reporting and data visualisation
1. Dashboard for daily decision making
2. ad-hoc and customizable reporting
3. Basic dynamic reports with ability to filter and sort based on program,
period, facility.

4) the above is meant to cover hospitals and facilities but the training component is
missing from the deliverables

5) the project will need a Gantt chart to clearly illustrate the timelines for these
deliverables

There seem to be no phase for system testing/pilot has there been such a process already
or is the system customized already to the needs on the ground
