In 2006, Guimaras was hit by the worst oil spill in its history it could be considered
as one of the country’s worst environmental disasters. The damage it caused to the
province’s coastal and marine resources amounted to Php8.3 billion of ecosystem services
that almost crippled the drivers of its local economy, The oil tanker M/T Solar 1, carrying
more than two million liters of bunker fuel.
More than 6,000 families were directly or indirectly affected by the oil spill that is
located in six municipalities in Guimaras. Women have stopped gathering shells while men
can no longer fish because of the oil spill.
Plants and animals/Fish are directly affected; all types of sea shells, young crabs and
seaweeds found in the oil spill are not safe for human consumption. Many of the
mangroves, experienced mortality, Dead invertebrates, such as shells, were found
everywhere on the shore. The affected fishing communities were provided alternative
livelihood and financial assistance. Their resilience to disasters was observed as they were
able to reciprocate.
Task Force Guimaras, the body of lead and support agencies mandated to deal with
the present incident. Executives rushed a disaster action plan and declared the province
under a “state of calamity.” On Day 16 (26 August), the President of the Republic declared a
“national calamity”. RA 9483 provides that the ship owner shall be liable for the pollution
damage, including the expenses in sea and on-shore clean-up, the loss of earnings suffered
by owners or users of the contaminated property and those who rely on it, the damage to
human health and loss of life, and the environmental damage and cost of restoration

Arroyo has joined in, ordering a government task force to set up collection centers for hair
and chicken feathers, which also are being used, along with straw and other natural
materials. About 500 hair salons in metropolitan Manila have joined the “Stop the Oil Spill”
drive by collecting hair clippings from their shops.
Gov’t releases P35M for Guimaras oil spill cleanup, it would go to the cash-for-work
program, livelihood, community facilitators and administrative cost. The P35 million was
part of the rehabilitation fund from the national government., the town of Nueva Valencia,
Sibunag, San Lorenzo, Buenavista, and Jordan will receive In the livelihood fund. Petron
Corp. said to give more funds for the cleanup of the massive oil spill in Central Philippines,
saying it could tap over $300 million from insurance which can also be used to help
affected communities.
Guimaras is back on its feet and learned a painful lesson, not of its own doing.
