PREAMBLE
We, the students of Northwestern University College of Teacher Education, have this day voluntarily
united with the help and guidance of our Almighty Father to form an organization which will initiate
programs to hone our leadership and enhance our intellectual, social, physical, cultural, moral, and
spiritual being and designed to promote camaraderie, integrity, unity, peace and order, discipline,
loyalty to the organization, school and to our beloved Philippines and to maintain harmonious
relationship among member, officers, and faculty, do hereby ordain and promulgate this constitution
and By-Laws.
ARTICLE 1
NAME OF THE ORGANIZATION
Section 1. The organization shall be known as the YOUNG EDUCATORS SOCIETY (YES).
Section 2. It shall have its office at the Northwestern University campus.
ARTICLE II
OBJECTIVES
In addition to elevating the academic standards of the CTE, the organization shall aim to:
a. Create a wholesome learning environment among CTE students to understand themselves
better along with the demand of their chosen profession;
b. Enhance social consciousness among the members by being actively involved in community
works and programs;
c. Promote good discipline, unity, cooperation, and harmonious relationship among members,
officers and faculty through meetings, dialogues and continuing education;
d. Develop well-rounded individuals through active participations to various extra-curricular and
co-curricular activities;
e. Undertake programs/projects that will develop among its members the core values and
ultimately enhance the status of the organization.

ARTICLE III
MEMBERSHIP FEES
Section 1. All students of the College of Teacher Education shall be regular members of the
organization.
Section 2. Each member shall pay the amount of ONE HUNDRED EIGHTY PESOS (PhP
180.00) as membership fee for every semester.
Section 3. Membership fees and other contributions shall be decided upon by the officers in
consultation with the members and advisers for their approval.
ARTICLE IV
SOURCE OF FUNDS
Section 1. The organization depends on the membership fee and other contribution collected
from the members.
Section 2. These fees shall be used to initiate programs and activities to realize the objectives
of the organization.
ARTICLE V
MEETINGS
Section 1. The officers of the organization shall meet every first Thursday of the month at
1:00 – 2:00pm, the designated curricular hour of Northwestern University at the YES office
which is located beside the College of Teacher Education office.
Section 2. General Assembly meetings shall be conducted twice every semester, however, for
special occasions the officers could call a general assembly during the designated curricular
hours.
ARTICLE VI
SANCTIONS
Section 1. Any member who is absent during meetings of the organization shall be fined in the
form of school supplies or grocery items worth FIFTY PESOS (P 50.00) with receipts.
However, excuse slip with reasonable cause is accepted upon the approval of the officers.

Section 2. Any member who is absent during the University and special College activities
without valid reasons will be fined in the form of school supplies or grocery items worth
EIGHTY PESOS (P80.00) with receipts. However, excuse slip with reasonable cause is
accepted upon the approval of the officers.
Section 3. Officers of the organization who absent themselves during meetings will be fined in
the form of school supplies or grocery items worth ONE HUNDRED PESOS (P100.00) with
receipts and on special activities they shall be fined in the form of school supplies or grocery
items worth ONE HUNDRED TWENTY PESOS (P120.00) with receipts. However, excuse
slip with reasonable cause is accepted upon the approval of the officers.
Section 4. Any member who is not in proper uniform, without or improper pinning of ID, does
not observe proper dress code (sleeveless, backless, spaghetti strap) for female during
Wednesdays, and male member wearing and long hair will also be fined in the form of school
supplies or grocery items worth FIFTY PESOS (P 50.00) with receipts . However, excuse slip
with reasonable cause is accepted upon the approval of the officers.
ARTICLE VII
PRIVILEGES AND OBLIGATIONS
Section 1. The members shall primarily participate in all of the activities and affairs of the
organization.
Section 2. Officers and members shall perform and discharge their duties to the best of their
ability.
Section 3. They shall serve with utmost sincerity, devotion and integrity.
Section 4. They shall respect the rights of others and shall refrain from doing acts contrary to
the Constitution-and By-Laws.
Section 5. All officers are required to attend meetings of the organization, be it general or
special.
Section 6. All officers shall uphold the Constitution and By-Laws of the organization. Willful
violation of any provisions, negligence and abuse of powers and functions embodied herein,
any grave misconduct detrimental to the organization and to the reputation of the organization,
and absences without reasonable cause incurred by an officer is tantamount to removal from
office

ARTICLE VIII
FUNCTIONS AND POWERS OF THE ELECTED OFFICERS
Section 1. The President shall:
a. Call and preside over all meetings of the organization.
b. Shall exercise general supervision over all officers.
c. Recommend and present any measures that are beneficial to the organization.
d. Have the power to appoint the chairman and members of all committees with or
without the approval of the adviser.
e. Submit annual report of the activities and programs of the organization.
f. Perform all other duties and powers inherent to his office.
Section 2. The Vice President shall:
a. Take over the powers and functions of the President whenever he is absent,
impeached from office, or has resigned due to inability to discharge the powers and
duties of the same office.
b. Assist the President in all activities and programs.
c. Perform all other functions and powers assigned by the President.
Section 3. The Secretary shall:
a. Prepare agenda and issue notices for meetings to be approved by the President two
(2) days before the scheduled date.
b. Record and prepare minutes of meetings.
c. Be responsible In compiling all reports on the activities of the organization.
d. Submit monthly report to the President.
e. Perform all other duties and powers assigned by the President.
Section 4. The Sub-secretary shall:
a. Take over the powers and functions of the Secretary whenever he is absent,
impeached from office, of has resigned due to inability to discharge the powers and
duties of the same office.
b. Submit monthly report to the President.
c. Perform all other duties and powers assigned by the President.
Section 5. The Treasurer shall:
a. Collect fines, weekly dues and contributions of members.
b. Disburse money upon approval of the organization.
c. Submit monthly report to the President.
d. Perform all other duties and powers assigned by the President.
Section 6. The Sub-Treasurer shall:
a. Take over the powers and functions of the treasurer whenever he is absent,
impeached from office, or has resigned due to inability to discharge the powers and
duties of the same office.
b. Submit monthly financial report to the President.
c. Perform all other functions and powers assigned by the President.
Section 7. The Auditor shall:
a. Conduct periodic audit of their organization expenses.

b. Present a copy of the expenses of all activities of the organization.
c. Submit monthly audit report to the President.
d. Perform all other functions and powers assigned by the President.
Section 8. The Business Manager shall:
a. Be responsible for the business transactions of the organization.
b. Prepare budget for the activities.
c. Submit monthly report to the President.
d. Perform all other functions and powers assigned by the President.
Section 9. The Public Information Officer shall:
a. Be responsible for the publication of activities of the organization.
b. Disseminate information and notices.
c. Submit monthly report to the President.
d. Perform all other functions and powers assigned by the President.
Section 10. Office Manager
a. Keep the records/documents/inventory
b. Assists the President
Section 11. The Athletic Managers shall:
a. Be responsible in choosing players and making schedule for try-outs especially
during Intramurals.
b. Prepare activities regarding sports with the supervision of the President.
c. Submit monthly report to the President.
d. Perform all other functions and powers assigned by the President.
Section 12. The Peace and Order Officers shall:
a. Maintain peace and order and settle disputes among the members of the
organization.
b. Submit monthly report to the President.
c. Perform all other functions and powers assigned by the President.
Section 13. The Level Representatives shall:
a. Be responsible in disseminating information about the minutes of the regular and
special meetings of the officers to their constituents.
b. Solicit suggestions from their constituents and speaking on their behalf.
c. Submit monthly report to the President.
d. Perform all other functions and powers assigned by the President.
ARTICLE IX
TRANSITORY PROVISIONS
Section 1. The election of the three major positions of the Young Educators Society (YES)
such as the President, Secretary and Treasurer shall be held during the Culminating activity of
the College which happens every April of the current year.
Section 2. The continuation of the election of officers for the Young Educators Society such as
the Vice President, Sub. Secretary, Sub. Treasurer, Auditor, P.I.O.,Business Manager, Athletic

Managers, and Peace Officers, Year Level Representatives, Muse and Escort shall be held
every first General Assembly Meeting (third week of August).
Section 3. The elected officers of the organization will serve the students the day they were
inducted until the end of their term (end of the school year).
ARTICLE X
AMENDMENTS
Section 1. Any article of this Constitution and By-Laws may be amended by two-thirds (2/3)
votes of the officers and members.
Section 2. Any amendments to or revision of this constitution-and By - Laws shall be valid
only when ratified by the majority of the votes cast by the officers and members and shall be
held not later than one (1) month after the approval of such amendments.
ARTICLE XI
CONSTITUTION AND BY-LAWS
Section 1. This constitution and By-Laws shall take effect immediately upon its ratification by
a majority of votes cast by other officers.
